Small-scale fisheries have traditionally been the backbone of the fishing industry all over the world. Although large-scale mechanized fishing has come into the limelight recently, even such countries as have developed substantial capability in this direction still have a large fleet of small boats in coastal areas. The landings of this sector of the industry are always substantial, and in many countries they still dominate the picture. In India, small-scale fisheries landed almost 1.15 million tons in 1971. This figure has been increasing as motor-powered small craft have increased in numbers, although 70% of marine fish is still caught from nonpowered boats. Measures taken to increase fishing capacity, landings, and net fishermen’s income over the past 10 years include various kinds of loans and subsidies for the purchase of boats, motors, and nets; assistance for the construction of ponds in inland areas; organization of cooperatives; training programs for fishermen and supporting personnel, especially motor repairmen (with the cooperation of Norway); and gear and vessel research including pilot-scale demonstrations with new types of vessels and equipment.

The analysis of recent trends in the world energy development and of long-term energy development projections helps dispel 10 myths that have been viewed as copybook maxims, yet now are a barrier to forming an adequate vision of the future and effective development strategies. Many of these myths are rooted in the inability to see how the ‘small on small scale’ becomes ‘big on big scale’ , and vice versa. Projection horizon to 2050 allows to see these metamorphoses, formulate the ‘lessons of the future’ for Russia’s economic development, and to show why Russia needs to change its economic model and switch to low-carbon development path.

The overall planning performance of the fisheries sector in Bangladesh over the past three decades was evaluated. Performance has been unsatisfactory largely due to contiguous overestimation of the planning targets and the existence of serious financial, technological, institutional and social constraints. Despite the remarkable growth in export earnings and a stable GDP contribution of 3.2–5.6%, budget allocations remained extremely low (0.7–1.4% of total outlay) in subsequent plan periods. Production from marine fisheries performed satisfactorily with slow growth in recent years, while inland fisheries with initial poor performance showed improvements from the mid-1980s owing to increased productivity in culture fisheries, particularly in pond aquaculture. Targets should be determined with the aid of a thorough review of past performances and there is an urgent need to streamline the implementation capability. Also, a shift from production-oriented planning and seeking technical solutions only to addressing broader institutional and social issues affecting the fisheries sector is essential. Government should emphasize the development of small-scale fisheries, strengthen extension–research linkage, improve infrastructure, build partnerships between relevant agencies and shift its top-down approach to planning towards a participatory bottom-up approach so as to release existing bottlenecks.

Artisanal Small-Scale Fisheries (SSFs) are a primordial and very diverse activity in the Mediterranean, also within Marine Protected Areas (MPAs). This diversity is explained in terms of target species, gears, and fishing strategies. The main objective of this work was to investigate the spatio-temporal dynamics of artisanal SSFs of the future MPA of “Taza” (Algeria, SW Mediterranean). Data were collected through direct assessment of daily landings and using questionnaires. They were the subject of multivariate analyses that allowed us to identify the métiers practiced by artisanal fishers. During the one year (May 2013 to April 2014) field work period, 1330 fishing trips and 1613 fishing operations in 16 fishing grounds were recorded in the Ziama fishing harbor, where 15.2 tons of total catch was assessed. Our results show that, in the study area, the boats are predominantly gillnetters and that among the five métiers characterized by target species, gear type, fishing grounds, and fishing seasons, two métiers (“Mullus surmuletus trammel net” and “Sparids monofilament gillnet”) are practiced throughout the year, while the remaining three (“Sarda sarda driftnet”, “Merluccius merluccius set gillnet”, and “Pagellus set gillnet”) are specific to a determined period of the year. The ‘Mullus surmuletus trammel net’ métier represents 40% of the total fishing operations, of which 57.5% are carried out in the coastal sector at - 25 m. This study could contribute to defining the appropriate management approaches for SSFs in the future MPA of “Taza” by providing baseline information to build a sound management plan. In Algeria, it will certainly serve as a scientific reference in terms of zoning, protection of biodiversity, and specific monitoring at particular locations and periods of the year for the sustainable management of MPAs.
