The COVID pandemic has devastated the world economy, which has also caused serious slumps in Western developed countries. Although they have adopted "ultra-easy" monetary policy, the real economy did not emerge from recessions because of it and a global "liquidity bubble" was caused instead. The economic recession caused by the pandemic in developed countries may last for years. The governments of some countries in the United States and Europe have adopted strong state intervention methods to control the investment and trade behaviors of enterprises, then force them to "decouple" from China. Based on an objective analysis of the current international situation, China has actively taken countermeasures: on the one hand, it emphasizes mainly relying on the "domestic economic cycle" to maintain growth momentum. And on the other hand, it develops an "international economic cycle" that focus on China`s economy. Establishing a "dual circulation" new development pattern, in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement, is a major strategic choice for achieving high-quality economic development.

When it comes to finding a new development formula in transition countries, it is worrisome that a well-trodden development paradigm lacks in today’s multipolar world. Therefore, overcoming the apparent deadlock in the development of transition countries is possible only through the “new” order, or, in other words, through acceptance of the “new” economic paradigm of development. This paper aims to answer the key question regarding the development perspectives of the transition countries, “Can the transition countries (region) ever catch up with the living standards of the world’s most advanced market economies?” In this sense, the research of a new development pattern involving reactivation of the entrepreneurial economy is the answer to the second question: given the omnipresent globalization, is it possible to reverse the concept of development in the transition to greater equality of wealth in the world; therefore, this paper openly advocates for the re-industrialization of transition countries.

ABSTRACT The paper presents an alternative periodization of the debate and practice of development in Brazil. It starts with a brief depiction of Rômulo Almeida’s trajectory. It states that during the second Vargas government, a group of bureaucrats - coined as “State organic intellectuals” - occupy a new social position. As the process of economic development unfolds, new contradictions arise, so as other social positions. In the second part, new categories are constructed in order to describe the different conceptions of development during the period 1945-1964. Then, after presenting the many uses of the concept of “developmentalism” over history, the paper delves into the concept of “Developmentalist Brazil” in order to get into the inner dynamic of the period. The purpose is to integrate ideas and social positions, on the one hand, and structural processes, on the other, by addressing the conflicts over development strategies. The “Post-Developmentalist” period (1964-1980) is characterized as a rupture in its attempt to put in place a new development pattern to solve the rising contradictions faced during the “Developmentalist Brazil” period (1945-1964). At the end, we put forth a research programme that could possibly lead to the understanding of Brazil’s structural changes in the context of the post-1980 new capitalist world-economy.

The implementation of the strategy of “a new development pattern with domestic and international cycles as the main body and mutual promotion of domestic and international dual cycles” is of great strategic significance for promoting the high-quality development of my country’s economy, comprehensively deepening reforms, and promoting high-level opening up. This article starts from the unblocked double-circle block point, through the explanation of the background meaning of the construction of the new development pattern, the analysis of the scientific connotation of the new development pattern, and the study of the implementation strategy to promote the new development pattern. This is a major strategic decision to keep pace with the pulse of economic development in the new era, and has important practical significance for activating and digging into the domestic market space and responding to the complex and complex impact of globalization.
