Recognition plays a multifaceted role in international theory. In rarely communicating literatures, the term is invoked to explain creation of new states and international structures; policy choices by state and non-state actors; and normative justifiability, or lack thereof, of foreign and international politics. The purpose of this symposium is to open new possibilities for imagining and studying recognition in international politics by drawing together different strands of research in this area. More specifically, the forum brings new attention to controversies on the creation of states, which has traditionally been a preserve for discussion in International Law, by invoking social theories of recognition that have developed as part of International Relations more recently. It is suggested that broadening imagination across legal and social approaches to recognition provides the resources needed for theories with this object to be of maximal relevance to political practice.

The article explores phenomenon so called “unrecognized states” that have achieved “de facto” in-dependence and real act in international relations, but not have the status of sovereign states. The author analyses the main conceptions of international recognition and the problems of their real implications, reveals UN procedures as effective mechanisms of widespread international recognition of new states as “real subjects” of the international law system.

This article explores what Cicero as a political thinker can offer to the study of international relations. Although previous readings of Cicero have emphasized his Stoic influences and his natural law teaching as the basis of a cosmopolitan world society, I emphasize the way in which Cicero can deepen the concept of international society. International society relies on certain norms and institutions to function properly, such as international law, sovereignty, and the use of war to restrain violence and redress injustice. We find all these concepts articulated clearly in Cicero’s moral and political thought. Cicero also shows the limits of these institutions and norms, explaining why none of them is absolute. Finally, Cicero adds to our theorizing about international society by drawing attention to the role of honor, ruling, and inequality in international society. As such, classical political thought, and Cicero’s in particular, provide a valuable resource for future thinking about international theory.

Our understanding of the international political economy of Africa is underdeveloped; we have inadequate data and theories about the development of underdevelopment on the continent. Even the orthodox study of international politics and foreign policy in Africa is largely a recent phenomenon, stimulated by the rise of new states in the last twenty years. This essay, then, can be no more than a review of the field and a lament over its deficiencies. In particular, we are concerned about: i) the relative inattention afforded the impact of international politics on the rate and direction of social change in African states; ii) the need for a new conceptual framework to advance our understanding of the linkage politics between African elites and external interests; and iii) the related growth and international inequalities on the continent. This essay proceeds therefore from a critical review of analyses of the international political economy of Africa to a tentative presentation of a new typology of states and regimes, regions and behavior, in Africa which reflects the importance of those variables on which students of political economy focus.

This chapter presents an account of the international rule of law that reflects the particular dynamics of international politics, drawing on legal realism and practice theory in international relations (IR). On this reading, the international rule of law is a social practice that states and others engage in when they provide legal reasons and justifications for their actions. The goal may be either political legitimation for oneself or delegitimation of adversaries. This sort of use of international law both relies on and reinforces the idea that states should act lawfully rather than unlawfully. The priority of lawfulness is taken for granted. The chapter then outlines an approach which helps to make sense of international law's contribution to contemporary disputes and crises.

International politics was integral to Bentham’s comprehensive jurisprudential project. His perspective on international law was that of a legislator, an engineer of global order, not that of expositor or theorist of the existing law. He articulated a (quasi-) cosmopolitan principle for the governance of a state-pluralist global order: the ultimate aim of international law, he argued, is the greatest common and equal utility of all nations. This principle articulates a standard of equal, mutual benefit and builds in a proviso that permits derogation from arrangements or laws that work greatly to the disadvantage of any given nation. He envisioned the global order as a loose affiliation of equal sovereign states, each of which participates on an equal basis in a common congress accorded legislative authority through their participation and is subject to judgments of a common tribunal. Bentham’s ultimate solution to the problem of war was threefold: (i) the law was to be put on a clear, authoritative, and fully public basis in a carefully drafted and systematic code; (ii) all disputes arising in international relations were to be directed to this code and a common tribunal was empowered to resolve the disputes in an impartial way; (iii) judgments of the tribunal were to be enforced by the soft power of Public Opinion Tribunal consisting of both nations and individuals.

International law, its masters tell us, is “the vanishing point of jurisprudence.” So must be international politics, and all of international relations, for political theory. The recurrent and directing theme in political theory is the problem of order—how it is provided, maintained, altered, and so on. Order resides in orderly relations, that is, patterned and predictable relations, among people, but is abstracted from those relations as any arrangement of norms and institutions that distributes values among people. Among peoples, political theorists favor the alternative premise that anarchy, not order, reigns. By not existing, international order needs no explaining. Evidence to the contrary can be explained away as anomalous or ephemeral, and therefore not of theoretical interest. From this follows the dominance of concern for conflict and disorder and the paucity of theory in the study of international politics.

A group of writers have taken up Nietzsche's hammer against the constructions of contemporary international theory. Postmodern approaches problematize the dominant understanding of international relations as a world of sovereign states which demarcate inside from outside, order from anarchy, identity from difference. More generally, they challenge the notion of sovereignty as an ahistorical, universal, transcendent concept, be it applied to the sovereign state, the sovereign individual or a sovereign truth. Sovereignty and the dichotomies regulated by its power are mechanisms of domination and closure which limit the play of political practice. It is the aim of these writers to hammer away at these limitations, opening space for plural and diverse practices in world politics.
