Based on a wide range of sources, this article shows the development of Islam on the territory of Karachay- Cherkessia during the Soviet period. In the fi rst years of Soviet power, the declared atheism did not prevent the Bolsheviks from using the religious factor to attract the sympathy of the population. The commonality of Islam and Bolshevism in relation to social equality and justice was declared, and the system of Shari‘a legal proceedings was preserved for some time. As their positions were strengthened, the Bolsheviks no longer needed allies, the religious infrastructure was destroyed, and the clergy, including the Islamic ones, were repressed. However, in the conditions of the Great Patriotic War, when the need arose for the formation of patriotic sentiments, religion again took its, albeit limited, place in public life. The sound policy pursued by the regional authorities with regard to Islam in the 1980s made it possible to successfully resist the onslaught of religious extremism that hit the country in the post- Soviet period and build a religious infrastructure practically from scratch.

Статья посвящена исследованию степени соответствия современной политики российского государства в сфере образования, процессов, происходящих в региональных университетах, политико-правовым основам многонациональной Российской Федерации, заложенным в Конституции, других важнейших документах, определяющих принципы её государственно-территориального устройства. Эти основы официально гарантируют российским народам и регионам всестороннее социокультурное, образовательное, научно-технологическое развитие. Целью работы является всесторонний анализ просчётов деятельности российского государства в образовательной сфере в постсоветский период, приведших к проблемам, не позволяющим региональным университетам сегодня решать возлагаемые на них обществом функции, а также поиск путей их решения. Процесс реализации данной цели определил следующие задачи: проанализировать степень соответствия постсоветской политики российского государства в образовательной сфере провозглашённым политико-правовым основам государственного устройства РФ, гарантиям социокультурного развития российских народов; выявить взаимосвязь результатов современных реформ в системе высшего образования с объективными функциями региональных университетов РФ; раскрыть позитивный потенциал региональных университетов в решении социально-экономических, социокультурных проблем регионов и народов РФ, сохранении и укреплении её евразийской цивилизационной сущности; исследовать негативные последствия постсоветских реформ, отразившихся на состояние дел в региональных университетах, наметить пути решения возникающих проблем; показать важность учёта этнокультурного компонента в системе образования многонациональной РФ, определяющего личностные и профессиональные качества подрастающих поколений, способствующего достижению межнационального согласия и стабильности в российском обществе. The paper is devoted to the study of the degree of compliance of the modern policy of the Russian state in the field of education, the processes taking place in regional universities with the political and legal foundations of the multinational Russian Federation, laid down in the Constitution, and other important documents that determine the principles of its state-territorial structure. These foundations officially guarantee the Russian peoples and regions comprehensive socio-cultural, educational, scientific and technological development. The purpose of the work is a comprehensive analysis of the miscalculations of the activities of the Russian state in the educational sphere in the post-Soviet period, which led to problems that do not allow regional universities today to solve the functions assigned to them by society, as well as the search for ways to solve them. The process of implementing this goal defined the following tasks: to analyze the degree of compliance of the post-Soviet policy of the Russian state in the educational sphere with the proclaimed political and legal foundations of the state structure of the Russian Federation, guarantees of the socio-cultural development of Russian peoples; to identify the relationship of the results of modern reforms in the higher education system with the objective functions of regional universities of the Russian Federation; to unleash the positive potential of regional universities in solving the socio-economic, sociocultural problems of the regions and peoples of the Russian Federation, preserving and strengthening its Eurasian civilizational essence; investigate the negative consequences of post-Soviet reforms on the state of affairs in regional universities, outline ways to solve emerging problems; show the importance of taking into account the ethnocultural component in the education system of the multinational Russian Federation, which determines the personal and professional qualities of younger generations, which contributes to the achievement of interethnic harmony and stability in Russian society.

Remote monitoring of natural afforestation processes on abandoned agricultural lands is crucial for assessments and predictions of forest cover dynamics, biodiversity, ecosystem functions and services. In this work, we built on the general approach of combining satellite and field data for forest mapping and developed a simple and robust method for afforestation dynamics assessment. This method is based on Landsat imagery and index-based thresholding and specifically targets suitability for limited field data. We demonstrated method’s details and performance by conducting a case study for two bordering districts of Rudnya (Smolensk region, Russia) and Liozno (Vitebsk region, Belarus). This study area was selected because of the striking differences in the development of the agrarian sectors of these countries during the post-Soviet period (1991-present day). We used Landsat data to generate a consistent time series of five-year cloud-free multispectral composite images for the 1985–2020 period via the Google Earth Engine. Three spectral indices, each specifically designed for either forest, water or bare soil identification, were used for forest cover and arable land mapping. Threshold values for indices classification were both determined and verified based on field data and additional samples obtained by visual interpretation of very high-resolution satellite imagery. The developed approach was applied over the full Landsat time series to quantify 35-year afforestation dynamics over the study area. About 32% of initial arable lands and grasslands in the Russian district were afforested by the end of considered period, while the agricultural lands in Belarus’ district decreased only by around 5%. Obtained results are in the good agreement with the previous studies dedicated to the agricultural lands abandonment in the Eastern Europe region. The proposed method could be further developed into a general universally applicable technique for forest cover mapping in different growing conditions at local and regional spatial levels.

