The paper presents the results of a systems analysis of the reform of Russia’s electric power industry. The analysis has revealed the main problems of the industry and the causes behind them. It has also shown that many of the negative outcomes of the reform are due to the lack of a systems approach to the formulation of the reform goals and objectives and the assessment of their implementation consequences. The lack of a systems approach to crucial problems of the electric power industry in the context of the actual situation and the lack of reasonable development forecasts have led to directive management methods. This significantly reduces the efficiency of the development of the electric power industry in Russia in the medium and long term. The analysis allowed us to propose some priority measures that will not require fundamental changes in the electric power industry but can improve the situation in the medium term.

This study addresses the methodology of projecting the electric power industry developments, taking into account environmental constraints. I obtained quantitative assessments of long-term electric power industry development in a Russian region, determined the emission of greenhouse gases from fuel combustion at thermal power plants (TPPs), and the efficiency of technologies to reduce greenhouse gas emissions in the electric power industry.

Determination of reserves of generating capacity is one of the main tasks in planning the future development of electric power systems. There are many problems that affect the rational level of redundancy of generating capacities in Russian power industry. Modern changes in the Russian electric power industry concerning the level of redundancy of generating capacity in the long-term planning of the development of the Unified Power System (UPS) of Russia are analyzed in the article. The optimization problem of determining the necessary reserves of generating capacity in the power system, based on the assessment of adequacy, taking into account the modern features of the development of the UPS of Russia is presented. The results of assessing the adequacy of the UPS of Russia at the level of 2022 and the value of the optimized reserves of generating capacity in the UPS of Russia are showed in the final part.

The original methodological approach to correct assessment of the prospects and the development scale of distributed cogeneration in the long-term forecasts of the electric power industry is proposed in the article. Required suggestions for modification of the modeling tools used for the LCOE-based screening analysis and capacity expansion planning are presented. The results of application of the proposed methodological approach, which show the significant potential for distributed cogeneration development in the UPS of Russia for different tariff groups of consumers, are given.

The expansion of the electric power industry is analyzed, taking into account its one-product and two-product structural organization as well as its splitting into separate generation companies pursuing their own economic interests in an imperfect market. The life-supporting role of the electric power industry during the spread of the coronavirus was especially pronounced. Electricity has become necessary for remote education of children, video calls, hospitals, etc. The main trends in electricity demand include changes in the ratio of electricity consumption in industry, transport and commercial sectors, as well as households due to the quarantine of some consumers. The paper identifies key risk-forming factors for the energy industry at the macro level and, based on an expert assessment, identifies the most probable and most powerful risks. By analogy with external risk-forming factors, the internal risk-forming factors of energy companies were analyzed, and their range of internal risks was determined.

A brief history of the State Electrification Plan of Russia (GOELRO plan) development, established in 1920, and its execution during 15 years is considered. It is shown that the basic statements of the GOELRO plan were developed and discussed in pre-revolutionary Russia, and actually it was a state plan for the development of the country's economy for a long-term period. The analysis of the main trends of development in the world and national electric power industries based on the use of new technologies and techniques for the production, transmission and distribution of electricity is also presented. A list of key systemic problems in the modern Russian electric power industry aroused as a result of its reform in the post-Soviet period is discussed. The conclusion about the need of more active state government participation in the industry management, in the creation of a new regulatory framework to improve the efficiency of the management was done based on the analysis of the mentioned problems. It is suggesting the developing of a new GOELRO plan, which has to take into account modern trends in the development of world energy, the achievements of the Fourth Industrial Revolution; the positive experience of many years in the functioning of the Unified Power System of Russia and the prospects for the economic development of its regions.

A brief description of the State Electrification Plan of Russia (GOELRO plan), developed on the initiative of V.I. Lenin by the GOELRO commission headed by G.M. Krzhizhanovsky and adopted on December 22, 1920 by the 8th All-Russian Congress of Soviets, as well as key directions of a long-term plan for research on the problem of the creation of the Unified Power System of the Country (UPS), developed by the commission under the leadership of G.M. Krzhizhanovsky in 1957, which laid the foundation for the formation of the UPS - the largest in the world at the end of the 80s centrally managed interconnected power system, is presented. The indicators of development and efficiency of the country's electric power industry are given. The essential part of the reforms in the electric power industry of Russia carried out at the beginning of the 21st century, their shortcomings that led to a decrease in the efficiency of the industry and the emergence of various kinds of bottlenecks and imbalances are analyzed. The processes of transformation of energy systems in the world are considered, as a result of which a new architecture of energy systems is created. The primary tasks facing the Russian power industry in these conditions are formulated.
