Purpose The purpose of this paper is to investigate the German and Hungarian Governments’ mediated public diplomacy (mpd) efforts during the European migrant crisis and their reflection in the international news media. Design/methodology/approach The study relies on a quantitative content analysis of English press releases and interviews distributed by the governments and their reflection in CNN and Al-Jazeera English. Overall, a sample of 483 texts was coded. Herein, the main actors, topics, frames, and information subsidies were analyzed. A comparison of the public diplomacy efforts and their reflection in the news then allows for assumptions about their potential impact on the news. Findings The data shows that the Hungarian Government uses more information subsidies in their communication than their German counterpart. Hence, the news agenda shows more similarities to the main topics put forward in the Hungarian sub-sample. The news framing, however, is more favorable toward the perspectives put forward in the German public diplomacy. Practical implications The results indicate that well planned and designed messaging does not guarantee successful communication. It also shows that critical journalism still plays an important role in the international news production. Originality/value The paper’s main contribution is that it goes beyond the war-based case studies on mpd and investigates one of the most relevant transnational issues in the last decades. In addition, it sheds light on why the media reflect some sponsored frames while they mostly discredit others.

A pluralização de atores ocorre tanto no âmbito burocrático (fragilizando a tradicionalprimazia do Itamaraty) como com atores da sociedade civil (mídia, ONGs, empresários, etc.). Com ainternacionalização da vida cotidiana, surgem novas demandas a respeito da agenda internacional,pressionando por novas dinâmicas nas práticas da política externa. Defendeseque a política externa é umapolítica pública que, guardando sua especificidade, deve ser analisada como as demais políticas públicasbrasileiras. A proposta de um Conselho Nacional de Política Externa e a recente experiência do ComitêBrasileiro de Direitos Humanos e Política Externa são demonstrações da importância de se levar emconsideração as dinâmicas domésticas para uma compreensão adequada da política externa brasileiracontemporânea.ABSTRACTThis paper delves into the current Brazilian foreign policy based on the assumption of its diversification in terms both of its agenda and actors. The pluralization of actors occurs not only in the bureaucratic scope (weakening the traditional Itamaraty’s primacy), but also with other players from civil society (such as the media, NGOs, the business sector, and others). With the internationalization of everyday life, new demands regarding the international agenda emerge, pressing for new dynamics on the practices of foreign policy. We defend that foreign policy is a public policy that, considering its specificity, should be analyzed such as others Brazilians public policies. This article attempts to investigate the applicability of the Propaganda Model (PM) elaborated by Herman and Chomsky within the context of the conflict between South and North Korea. Coupled with the identification of dominant news frames, this study draws on in-depth interviews with foreign correspondents in Seoul to explore journalistic practices in covering conflicts in the Korean Peninsula. The findings show that a conflict frame and a human interest frame were prominent in national and international news, respectively. This article further discusses the role of the international news media in reporting on international conflicts from sociological and geopolitical perspectives.

At a time when representation in the digital and information environment becomes one of the most important factors in the development of the territories, as well as a full-fledged tool for achieving geopolitical and economic goals, the work on the formation of foreign policy images of the regions in foreign media space takes on special importance. In this article, based on the analysis of theoretical and methodological aspects of its use, the author distinguished between the concepts of "image" as a chaotically forming set of audience perceptions and "image" as a purposefully structured work on the formation of specific ideas about the territory. Taking into account that the measures stipulated by the Strategy for the Development of Eurasian Economic Integration until 2025 aimed at providing broad audience access to information about the Union are focused only on the population of the participating countries, and there is no purposeful work to form the image of the EAEU in foreign media, the author analyzed the image of the Eurasian Economic Union created in the leading American Internet media. The results of the frequency content analysis of the materials of the USA leading online news media, conducted within the study, as well as the emotional tone of these publications, demonstrate that the Eurasian Economic Union is in dire need of focused effort to create and consolidate a sustainable foreign policy image in the media space of the West. Already in 2017, the negative image of the integration association associated with Russia's aggression, actively formed by the leading US news media in 2014–2016, has lost relevance as uninteresting to the American audience and was deleted from the agenda.

In 2010, Haiti and Pakistan experienced immense suffering, death and destruction as these countries faced two of the world’s greatest humanitarian crises. The earthquake in Haiti was very well reported. Celebrities, organizations and individuals recognized the need for help and contributed generously to various relief foundations. Unlike the attention Haiti received, the flood in Pakistan received far less media coverage. The lack of media attention in Pakistan arguably limited the public’s awareness of the flood and reduced the perception of urgency and need for humanitarian support (Winthrop, 2010). This MRP focuses on the news media in the service of reporting on international crises and investigates how the media takes an ideological position when reporting and presenting events to its audience. In this paper, I demonstrate how reporting in a major Canadian newspaper becomes an exercise in ideological power and influences audiences (Fairclough, 2001).
