For developing countries to catch up, it is vital that they develop emerging technologies and the system that supports that development. The literature suggests developing a technological innovation system (TIS) framework to investigate the development of technologies in a country. Nonetheless, most of this research focuses on developed countries without taking into account developing countries. Therefore, in this paper, we have two main goals. First, reviewing the indicators introduced to the functional analysis of TISs and modifying these indicators based on developing countries’ circumstances. Second, applying this framework to the specific case of Iran’s renewable energy program by using these indicators for analyzing Iran’s photovoltaic TIS to identify the problems. Accordingly, we review indicators used for a functional analysis by considering the needs of developing countries, and we propose a list of indicators that can be used for assessing functions in developing countries’ TISs. The results show that, to evaluate some functions of TIS, we need to use new indicators in developing countries. Finally, we propose some policy recommendations to tackle these functional problems.

Technological innovation as an engine for development requires a structural apparatus to its consolidation, reinforcing the approach of innovation systems, with emphasis on the role of universities. Therefore, considering that associated with this potential are present several innovative elements, such as the Technological Innovation Centers (NITs), the incubators of technology-based companies (IEBTs) and Technology Parks (ParqTecs), and given the lack of systematization National these instruments, the ultimate goal of this study was to analyze the environment for innovation in Brazilian federal universities, through the mapping of NITs, the IEBTs and ParqTecs associated with these institutions, further outlining the relationship of these instruments with technological variables (technological scholarships and patents). We used a qualitative and quantitative approach, descriptive nature, with collection of secondary data on institutional sites of universities and the adoption of simple linear regression analysis. The results realized all 63 Brazilian federal universities and revealed that the most widespread instrument between universities are the NITs, since its presence in 86% of the analyzed institutions. Have business incubators, idealized to strengthen interaction in innovation systems, are associated with 68% of universities, enabling regional development contexts. In relation to technology parks, it was found that, depending on the expenditure required for its implementation, only 26 universities are integrated into ParqTecs. The contributions of this study are concentrated in addition to the mapping done in highlighting the distinctions between the Brazilian regions in terms of scientific and technological structure and the importance of innovation ecosystems.

With technological innovation and social media infiltrating every field of activity, it was only a matter of time until universities and faculty would need to embrace the technological challenge. This chapter offers three case studies of social media training delivery in universities and researcher centres in the UK, USA, and Bahrain. These case studies cover the use of emerging technologies in higher education research, teaching and policy, and associated first- and second-order barriers to their implementation. Results and impact of the training sessions, including questions asked and feedback provided by participants are also discussed. The chapter emphasizes the increasing interest in training in emerging technologies for educators and affiliated university staff, but also highlights the challenges faced when promoting tools and platforms not supported by either the IT infrastructure of the universities or the policies in place.

A technique that has been used successfully in both naval procurements and concept studies used to inform future naval planning is a form of functional analysis using a structured model built up from various layers. These layers can be used to represent different views of a programme. The upper layers can represent the customer requirement and preferences the lower the engineering solutions. The intermediate layers can be used to represent the functional breakdown and performance achieved by the engineering sub systems. Such an approach has been implemented in a general purpose modelling toolset known as BAEFASIP. This software allows appropriate model structures and operators to be constructed in each layer together with the appropriate linkages between layers. Extensive calculation and output facilities allow both the comparison of multiple solutions and the generation of an optimum Pareto front of solutions against multiple conflicting objectives. Engineering limitations and practicalities are accounted for by tailoring the data layer linkage mechanisms, imposing data value constraints and using powerful rule enforcement facilities to control potential option combinations. The approach and toolset have been successfully used to support two Naval procurement programmes in the UK, a patrol vessel and a complex frigate. More recently they have been used to facilitate studies on the optimisation of alternative ship equipment fits against a range of operational requirements and possible future fleet mixes.
