Farmer perspectives of Farm to Institution in Michigan: 2012 survey results of vegetable farmers

AbstractLocal food purchasing programs at institutions such as K-12 schools, colleges and hospitals offer benefits including supporting farms and local economies, encouraging more healthful eating habits of patrons and fostering closer connections between farmers and consumers. Increasing in number and expanding in breadth, Farm to Institution (FTI) markets are promising outlets that may fulfill social and economic motivations for farmers. However, significant challenges and barriers have kept many from participating; farmers interested in this market will incur transaction costs, with high negotiation costs in particular due to product differentiation (in this case, by provenance) and less established markets and terms. Researchers have just begun to study farmers’ perspectives on FTI and, to date, have primarily done so through convenience sampling. By utilizing a representative farmer sample, this study provides a major contribution to FTI research. This survey study was designed to better understand Michigan vegetable farmers’ interest and willingness to participate in institutional markets and to identify perceived barriers and opportunities. Michigan is an ideal location for this research as it boasts one of the most diverse sets of agricultural crops in the US, has an economy highly reliant on the food and agriculture industry and has thriving FTI activity with extensive, ongoing outreach, education and research. Results of this survey study showed that half (50%) of the respondents (n = 311) reported interest in selling to at least one institution type (of K-12 schools, colleges and hospitals), but only a small percentage (7%) had yet sold produce to institutions. The most frequently reported motivators to sell to institutions were supplying healthy foods to customers (77%), fair, steady prices (77%) and supplying local food to consumers (76%), indicating that farmers’ motivations are largely based in social values. Smaller scale farmers (less than 25 acres) were significantly less likely to rate economic factors and help in meeting logistical challenges as important, which suggests that they see more potential social value in FTI markets while larger farmers will seek to minimize their transaction costs related to this market. This research can inform the development of scale-appropriate farmer education to foster this market opportunity and its contribution to regional food system development. As demand for local food increases, it is critical to further examine the viability of FTI markets and continue to understand the opportunities and challenges to farmers of different types and scales to participate.

AbstractThis study investigates consumer preferences for a marketing system that improves integration of farmers into a local food system. Attribute-based methods are used to estimate consumer willingness to pay for a locally grown product that is bundled with a local food bank (LFB) donation. Estimates reveal that, on average, households are willing to pay 11% more for locally grown relative to nonlocal agricultural products. When the locally grown product attribute is combined with a donation to support a LFB, the premium nearly doubles. Results suggest that the proposed system could provide resources to strengthen local food distribution networks.

Food hubs are of interest in regional and local food system development because they potentially enhance the sustainability of food supply chains. Expanding on earlier literature, this study introduces economies of scale into an aggregation hub location model and disaggregates production into four seasons to account for geographic and seasonal variation of US fresh produce production. A mixed integer linear programming model is formulated with the objective of minimizing total costs of assembly and first-handler operations. Results suggest scale economies have significant effects on the optimal number, locations, and sizes of aggregation hubs. We model regional and local food systems in a manner more consistent with economic theory and provide a richer framework for policy analysis.

This paper traces the partnership between the University of Toronto and the non-profit Local Food Plus (LFP) to bring local sustainable food to its St. George campus. At its launch, the partnership represented the largest purchase of local sustainable food at a Canadian university, as well as LFP’s first foray into supporting institutional procurement of local sustainable food. LFP was founded in 2005 with a vision to foster sustainable local food economies. To this end, LFP developed a certification system and a marketing program that matched certified farmers and processors to buyers. LFP emphasized large-scale purchases by public institutions. Using information from in-depth semi-structured key informant interviews, this paper argues that the LFP project was a disruptive innovation that posed a challenge to many dimensions of the established food system. The LFP case study reveals structural obstacles to operationalizing a local and sustainable food system. These include a lack of mid-sized infrastructure serving local farmers, the domination of a rebate system of purchasing controlled by an oligopolistic foodservice sector, and embedded government support of export agriculture. This case study is an example of praxis, as the author was the founder of LFP, as well as an academic researcher and analyst.

In order for local food initiatives (LFIs) to have a transformative effect on the larger food system, greater levels of economic, organizational and physical scale are needed. One way for LFIs to reach the scale necessary to generate a more significant impact is through increased institutional procurement of local foods. But how do people and organizations come together to generate the social infrastructure required to shift food purchasing practices and processes? This field report shares the story of an innovative community of practice consisting of institutional food buyers, large-scale distributors, regional retailers, processors, producers, researchers, municipal and provincial government representatives within the Edmonton city-region that formed for the express purpose of “creating a positive community impact by getting more local foods on more local plates”. In describing the formation and first three years of the Alberta Flavour Learning Lab we examine the unique characteristics of this community of practice that has aided the development of a common framework for learning, understanding and joint action. In addition to the accomplishments to date, we also discuss the challenges faced by the Learning Lab and the strategies used to overcome them.

Unsustainable food production and consumption contribute to greenhouse gas emissions and global warming. Adopting a more plant-based diet has been identified as a necessary change toward a more sustainable food system. In response to the call for transdisciplinary research on the sustainability of food consumption, this exploratory study combined consumer science, nutrition and health, sustainability research, and innovation to develop a new approach that can accelerate the shift toward a more sustainable diet. Quantitative data on the eating habits and attitudes of 1785 consumers was combined with data on environmental impacts via a life cycle assessment for different consumer segments. We studied the sustainable dietary shift using the diffusion of innovation theory, as well as qualitative and quantitative approaches. We identified and characterized seven consumer segments and related habits and attitudes toward an increase in plant-based foods and meat reduction. The nutritional quality and the environmental footprint of the segments’ dinners showed large differences. The results indicate that moving consumers along the innovation adoption curve with targeted interventions can reduce the environmental footprint of people’s diets and improve dietary health. We also discussed the value of user-centric innovation tools for the translation of insights into interventions by working with personas.
