ABSTRACTEconomic development in Latin America has facilitated the broadening and improvement of governmental services in public health, social security and public administration. These improvements, particularly in public health, have precipitated changes in rates of morbidity and mortality. Many countries have also experienced a fall in birth rates during this period. The result of people living longer and having fewer children is a progressive ageing of Latin American societies. This article explores some critical questions posed by the ageing of populations in these societies. Within the context of varying patterns of national development, special emphasis is placed on the systemic potential for politico-administrative response in the area of social and health services.

While public administration scholars argue that core values of social equity are exceedingly important in service provision, less is known of how these values are practised on the frontline in the contemporary public administration. Research points to a dual trend: together with practices aimed at increasing clients’ wellbeing, public service workers’ decisions about allocating public resources are guided by moral perceptions of worthiness, leaving behind the most weakened populations. The current study aims to decipher this duality, analyzing street-level bureaucrats’ decisionmaking about providing personal resources to low-income clients, in order to examine whether the pursuit of social equity is manifested in informal practices. Drawing on indepth qualitative interviews of social service providers in Israel, we found that decisionmaking about personal resource provision is grounded in two distinct sets of values. Alongside a pattern of providing resources to deserving clients, street-level bureaucrats also provide them to clients typically considered undeserving. These latter practices are aimed at decreasing social inequality, demonstrating that social service providers often walk the talk of social equity.

The following conclusions can be drawn from the theoretical analysis and the results of the expert survey. Firstly, it is substantiated that social marketing is an effective mechanism for public administration of social organizations in Ukraine, and that public relations and social advertising are the leading technologies. Secondly, it is determined that the leading task of public relations in public administration is to develop concepts of social advertising and the formation of a positive image of the social service through information and advertising campaign on social services. Thirdly, it has been found that the more effective means of advertising the activities of social organizations are: TV and radio advertising; placement of articles in specialized (local printed) editions; booklets, memos, other handouts, and the main issues that should be covered in social advertising are: addiction, socio-economic problems, medical problems, problems of vulnerable sections of the population.
