Extraordinary Isolation? Woodrow Wilson and the Civil Rights Movement

This article explores the contentious and dynamic relationship between Woodrow Wilson and a nascent, diverse civil rights movement from 1912 to 1919. The pivotal relationship between Wilson and the early civil rights movement emerged out of two concurrent and related political developments: the increasing centrality of presidential administration in the constitutional order and the growing national aspirations of political strategies and goals among reform activists. Not only do we illustrate an early form of social movement politics that was largely antithetical to the administration's objectives, but we also trace how the strategies adopted by civil rights leaders were contingent on an early, still-to-be institutionalized administrative presidency. We highlight Wilson's involvement in the racial unrest that emerged from the debut of the film The Birth of a Nation and in the race riots that accompanied the Great Migration and World War I in his second term. These early twentieth-century episodes legitimized a form of collective action and helped to recast the modern presidency as an institution that both collaborated and competed with social movement organizations to control the timing and conditions of change.

Personnel and vocational testing has made a huge impact in public and private organizations by helping organizations choose the best employees for a particular job (personnel testing) and helping individuals choose occupations for which they are best suited (vocational testing). The history of personnel and vocational testing is one in which scientific advances were influenced by historical and technological developments. The first systematic efforts at personnel and vocational testing began during World War I when the US military needed techniques to sort through a large number of applicants in a short amount of time. Techniques of psychological testing had just begun to be developed at around the turn of the 20th century and those techniques were quickly applied to the US military effort. After the war, intelligence and personality tests were used by business organizations to help choose applicants most likely to succeed in their organizations. In addition, when the Great Depression occurred, vocational interest tests were used by government organizations to help the unemployed choose occupations that they might best succeed in. The development of personnel and vocational tests was greatly influenced by the developing techniques of psychometric theory as well as general statistical theory. From the 1930s onward, significant advances in reliability and validity theory provided a framework for test developers to be able to develop tests and validate them. In addition, the civil rights movement within the United States, and particularly the Civil Rights Act of 1964, forced test developers to develop standards and procedures to justify test usage. This legislation and subsequent court cases ensured that psychologists would need to be involved deeply in personnel testing. Finally, testing in the 1990s onward was greatly influenced by technological advances. Computerization helped standardize administration and scoring of tests as well as opening up the possibility for multimedia item formats. The introduction of the internet and web-based testing also provided additional challenges and opportunities.

This chapter chronicles the long “Red Summer” and persistent racial violence throughout the 1920s. With America's entry into World War I, black populations swelled in response to labor shortages, thus precipitating racial conflict over jobs and housing between white residents of northern industrial cities and the black newcomers. These tensions would culminate in the “Red Summer,” a season of race riots, conflagrations, and other types of spectacular violence. Though the wartime surge in violence would subside after 1921, racial prejudice and violence continued on. Despite these setbacks, however, black resistance likewise persisted; and this period marks the ascent of a new generation of civil rights activists, as well as a few other notable milestones such as the Thurman-Watts v. Board of Education of Coffeyville and Brown v. Board of Education decisions and the establishment of the Kansas City branch of the National Association for the Advancement of Colored People (NAACP).

This chapter examines the efforts by black female nurses and white male nurses to claim a space for themselves in a profession that relegated them to the margins. It begins with a discussion of the founding of the National Association of Colored Graduate Nurses and the Army Nurse Corps (ANC), along with an overview of healthcare and home-front racial politics during World War II. It then turns to nurse shortages during World War I and World War II and proceeds by analyzing the World War II integration campaign by African American female nurses within the larger context of the civil rights movement. In an effort to break down racial barriers, the chapter shows that African American nurses co-opted traditional gender conventions to make the claim that the sex of the nurse, not race, should determine nursing care for soldiers. It also explores how African Americans used wartime rhetoric about equality and democracy on behalf of their campaign for equal rights, justice, and opportunity.

While the study of Black politics in the American context has not been a top priority in political science, it is indisputable that this topic in general is more likely to be discussed in the discipline's journals in recent decades than in the more distant past. What accounts for this noticeable increase in prominence? How did the study of Black politics move from total obscurity to occupying a more significant (although still relatively marginalized) position within mainstream political science? To answer these questions, we draw a parallel between politics and political science. Specifically, we posit that the increased focus on African American politics is due to Black agency in the form of social movement activity, which reached its zenith during the civil rights movement. Before the civil rights movement, we note as numerous others have, that the racially conservative views of American society in the nineteenth century resulted in Black politics being an understudied area. We argue, however, that as social movement activity increased the salience of racial issues in America, so too did it raise the importance of race for political scientists.

AbstractThe political campaigns and events that comprised the US civil rights movement, as well as the urban race riots that coloured the 1960s, garnered widespread public attention and press coverage within the People's Republic of China (PRC). In the years between the Sino-Soviet Split in 1961 and the beginning of the Cultural Revolution in 1966, China strove to substantiate its commitment to US black liberation in three key respects: consistent news reporting, sentimental receptions of visiting black activists, and local gatherings that publicized up-to-date information on US anti-racist struggles and featured ordinary citizens sharing notes of empathy. This multidimensional Chinese engagement of US black freedom struggles helped to cement both intra-national and international solidarities. The party state, its mouthpieces, and everyday students and workers echoed Mao Zedong's dictum that racial discrimination was a matter of class struggle. Embedded within their observations was a critical analysis of African American history and social movements in relationship to US capitalism. Their narrations of black resistance and Afro-Asian solidarity, while intimately bound up with nation-state interests, shed light on the intricate nexus of race, revolution, and international class struggle that defined the global Cold War.

