Administrative data on foster carers in New South Wales (NSW) are sadly lacking. Based on research commissioned by the NSW Department of Community Services, this paper uses the Australian Bureau of Statistics Census of Population and Housing and other data to provide up-to-date information on the characteristics of foster carers and the demographic trends that are influencing their numbers. Census data indicate that foster carer families are most likely to contain women aged 35–54 years, not in the labour force. Couples account for two-thirds of all foster carers, with the majority of those couples also caring for birth children. While single parents account for less than one-fifth of all foster carers, they are more likely to foster than couples, either with or without birth children. Higher rates of fostering were found in relatively disadvantaged areas. Projected increases in female labour force participation are expected to contribute to a decline (or to slower growth) in the number of foster carers over the next decade. However, projected increases in sole parent families and couples without children are expected to have the opposite effect. The relative magnitude of these effects was not ascertained.

This article reports on a study of Children's Court files relating to completed applications for variation of care orders (section 90 applications) in three specialised Children's Courts in New South Wales. All files that could be located for completed applications were reviewed and nonidentifying data was recorded. The study attempted to examine the type of applications, the characteristics of applicants and the outcomes of the applications. One hundred and seventeen applications were reviewed: almost half of these were made by the then Department of Community Services (DoCS), and about the same proportion of applications were made by parents. After the section 90 applications were determined there was an increase in care orders allocating parental responsibility to the Minister for Community Services with 73% of the children placed under the care of the minister to age 18.

When graziers are required to pay a rate in proportion to the number of livestock they declare, some tend to reduce the number declared. In western New South Wales discrepancies exist between livestock numbers reported to local Pastures Protection Boards for rating purposes and those collected by the Australian Bureau of Statistics. The size of the discrepancy is considerable. Other systems of collecting revenue may be more efficient and more equitable. Data obtained from livestock rating systems provide an accurate indication of trends in livestock numbers but do not give an accurate assessment of the total number of livestock within an area

Purpose The purpose of this paper is to examine female labour force participation (FLFP) and their employment choice between the formal and informal sectors after several institutional and social reforms such as Millennium Development Goal 3 aimed at promoting gender equality and empowerment of women by 2015, using data from Ghana’s 2010 Population and Housing Census. Design/methodology/approach In this paper, logit regression and multinomial logit techniques were employed. Findings The results show that FLFP has declined marginally from the 2005 figures; education remains the important factor in determining women’s participation in the formal sector. Strikingly 91 per cent of the FLFP is engaged in the informal sector of the Ghanaian economy, a sector with a very low contribution per head. Practical implications Interventions such as encouraging female education and retraining of self-employed females to improve upon their efficiency ought to be pursued vigorously; whiles developing rural areas for females to get equal labour opportunities and many others aimed at enhancing the efficiency and by inference earning per head of the informal sector is highly recommended. Originality/value The literature on the FLFP is thin in Ghana. The current study uses a census data unlike the previous studies and as such employed a huge sample size that reflects the reality in Ghana. The study contributed immensely to policy having established that 91 per cent of the female labour force is engaged in the informal sectors of the economy, and therefore any intervention targeting at reducing poverty and meeting the MDG 3 should be targeted at the informal sector of the Ghanaian economy.

A federal report released by the Department of Families and Housing, Community Services and Indigenous Affairs (FaHCSIA, 2009), entitled Closing the Gap on Indigenous Disadvantage: The Challenge for Australia, highlighted the inequality that exists between Indigenous and non-Indigenous students based on a restricted access to resources, issues of isolation, staff and student retention, and cultural differences and challenges. In New South Wales (NSW), the Department of Education and Training (DET) and the Aboriginal Education Consultative Group (AECG) in 2003/2004 undertook their own review of Aboriginal education in NSW Government schools that revealed significant concerns about the outcomes being achieved by Aboriginal students in NSW DET schools, confirming the more recent FaHCSIA (2009) findings. In 2006 the NSW DET implemented the Enhanced Teacher Training Scholarship Program (ETTSP) to empower 20 final-year education students to successfully engage with Indigenous students in schools and their wider community during their internship period. Using themes, this article explores the experiences of 10 University of New England scholarship holders at the end of their final year of teacher training and immersion/internship experience in 2010. The article puts forward useful recommendations for both teacher universities and students intending to teach in schools with high Indigenous student populations.

Recently the Department of Community Services in New South Wales and the Department for Child Safety in Queensland have both released information about funding and the award of contracts for group homes and other residential services. In addition, in the 2008 discussion about out-of-home care at the Wood Commission of Inquiry into the Child Protection Services in New South Wales, group homes were discussed in terms of them being less demanding environments than foster care. The view presented was that group homes are appropriate for some young people who are either unsuitable for foster care or who want a less intimate setting than that provided by foster care. This article argues that group homes or residential programs, against the New South Wales and Queensland descriptions, fail to respond to the need for quality residential programs for children and youth. This is partly due to the low level of training for staff in group homes and high staff turnover.