The methodology. Comparative legal, historical and analytical scientific methods were used. The main results, scope of application. Formation of financial-legal theory in both countries took place under the circumstances of political changes. In relation to the Czechoslovak Republic, the attention is focused on the period from the formation of the Czechoslovak Republic in 1918 to the formation of the Czech Republic in 1993, and the main emphasis is made on the period of the 21st century. Periodization of financial law and financial science, and also the system of financial law considers the teaching of financial law and financial science at the Faculty of Law, Charles University. The study also characterizes the process of development of financial law and financial science in pre-revolutionary Russia, highlights the Soviet period of development of financial law, focuses on the problems of development of modern financial law. Periodization of financial law, as well as the system of financial law, are presented from the perspective of teaching of the subject of financial law at the faculties of law. The authors suppose that the modern system of financial law and financial science has retained the original division into two parts, general and specific. All sub-branches of the special part of financial law may be divided into three main blocks: (1) sub-branches of the fiscal part of financial law; (2) sub-branches of the non-fiscal part of financial law; common sub-branches of the non-fiscal part of financial law.Conclusions. The hypothesis about the unity of the principles of financial law and financial science, and public finance as the main category, as well as about the independence of this branch of public law was confirmed during the study. Due to the growing volume of legal regulation in both countries, the historical division of the financial law system is not enough, there is an extensive fragmentation of division in the financial law system. We are observing the emergence of new sub-branches, which are likely to tend to the formation of new branches.

The article compares the changes in the demographic situation in the Republic of Khakassia with the regional demographic development of the neighboring republics of Altai and Tyva, as well as Krasnoyarsk Krai against the background of Siberian and all-Russian trends for the period 1990–2020. A comparative analysis of the main indicators of population reproduction of these territories was carried out using the method of multi-regional demographic analysis of dynamic series based on Rosstat data. The conclusion is made about the decrease in the level of demographic security in recent years in the Republic of Khakassia, as well as the country as a whole, due first to a decrease in fertility, and then an increase in mortality against the background of the population ageing.

The article analyzes the novel of the modern Russian writer A. Potyomkin Man is canceled (2007), which received a wide public response. The main idea of the work is the need for a radical change of the “mass man” of the turn of the XX-XXI centuries at the psychosomatic level. The ideological and compositional center is the specially built Rimushkino estate in the Oryol province, where the serf spirit of the Russian Empire at the turn of the XVIII-XIX centuries is reproduced. To answer the question of why the estate space of Russia is becoming the most representative field for anthropological experiments of the beginning of the XXI century, we consider the estate neo-myths of the Silver Age (the lost paradise on earth) and the Soviet period (the camp hell living in the mentality), as well as the imperial-colonial concept of the postmodern era (the estate as a frontier in the process of class-oriented internal colonization of the country). The multidimensional semiotics of the estate sets a new relationship between “metropolitan” and “provincial” concerning the other loci of the novel.

Employees are rated as the most valuable asset of an organization. Therefore, the care, development, and maintenance of strong staff motivation are essential to achieve the core business goals. In the early 90s human capital had completely different value in the post-socialist countries. Unlike East Germany, in Bulgaria private property and entrepreneurship did not exist during the Soviet period. The education of an entrepreneurship spirit in free people had to start from scratch. The first part of the chapter examines the most important theoretical contributions and basis of the human capital and human capital resource theories. The second part is dedicated to the practical implications of these concepts in a newborn Bulgarian company which has a vision to transform the society it operates in. In addition, the chapter analyzes how these concepts reflect on a broader business audience, thus becoming a role model for multiplication of other companies from the responsible business circle in Bulgaria.