Abstract According to most historians, the majority of northern urban Catholics before Vatican II (1962–1965) were ensconced in their parish boundaries, viewing their existence through the lens of the parish and focusing the majority of their attention on matters within their particular geographic location. As African Americans moved north during the Great Migration (1910s–1960s) and the racial dynamics of cities changed, some black Catholics began to organize for what they called “interracial justice,” a term that reflected their belief that black equality would benefit African Americans and whites. This article argues that the parish boundaries paradigm for understanding Catholicism prior to the reforms of Vatican II fails to account for the efforts of black Catholics working for interracial justice. This article considers four ways black Catholic interracialists moved beyond their parish boundaries: (a) the national networks they cultivated with white priests; (b) the theological doctrine of the Mystical Body of Christ they used to support their work; (c) the local relationships they developed with non-Catholics; and (d) the connections they made with young white Catholics. By advancing this argument, this essay highlights the relationship between race and religion—both how the institutional Catholic church reinforced racial hierarchies and how black Catholics leveraged their faith to tear them down. Finally, this article reorients the history of Catholic interracialism by focusing on black laypeople and connects two bodies of literature that rarely comment on one another: that of Catholicism and the long civil rights movement.

This chapter, which covers the first three decades of the twentieth century, begins with an account of the life and career of W. E. B. Du Bois, the most influential Black intellectual and social scientist of that period. A classic insider/outsider in American society, Du Bois earned a Harvard PhD in sociology and wrote a pioneering study of systemic racism in The Philadelphia Negro. He was also an outspoken activist in the Socialist Party and NAACP. Du Bois’s work placed him at the forefront of struggles against racism, especially in northern cities into which 1.5 million southern Blacks moved in the Great Migration, lured by the prospect of steady, well-paid factory jobs. These Black migrants, however, were outnumbered two to one by southern White migrants to those cities, who forced Blacks into ghettos with rundown, overcrowded housing and inferior schools. Tensions between the races intensified after World War I, sparking the “Red Summer” of 1919, with major race riots—instigated by Whites—in Washington, D.C., and Chicago, leaving dozens dead and thousand with burned-out homes. The bloodshed culminated that fall with the massacre of some two hundred Black tenant farmers and their families in the town of Elaine, Arkansas, followed two years later by another massacre, in Tulsa, Oklahoma. The decade of the 1920s offered northern Blacks little respite from the racism that kept them from escaping poverty.

Scholars agree that the United States is experiencing a new black civil and human rights movement called #BlackLivesMatter and that the Internet is pivotal to that movement. Protests in Ferguson, Missouri, and in Baltimore, Maryland, dominated national attention for months through 2014 and 2015. Protesters have successfully gained the attention of elite power brokers, a necessary step in the social movement process. #BlackLivesMatter has many insights to provide about mobilization, if researchers take black American discursive power and intellectual production more seriously as subjects of analysis. This article argues that a dramaturgy framework reveals important meaning making that occurs on the periphery of a social movement. In this periphery, my analysis shows that black social media publics are harbingers of racial progress. Introducing the concept of a Greek Chorus to the dramaturgy framework better clarifies the role that Twitter plays in the movement as a public space where outside observers negotiate their own meaning making surrounding the movement’s claims and strategies. Conceptualizing movement mechanics in this way provides a clearer understanding of the importance of digital media in the contemporary black civil rights movement without relying on technological determinism, reducing social media to a structural component of the movement, or undermining the importance of physicality to protest.

Abstract We employ a unique sample of participants in the early 1960s Nashville civil rights movement to examine within-movement micromobilization processes. Rather than assuming movement micromobilization and participation is internally homogeneous, we extend the literature by identifying distinct types of pathways (entry and preparation) and distinct types (or modes) of movement participation. Pathways into the Nashville movement are largely structured a priori by race, by several distinct points of entry (politically pulled, directly recruited, or professionally pushed), and by prior experience or training in nonviolent direct action. Participation falls into a distinct division of movement labor characterized by several major modes of participation—core cadre, soldiers, and supporters. We demonstrate that pathways and modes of participation are systematically linked and that qualitatively distinct pathways contribute to understanding qualitative modes of movement participation. Specifically, all core cadre members were pulled into activism, soldiers were either pulled or recruited, and supporters were pulled, recruited, or pushed. Highly organized, disciplined, and intense workshop training proved to be integral in becoming a member of the core cadre but not for soldier or supporter roles. We conclude that social movement studies would do well to pay more attention to variability in structured pathways to, preparation for, and qualitative dimensions of movement participation. These dimensions are critical to further understanding the way movements and their participants move and add insights regarding an important chapter in the southern civil rights movement. The implications of our findings extend to modes of movement activism more generally.
