PurposeThis paper elucidates female underrepresentation on executive boards in the Dutch hotel industry through a “feminist” stakeholder perspective, which persists despite public opinion and government initiatives to resolve this enigma. It contributes to this discussion by examining Rhenish governance structures through a “feminist” stakeholder-focused rationale, complementing prevailing Anglo-Saxon shareholder-focused governance research.Design/methodology/approachEleven in-depth, semi-structured interviews were conducted with hotel executive board representatives and five with sublevel management representatives. Saturation was achieved by interviewing all females on Dutch hotel corporate boards regarding their career experiences compared with those of female general managers and male counterparts.FindingsThis paper finds a prevailing “masculinist” perspective of an idealized shareholder-orientated executive and a “feminist” perspective of a humanized stakeholder-orientated executive expressed within the interviews. While the former sacrifices family for their career, the latter balances their family with their career. The former fosters presupposed gender norms, with females commonly sacrificing their careers while males sacrifice their families. Notably, most executives predominantly supported the humanized stakeholder-orientated executive, while recognizing that micro-, meso- and macro-structural barriers remain.Originality/valueThis paper addresses a lacuna in the ethical literature in exploring female executive representation in Rhenish stakeholder-focused governance structures, as opposed to Anglo-Saxon shareholder-focused ones. It found a “masculinist” perspective of an idealized shareholder-focused executive archetype and a “feminist” perspective of a humanized stakeholder-focused executive archetype. Notably, contrary to perceived business norms, several interviewees rejected the former as it is incompatible with family and work, instead seeking the latter which balances between family and work.

Abstract Background Nigeria’s health sector aims to ensure that the right number of health workers that are qualified, skilled, and distributed equitably, are available for quality health service provision at all levels. Achieving this requires accurate and timely health workforce information. This informed the development of the Nigeria Health Workforce Registry (NHWR) based on the global, regional, and national strategies for strengthening the HRH towards achieving universal health coverage. This case study describes the process of conceptualizing and establishing the NHWR, and discusses the strategies for developing sustainable and scalable health workforce registries. Case presentation In designing the NHWR, a review of existing national HRH policies and guidelines, as well as reports of previous endeavors was done to learn what had been done previously and obtain the views of stakeholders on how to develop a scalable and sustainable registry. The findings indicated the need to review the architecture of the registry to align with other health information systems, develop a standardized data set and guidance documents for the registry including a standard operating procedure to ensure that a holistic process is adopted in data collection, management and use nationally. Learning from the findings, a conceptual framework was developed, a registry managed centrally by the Federal Ministry of Health was developed and decentralized, a standardized tool based on a national minimum data was developed and adopted nationally, a registry prototype was developed using iHRIS Manage and the registry governance functions were integrated into the health information system governance structures. To sustain the functionality of the NHWR, the handbook of the NHWR that comprised of an implementation guide, the standard operating procedure, and the basic user training manual was developed and the capacity of government staff was built on the operations of the registry. Conclusion In establishing a functional and sustainable registry, learning from experiences is essential in shaping acceptable, sustainable, and scalable approaches. Instituting governance structures that include and involve policymakers, health managers and users is of great importance in the design, planning, implementation, and decentralization stages. In addition, developing standardized tools based on the health system's needs and instituting supportable mechanisms for data flow and use for policy, planning, development, and management is essential.

Abstract: This study sought to discuss the governance structures adopted between livestock producers and their cooperative slaughterhouses in the chain of differentiated beef in the state of Paraná. The theoretical basis used was the Transaction Cost Economics and Measurement Costs Economics, complemented by the specificities of cooperatives. We conducted interviews with three key agents and eleven representatives of six cooperative slaughterhouses operating in this system. As result, we observed that the cooperatives have similar objectives and requirements, although there are differences in the levels of formality or flexibility. Although transactions are recurrent and have been successful, they involve a high asset specificity, depend on subjective measurements, and are still exposed to market uncertainties, which leaves room for the generation of conflicts and disincentives to quality. Despite this, the relational and reputational aspects associated with trust and partnership between the parties are elements that enable reduced transaction and measurement costs in these structures. At first, the measurements conducted by the cooperatives had an important role in the construction of trust between the parties and for value distribution. In a second moment, the trust built enabled the reduction of measurement costs.