Based on several scientific publications, a limited number of news from the 1980s up until 2021 and a series of in-depth interviews with devotees in 2006–2021, the authors of the paper managed to restore the history of Bengal Vaishnavism distribution in Belarus for the first time. Specific attributes of its introduction to the country were: (1) philosophical requests from the local citizens, not immigration of its original bearers; (2) a long period of spontaneous distribution in the form of personal involvement with Vaishnava ideas and, hence, late institutionalization of the movement. The main stages of Vaishnavism development in Belarus were distinguished: (1) 1980s, the Soviet period: introduction of Vaishnava ideas and practices within individual self-identification of the members of small groups; (2) 1990s, the post-Soviet period: forming organizational structure of the International Society for Krishna Consciousness (ISKCON) in Belarus; (3) 2000s: spiritual and administrative crises and reformation of the systems of administration and practice creation of the institute of curating the newly converted devotees; (4) 2010s: search for and establishment of the new models of serving, the out-of-temple bhakti practice, in particular; further popularization of the Vaishnava movement and community in Belarus. The main source of information on the history of Vaishnavism distribution in Belarus were in-depth interviews with the members of the community standing at its origin.

In the post-Soviet period, attention is paid to the depopulation problem in the Baltic States, caused by the natural decline and migration outflow. At the same time, there is a change in the amount of certain ethnic groups in the population of these states. The purpose of the study is to assess the prospects for the reproductive potential of ethnic groups in Estonia, Latvia, and Lithuania. The study was carried out within ethnic demography, a scientific discipline that has developed at the intersection of demography, ethnography, and anthropology. The article presents the results of forecasting the number of major ethnic groups in the Baltic States for the long term (until 2061) using original methodological tools. In all three Baltic states, against the background of population decline, the share of titular ethnic groups is expected to grow – the highest in Latvia, the less significant in Estonia, and the minimum in Lithuania. The share of Russians (the most significant is in Latvia) and other ethnic groups will continue to decrease due to their low reproductive potential. In general, the tendency of the Baltic countries to move away from the complex ethnic structure of the population in the Soviet period towards mono-ethnicity will continue.

The article is devoted to the study of lexical and grammatical features of epistolary addresses (on the material of “Letters to Oles Honchar” compiled by M. Stepanenko). The address is interpreted as one of the manifestations of human communication needs which serves to establish and maintain speech contact, as well as to express the emotional and evaluative characteristics of the interlocutor. An epistolary address is a word or phrase by which the author of a letter nominates his addressee in the text of a written message to establish contact with him. We processed 895 letters to Oles Honchar, in which 1185 addresses in Ukrainian and about 200 units in other languages had been recorded. Lexical features of addresses represent their belonging to the following semantic groups: addresses-anthroponyms (name, patronymic and surname); traditional etiquette forms (пан, товариш); general addresses (names of persons by generic or gender feature; names of persons by kinship in the indirect sense; names of persons by friendly relations); special addresses (names by profession, type of activity, position, academic titles); occasional addresses. Most often, senders address Oles Honchar by patronymic or by name, using it in full or in short form, and sometimes by surname. The lexical and semantic content of addresses depends on the intention of the speaker, his politeness, knowledge of language etiquette and the peculiarities of the relationship with the writer. In order to strengthen the address, attributive distributors expressed by honorific and emotional-evaluative adjectives аre used. Honorific adjectives (шановний, високошановний, найшанованіший, глибокошановний, вельмишановний, високоповажний, etc.) convey a polite attitude and perform etiquette function. Emotional-evaluative adjectives (дорогий, славний, щирий, незабутній, рідний, любий, коханий, etc.) denote sincerity, friendliness, friendly affection and perform an evaluative function. We reveal a significant proportion of constructions in which adjectives of both groups are used. This causes a change in the tonality of the communicative situation and reduces interpersonal distance. Possessive pronouns мій, наш, which have partially lost the meaning of possessiveness, strengthen the intimacy, cordiality and sincerity of the relationship. Addresses in Russian, Belarusian, Polish and English are described. It is found that the grammatical differentiation of addresses directly depends on lexical and grammatical features (proper or common names and substantivized parts of speech) and morphological means of their expression. It is confirmed that the typical morphological form of addresses is the vocative case of the noun, as well as the homonymous nominative case in letters written during the Soviet period. Violations of morphological norms (different case forms of lexical phrase components, a non-normative form Олесе) and orthographic mistakes in spelling of the writer’s patronymic are revealed. The non-normative form of the nominative case as a means of expressing the address in letters dated 1990–1995 is substantiated. The results of the research show that the most frequent lexeme is Олесю Терентійовичу. Forms Олесь Терентійович and Олесю are less used. Quantitative indicators of addressing forms are summarized in the table. We see the prospect of further scientific research in deepening other vectors of analysis of addresses, in particular in the study of their functional and stylistic potential.
