Material loading is one of the most critical operations in earthmoving projects. A number of different equipment is available for loading operations. Project managers should consider different technical and economic issues at the feasibility study stage and try to select the optimum type and size of equipment fleet, regarding the production needs and project specifications. The backhoe shovel is very popular for digging, loading and flattening tasks. Adequate cost estimation is one of the most critical tasks in feasibility studies of equipment fleet selection. This paper presents two different cost models for the preliminary and detailed feasibility study stages. These models estimate the capital and operating cost of backhoe shovels using uni-variable exponential regression (UVER) as well as multi-variable linear regression (MVLR), based on principal component analysis. The UVER cost model is suitable for quick cost estimation at the early stages of project evaluation, while the MVLR cost function, which is more detailed, can be useful for the feasibility study stage. Independent variables of MVLR include bucket size, digging depth, dump height, weight and power. Model evaluations show that these functions could be a credible tool for cost estimations in prefeasibility and feasibility studies of mining and construction projects.

Based on the theory of the current economic evaluation of the highway construction projects, the author makes clear and demonstrates the computer program processing and the principle of designing the models of the Economic Evaluation System of the Highway Construction Projects in this paper, and concisely introduces the clew to design the system, the constitutes and functions of the system and the key technology. Finally, the author designs the computer implementation program taking the computation of economic evaluation internal returns ratio target as the example, and carries on the confirmation by the project example computation.

Of all the real cases of water resources demonstration for construction projects, research on biomass energy cogeneration plant (generating by straw) which uses reclaimed water as its water source is relatively limited, especially the one locating in frigid zone. Even in water resources demonstration specifications, there are still ambiguities in water resources and water environment influencing factors during the demonstration process. Based on a typical example ---Yi’an biomass energy cogeneration plant, from the perspective of water resources, current situation of water resources and feasibility of water used by the plant have been analyzed; while from the perspective of water environment, water quality and water discharging impacts upon other consumers have also been assessed. Above all, strategy and method of water resources demonstration study is explicitly analyzed and summarized in this article, which provide an entire operational system for water resources feasibility study on biomass energy cogeneration plant (especially in frigid zone) and finally will enrich the practical theory and research for water resources feasibility study of construction projects.

This paper presents a new conceptual model for feasibility study of projects incorporating sustainability criteria. Large construction projects have an important influence on the attainment of sustainable development indices. Some of these projects particularly in developing countries have not sufficiently considered sustainability issues even with the participation of international companies in these projects during the feasibility phase as well as other phases such as design and operation. Previous studies have not addressed the relevance of the project feasibility phase in terms of sustainability performance. This paper is a result of the initial stages of an on-going study to develop a rigorous model of construction feasibility with sustainability considerations. Two case studies of similar construction projects were selected from two developing countries. The model for project feasibility study proposed in this paper includes economic, social, and environmental performance criteria in addition to traditional project criteria. The paper suggests there is an urgent need for shifting from the traditional approach of project feasibility study to a new approach embracing sustainability principles.
