Purpose Innovation and technology development policy-making naturally encounters numerous uncertainties and complexities, especially in developing countries, for the sake of the prevailing prospect of decision makers focusing on hard evidences, and neglecting key and effective social ones; in this research, a context-based method by means of Q-methodology was designed to facilitate policy-making for complex systems by bridging between policy and practices (latent in viewpoints) through providing context-based evidences. Design/methodology/approach Due to the nature of knowledge-based systems, the performance of Innovation and Technology Development (ITD) systems is highly dependent on the standpoints of key players/stakeholders of the system. In consideration of Iran’s economy characteristics, Upstream Oil and Gas (UOG) Industry, which is one of the complex Large Technical Systems (LTS), was selected as a case study. Regarding the features of LTSs, the designed model was completed by adding hierarchical clustering method, as well as using the framework of innovation and technology learning transition model to analyze the results. Findings The results showed the capability of the model in providing credible evidences to inform policy-making processes. Originality/value This study is one of the first real experiences which used Q-method for providing evidence-based policy-making model in a complex Large Technical System, namely, Upstream Oil and Gas (UOG) Industry.

One of the pillars of the European Union’s Green Deal is the “Just Transition Mechanism”, which is interpreted here as providing fair access to diverse resources; above all, as a far-reaching reorientation of the approach to regional development and policy-making processes. Rooted in a normative approach to the development of just and fair place-based policy towards promoting growth in Poland, this paper aims to highlight the challenges posed by the Just Transition Mechanism in two selected Polish transition territories (Upper Silesia and Bełchatów Basin). The research methodology employs literary critical analysis along with an examination of pertinent documents, strategic plans and programs created at national and regional EU member levels. Additionally, interviews were conducted with key actors across the spectrum of the process. The authors argue that place-based policy, viewed as a new model of shaping regional policy, seeks to meet the expectations of the Just Transition Mechanism and can successfully face the challenges it encounters. The research reveals a significant gap between the analyzed transition territories in terms of knowledge and substantive preparation towards enacting the process. Visible deficits were noted in both regions concerning approaches to programming, particularly with reference to information policy and networking with partners.

Drawing on a documentary analysis of two socioeconomic policy programs, one Flemish (“Vlaanderen in Actie”), the other Walloon (“Marshall Plans”), and a discourse analysis of how these programs are received in one Flemish and one Francophone quality newspaper, this article illustrates how Flanders and Wallonia both seek to become top-performing knowledge-based economies (KBEs). The article discerns a number of discursive repertoires, such as “Catching up,” which policy actors draw on to legitimize or question the transformation of Flanders and Wallonia into KBEs. The “Catching up” repertoire places Flanders resolutely ahead of Wallonia in the global race toward knowledge, excellence, and growth, but suggests that Wallonia may, in due course, overtake Flanders as a top competitive region. Given the expectations and fears that “Catching up” evokes among Flemish and Walloon policy actors, the repertoire serves these actors as a flexible discursive resource to make sense of, and shape, their collective futures and their regional identities. The article’s findings underline the simultaneity of, and the interplay between, globalizing forces and particularizing tendencies, as Flanders and Wallonia develop with a global KBE in region-specific ways.
