The seventy-five years from the Second Punic War to the legislation of Tiberius Gracchus were critical years in the history of Rome. Within this period Rome imposed her will on the Hellenistic world and brought the West under her sway. The foundations of the Empire were laid in these years. Yet the period closes with violence and blood-shed in Rome herself and the seeds of civil war in Italy. The strain of conquest and the immensity of success disturbed the stability which had made the victory possible. Imperial rule called for changes in administration; deep economic movements began to touch the life of the people; but the strength of tradition, political and social, and the dominance of the Senate limited their range of vision. The result was to provoke, whether or not it was justified, an attempt at revolutionary reform.

The article is devoted to the satirical agitation ABCs that appeared during the Civil War, which have never previously been identified by researchers as a separate type of agitation art. The ABCs, which used to have the narrow purpose of teaching children to read and write before, became a form of agitation art in the hands of artists and writers. This was facilitated by the fact that ABCs, in contrast to primers, are less loaded with educational material and, accordingly, they have more space for illustrations. The article presents the development history of the agitation ABCs, focusing in detail on four of them: V.V. Mayakovsky’s “Soviet ABC”, D.S. Moor’s “Red Army Soldier’s ABC”, A.I. Strakhov’s “ABC of the Revolution”, and M.M. Cheremnykh’s “Anti-Religious ABC”. There is also briefly considered “Our ABC”: the “TASS Posters” created by various artists during the Second World War. The article highlights the special significance of V.V. Mayakovsky’s first agitation ABC, which later became a reference point for many artists. The authors of the first satirical ABCs of the Civil War period consciously used the traditional form of popular prints, as well as ditties and sayings, in order to create images close to the people. The article focuses on the iconographic connections between the ABCs and posters in the works of D.S. Moor and M.M. Cheremnykh, who transferred their solutions from the posters to the ABCs.

This book springs from its author’s continuing interest in the history of Spain and Portugal—on this occasion in the first half of the fourteenth century between the recovery of each kingdom from widespread anarchy and civil war and the onset of the Black Death. Focussing on ecclesiastical aspects of the period in that region (Galicia in particular) and secular attitudes to the privatization of the Church, it raises inter alios the question why developments there did not lead to a permanent sundering of the relationship with Rome (or Avignon) two centuries ahead of that outcome elsewhere in the West. In addressing such issues, as well as of neglected material in Spanish and Portuguese archives, use is made of the also unpublished so-called ‘secret’ registers of the popes of the period. The issues it raises concern not only Spanish and Portuguese society in general but also the developing relationship further afield of the components of the eternal quadrilateral (pope, king, episcopate, and secular nobility) in late medieval Europe, as well as of the activity in that period of those caterpillars of the commonwealth, the secular-minded sapientes. In this context, attention is given to the hitherto neglected attempt of Afonso IV of Portugal to appropriate the privileges of the primatial church of his kingdom and to advance the glorification of his Castilian son-in-law, Alfonso XI, as God’s vicegerent in his.

At some undefined time in the fairly recent past central and western Madagascar witnessed a conceptual 'revolution' which had far-reaching political consequences. The religious beliefs and symbols which constituted the main ingredients of this 'revolution'--and probably also the people who propagated them--were in some way connected with the Zafindraminia-Antanosy and the Anteimoro of the southeastern and eastern coast. It is quite clear that these and similar groups had been strongly influenced by Islam and that they practiced what could perhaps be described as a corrupt or diluted Islam or a syncretic 'pagan' Muslim religion. (It is significant that as their name indicates the Zafindraminia claim descent from Raminia who they hold to have been the mother of Muhammad.) One of the main ingredients of this religion was the cult of the ody or guardian amulets, objects usually made of wood which are strikingly reminiscent of the so-called “charms” or “gris-gris” sold by Muslim clerics over much of Africa. Another ingredient is represented by the institution of ombiasy. The ombiasy (the main manufacturers of ody) whom the Frenchman Etienne de Flacourt at Fort-Dauphin in the seventeenth century took to be Muslim clerics were originally the “priests” (or the “devins guérisseurs,” according to Hubert Deschamps) of the Anteimoro and the Zafindraminia-Antanosy. Subsequently this institution was disseminated throughout nearly the whole of Madagascar. Yet another ingredient was the system of divination known as sikidy, which also spread to other parts of Madagascar, including Imerina and the Sakalava country.These beliefs, symbols, and institutions deeply influenced the people of the west coast (the present-day Sakalava country) and of central Madagascar (Imerina and Betsileo country).

In chapter 6, Peggy Cooper Davis notes that in a democratic republic, the people are sovereign and must be free and educated to exercise that sovereignty. She contends that the history of chattel slavery’s denial of human sovereignty in the United States, slavery’s overthrow in the Civil War, and the Constitution’s reconstruction to restore human sovereignty provide a basis for recognizing that the personal rights protected by the United States Constitution, as amended on the demise of slavery, include a fundamental right to education that is adequate to enable every person to participate meaningfully as one among equal and sovereign people.

Post–Civil War nationalism meant a partial but significant reversion to prewar constitutionalism, recognizing federal legislative authority over “every foot of American soil” and implementing the antebellum Whig-nationalist economic agenda, but allowing states to retain, or regain control over race relations. The Supreme Court upheld the constitutionality of internal improvements, but declined to embrace implied commerce powers, suggesting instead (as in Gibbons v. Ogden) that the question involved the definition of interstate commerce as an enumerated power. The Court seemed to want to confine McCulloch v. Maryland to taxation, banking, and currency matters. The Legal Tender Cases, which relied on McCulloch to uphold the federal power to issue paper money, were a watershed in the history of implied powers, and were recognized as such at the time by many commentators. Yet the Supreme Court over the ensuing decade and a half seemed unwilling to follow through on McCulloch’s full implications.
