The fourth meeting of the Rubber Study Group ended its sessions in Paris on July 8, 1947, after reviewing changes in the world rubber situation from the previous meeting in November, 1946, and adopting a resolution urging 1) that membership be open to all countries substantially interested in production, consumption, or trade in rubber; 2) that the group consider ways to expand the world consumption of rubber; and 3) that a secretariat be established to arrange for the collection and dissemination of statistics. Countries attending included Australia, Belgium, Bolivia, Canada, Ceylon, Denmark, Ecuador, United States, France, Hungary, Italy, Liberia, Norway, Holland, United Kingdom, British Colonies, Siam, Czechoslovakia and Venezuela, with observers from Brazil, Colombia, Finland, Guatemala, Mexico, Poland, Portugal, Sweden, Switzerland, the United Nations and FAO.

The second meeting of the International Tin Study Group was held in Washington from April 19 to 24, 1948, to review the world tin situation and examine the statistical position regarding production, consumption and stocks since the first meeting held at Brussels in April 1947. Delegates attended from Australia, Belgium, Bolivia, British Colonies, Canada, China, Czechoslovakia, France, India, Italy, the Netherlands, Siam, United Kingdom, and the United States; observers were present representing the United Nations, Pan American Union, InternationalBank for Reconstruction and Development, and the Tin Research Institute.

A meeting of a committee of the International Sugar Council was scheduled to open in London, September 29, 1952. The major question to be considered by the committee was the distribution of the world's sugar supply, in particular, the surplus accumulated in Cuba as a result of a record harvest. Many members of the organization were said to feel that a general reassessment of the marketing methods of sugar was needed in view of changed conditions of production. Some delegates were reported to favor asking the United Nations to convene a world sugar conference; it was pointed out that the principal obstacle to successful distribution of the world sugar supply was the lack of international convertibility of currencies. France, Belgium, Netherlands, United Kingdom, German Federal Republic, Peru, Haiti, Cuba, United States, and Indonesia were expected to send delegates to the meeting while observers were expected from Brazil, Mexico, Poland and Czechoslovakia.

The sixth meeting of the Rubber Study Group was held in London from March 29 to April 1, 1949, under the chairmanship of Sir Gerard Clauson. Fifteen member nations attended the sessions whose primary object was to review the world rubber situation and discuss problems relating to production, consumption and trade in rubber. Countries attending included Australia, Belgium, the British Colonies, Burma, Canada, Ceylon, Czechoslovakia, Denmark, France, Hungary, Italy, Liberia, the Netherlands and Indonesia, the United Kingdom, and the United States.

Why did the United States want to create the United Nations Organization, or any international political organization with universal membership? This question has received superficial historiographical attention, despite ample scrutiny of the conferences that directly established the UN in 1944 and 1945. The answer lies earlier in the war, from 1940 to 1942, when, under the pressure of fast-moving events, American officials and intellectuals decided their country must not only enter the war but also lead the world long afterwards. International political organization gained popularity – first among unofficial postwar planners in 1941 and then among State Department planners in 1942 – because it appeared to be an indispensable tool for implementing postwar US world leadership, for projecting and in no way constraining American power. US officials believed the new organization would legitimate world leadership in the eyes of the American public by symbolizing the culmination of prior internationalist efforts to end power politics, even as they based the design of the UN on a thoroughgoing critique of the League, precisely for assuming that power politics could be transcended.

In 1955, Jiang Tingfu, representing the Republic of China (roc), vetoed Mongolia’s entry into the United Nations. In the 26 years the roc represented China in the United Nations, it only cast this one veto. The roc’s veto was a contentious move because Taipei had recognized Mongolia as a sovereign state in 1946. A majority of the world body, including the United States, favored Mongolia’s admission as part of a deal to end the international organization’s deadlocked-admissions problem. The roc’s veto placed it not only in opposition to the United Nations but also its primary benefactor. This article describes the public and private discourse surrounding this event to analyze how roc representatives portrayed the veto and what they thought Mongolian admission to the United Nations represented. It also examines international reactions to Taipei’s claims and veto. It argues that in 1955 Mongolia became a synecdoche for all of China that Taipei claimed to represent, and therefore roc representatives could not acknowledge it as a sovereign state.

In the merits phase of decision in the case brought by Nicaragua against the United States, the World Court briefly mentions references by states or publicists to the concept of jus cogens. These expressions are used to buttress the Court’s conclusion that the principle prohibiting the use of force found in Article 2(4) of the United Nations Charter is also a rule of customary international law.

The last of the main organs of the United Nations to begin functioning, the Trusteeship Council met for its first session at Lake Success on March 26, 1947. Representatives were present from five powers administering trust territories (Australia, Belgium, France, New Zealand and United Kingdom) and four non-administering states (China, Iraq, Mexico, and the United States); the USSR, although automatically a member of the Council by virtue of her permanent membership on the Security Council, did not designate a representative and took no part in the activities of the Council.

The United Nations Administrative Tribunal (UNAT) has elected Herbert Reis of the United States, a former Counselor at the U.S. Mission to the United Nations, as its Second Vice-President for the coming year. Mr. Reis has served on the tribunal for 5 years. Samar Sen of India and Arnold Kean of the United Kingdom were elected President and First Vice-President of the tribunal, respectively.
