Abstract Non-take-up of means-tested benefits is a widespread phenomenon which undermines the effectiveness and fairness of social policies. The digitalisation of the welfare state creates new opportunities for proactively contacting people who are potentially entitled to benefits, but do not take up their social rights. In this study, we report on how new data flows were used to reach out to potential beneficiaries of the Increased Reimbursement of health care, a programme targeted at low-income households in Belgium. By randomizing the period in which potential beneficiaries were contacted, we were able to identify a three- to four-fold increase in take-up among those contacted as a result of the outreaching activities. Households that did not respond to the intervention, the never takers, have lower pre-intervention healthcare expenditures. This suggests that non-take-up was reduced primarily among those who would expect to benefit most from receiving the Increased Reimbursement. Exploiting the combination of rich administrative data with experimental evidence, we also find that early responders are mostly older and have higher historic health expenditures than late responders. Furthermore, results point to the need for balancing well the inclusiveness of the intervention with an increased number of applications by ineligible people.

Each year, eligible individuals forgo billions of dollars in financial assistance in the form of government benefits. To address this participation gap, we identify psychological ownership of government benefits as a factor that significantly influences individuals’ interest in applying for government benefits. Psychological ownership refers to how much an individual feels that a target is their own. We propose that the more individuals feel that government benefits are their own, the less likely they are to perceive applying for them as an aversive ask for help, and thus, the more likely they are to pursue them. Three large-scale field experiments among low-income individuals demonstrate that higher psychological ownership framing of government benefits significantly increases participants’ pursuit of benefits and outperforms other common psychological interventions. An additional experiment shows that this effect occurs because greater psychological ownership reduces people’s general aversion to asking for assistance. Relative to control messages, these psychological ownership interventions increased interest in claiming government benefits by 20% to 128%. These results suggest that psychological ownership framing is an effective tool in the portfolio of potential behavioral science interventions and a simple way to stimulate interest in claiming benefits.

In order to improve the information management of the modern digital agriculture, combined several modern digital agriculture technologies, namely wireless sensor network (WSN), global positioning system (GPS), geographic information system (GIS) and general packet radio service (GPRS), and applied them to the information collection and intelligent control process of the modern digital agriculture. Combining the advantage of the local multi-channel information collection and the low-power wireless transmission of WSN, the stable and low cost long-distance communication and data transmission ability of GPRS, the high-precision positioning technology of the DGPS positioning and the large-scale field information layer-management technology of GIS, such a hybrid technology combination is applied to the large-scale field information and intelligent management. In this study, wireless sensor network routing nodes are disposed in the sub-area of field. These nodes have GPS receiver modules and the electric control mechanism, and are relative positioned by GPS. They can real-time monitor the field information and control the equipment for the field application. When the GPS position information and other collected field information are measured, the information can be remotely transmitted to PC by GPRS. Then PC can upload the information to the GIS management software. All the field information can be classified into different layers in GIS and shown on the GIS map based on their GPS position. Moreover, we have developed remote control software based on GIS. It can send the control commands through GPRS to the nodes which have control modules; and then we can real-time manage and control the field application. In conclusion, the unattended automatic wireless intelligent technology for the field information collection and control can effectively utilize hardware resources, improve the field information intelligent management and reduce the information and intelligent cost.