To assist the Welsh Government in balancing the productivity-related objectives with the societal objectives of lifelong learning, the Wales Centre for Public Policy was asked to conduct an evidence review into lifelong learning. This review aims to inform policy discussions and support the implementation of the Tertiary Education and Research (Wales) Bill published on 1st November 2021 which renews the emphasis on lifelong learning in Wales through the establishment of the Commission for Tertiary Education and Research (CTER). The report is structured around key areas of lifelong learning: the context in which it takes place; lifelong learning in visions and strategies; rights and entitlements to lifelong learning; the need to strike the balance between targeting and universal provision; barriers to learning; balancing the economic and social objectives; the roles and responsibilities of different stakeholders and lifelong learning governance structures; effective forms of support for learning institutions; and comparing lifelong learning in Wales with other parts of the UK. The report concludes with a set of consolidated recommendations to the Welsh Government.

<p>Decisions on land utilisation and management have socio-economic and environmental implications. In this study, I use a mixed-methods approach to explore how Māori land governance structures influence decisions on land utilisation and hence greenhouse gas (GHG) emissions associated with rural activities on Māori freehold land. General land and Māori freehold land are the main land statuses in Aotearoa New Zealand. General land, under private ownership, is not subject to the distinct statutory regime of Māori freehold land and can be owned by any New Zealander. Māori freehold, under collective ‘ownership’, is regulated by the Te Ture Whenua Māori Act 1993 (TTWM) and its ‘ownership’ is based on a customary regime and ancestral connections. The TTWM provides a range of legal entities, including the two Māori land governance structures examined in this thesis – Māori incorporations and Ahu Whenua trusts – to facilitate decision-making and to administer land and assets on behalf of the ‘owners’. First, I explore how Māori land governance structures influence decisions on land utilisation and management. I discuss three case studies of Māori farms administered by different governance structures involved in agribusiness. Their decision-making process structure can be separated into two levels: the governance of the land and the operation of the enterprise. Maori land governance structures help to make ‘successful’ decisions, by balancing landowners’ interests with optimal operation and performance of the agribusiness. This success not only depends on the legal constitution of the governance structure, but also on processes that are highly variable due to cultural and social values, and the capability of the board members to reach decisions.  Second, I explore decision-making processes concerning carbon farming, an opportunity to receive carbon credits from reforestation or afforestation. Face-to-face semi-structured interviews with a small group of Māori landowners revealed two central decisions: switching to forestry and joining the New Zealand Emissions Trading Scheme (NZ ETS). Forestry provides an economic opportunity to access long-term capital through timber harvests: but carbon farming is a relatively new experience, which provides additional short-term revenue prior to harvesting. Third, I extend the qualitative analysis by econometrically modelling the relationship between Māori land governance structures and land-cover choices. I use maximum likelihood methods to estimate the probability of allocation of land in 2012 and the probability of land-cover transitions between 1997 and 2012. For Māori freehold land, there is a positive relationship between having a Māori land governance structure in place and the allocation of land in 2012 in forestry and a negative association with pasture. From 1997 to 2012 Māori land governance structures were associated with more transitions to forestry and fewer transitions into scrub. Four, using hypothetical scenarios, I build on the econometric model of land-cover transitions to compare the effects of transitions between forestry, pasture and scrub across the period 1997–2012, and the role of the Māori land governance structures. I examine the implications of these transitions for private land and Māori freehold land in terms of both carbon dioxide equivalent and warming equivalent. Overall, Māori freehold land governance structures in the hypothesised scenarios would lead to an increase of the amount of carbon sequestered, relative to the actual levels of sequestration observed. The current way of counting GHGs leads to a much lower estimate of the contribution in reductions to the impact of warming. Understanding drivers for these decisions can help to identify areas for the development of effective public policies regarding climate change mitigation.</p>

Changes to the structure of English education because of decentralisation policy, particularly since 2010, have resulted in the creation of large groupings of schools – multi-academy trusts, organisations with multi-level governance structures, set out in schemes of delegation. Although the government has demanded absolute clarity on the role and remit of each part of the structure and the relationship and reporting between them, recent research suggests that there is little clarity or consistency in the role and function of board structures, with members often confused about their roles. This study draws on data from a funded project to examine: What level of consistency there is in multi-academy trust schemes of delegation, and what evidence is there that schemes of delegation align with sensemaking models of board members? The article concludes with a discussion on what the findings imply for use of schemes of delegation as useful tools for board member sensemaking in multi-academy trusts; revealing that although they can be useful tools for sensemaking, their usage varies a great deal between boards and board members.
