Having an information technology (IT) plan is a minimum baseline for optimal IT governance. But, creating a plan is only one problem, executing it poses even more challenging problems. In this research, we investigate the correlation between an organization’s IT plan and the organization’s IT governance maturity level. We show that, on one hand, executing an IT plan requires a certain IT governance maturity level, on the other hand, the experience of executing an IT plan drives the organization IT governance maturity level. We compare the situations in two government institutions and found indications that the organization with an ambitious IT plan has more mature IT governance than the other whose IT plan is relatively modest. The results suggest that an effective IT plan should include plans for the development of IT governance mechanisms relevant to the goals that the plan is intended to achieve, and the plan’s implementation schedule, also known as the IT roadmap, should take into consideration the growth of the IT governance mechanisms’ maturity levels. Memiliki rencana untuk teknologi informasi (TI) adalah base line untuk tata kelola TI yang optimal. Tapi, membuat rencana hanyalah satu masalah, melaksanakannya akan menciptakan masalah baru yang lebih menantang. Dalam penelitian ini, kami menyelidiki korelasi antara rencana TI suatu organisasi dengan tingkat maturity tata kelola TI-nya. Kami menunjukkan bahwa, di satu sisi, untuk melaksanakan rencana TI memerlukan tingkat kematangan tata kelola TI tertentu, di sisi lain, pengalaman dalam menjalankan rencana TI mendorong organisasi dalam meningkatkan tata kelola TI. Kami membandingkan situasi di dua lembaga pemerintah dan menemukan indikasi bahwa organisasi dengan rencana TI yang ambisius memiliki tata kelola TI lebih matang dari organisasi yang rencana TI-nya relatif sederhana. Hasil penelitian menunjukkan bahwa perencanaan TI yang efektif harus mencakup rencana untuk pengembangan mekanisme tata kelola TI yang relevan dengan tujuan yang ingin dicapai, dan jadwal pelaksanaan rencana atau roadmap TI, harus mempertimbangkan pertumbuhan tingkat mekanisme tata kelola TI.

The challenges faced by U.S. health care system are vividly explained in the U.S. Government’s health information technology plan, The U.S. health care system faces major challenges. Health care spending and health insurance premiums continue to rise at rates much higher than the rate of inflation. Despite spending over $1.6 trillion on health care, there are still serious concerns about preventable errors, uneven health care quality, and poor communication among doctors, hospitals, and many other health care providers involved in the care of any one person. The Institute of Medicine estimates that between 44,000 and 98,000 Americans die each year from medical errors. Many more die or have permanent disability because of inappropriate treatments, mistreatments, or missed treatments in ambulatory settings. It has been found that as much as $300 billion is spent each year on health care that does not improve patient outcomes – treatment that is unnecessary, inappropriate, inefficient, or ineffective. All these problems – high costs, uncertain value, medical errors, variable quality, administrative inefficiencies, and poor coordination – are closely connected to inadequate use of health care information technology. Subject The outlook for South Africa-China relations. Significance On June 8 the South African and Chinese telecommunications ministers, Siyabonga Cwele and Miao Wei, signed an information technology Plan of Action, including cooperation on cyber-security. The agreement is the latest effort from the President Jacob Zuma administration to court China as close ally and development partner. However, this has mostly benefitted political not economic aims. Impacts If manufacturing continues to dip (output contracted 2% year-on-year in April), firms may escalate calls from import protections. Any Nigerian efforts to strengthen China ties will be viewed in South Africa as vying for a regional leadership role. South Africa may use its AIIB membership to push the new lender to assist with financing infrastructure projects in Africa.

The chapter will present the challenges in implementing information technology plan pertaining to two dimensions: literature and practical. The chapter will also suggest ways to rectify and deflect the negative impact of the challenges. In addition, the chapter will show some of the challenges’ manifestations shown in some case studies.
