Date of completion is usually set forth in construction contract agreements as one of the most important provisions. Also, it is the provision, which is often violated and the violation results in a dispute between the parties to the agreement. Analysis of research literature has revealed that most authors analyse and identify causes of delays in construction as well as recommend delay analysis methods omitting or underemphasising the liability of the parties to construction contract agreements for violation of construction completion date. One more problem in this area is the difficulty in applying practices of different countries in a specific country due to differences in legislative frameworks. Cases described in research literature are often idealised, while realistic construction projects frequently possess various specific features. This article aims at identifying problems faced when assessing the liability of construction participants for violation of completion date and suggesting ways to handle the problem.

Abstract The present Project is developed in Ecuador, Morona Santiago Province as a response to prior research that determined the failure of projects execution is due to the poor management of restrictions set by the director project. This research constitutes a contribution to Scientific knowledge about Project Management, primary factors influencing the failure of projects and recommendations for the achievement of success on roads construction projects. In order to get the stablished objective in this study, it was necessary the analysis of the conditions on which roads projects were executed and completed over the years 2018, 2019, and 2020 by the Decentralized Autonomous Government of Morona Santiago on the modality of procurement, and it was also important to stablish the causes that contributed to a particular outcome on projects. The approach of the analysis is focused on the management of restrictions of costs, time, and scope (triple restriction) of projects in study. The technique that was used is the analysis of the content that was applied to contractual records of 81 hired projects by selection of minor amount, price, bid, reverse auction, and contingency plan according to the Ecuadorian legislation for public works procurement. For the record and further data analysis, the information was encoded identifying in contractual files the causes that directly or indirectly led to categories of costs management, time and scope of projects. The results achieved show the causes that contributed to the failure of projects and the state in which they were finished in terms of initially stablished costs, time and scope. The obtained information was the basis to come up with recommendations referring the good practices on projects management that will work people in charge of projects management of roads constructions in order to obtain success on future projects.

Numerous studies have been conducted by researchers on the delay analysis topic, which is one of the primary areas of scientific study due to the effects of delays on time and cost in construction projects. Following fruitful contributions made by the researchers, it is believed to be extremely important to summarize the existing studies in terms of being a road map for future studies and practitioners. In this context, not only does this study aim to detect the most significant authors, sources, organizations and countries contributing to the improvement of delay domain in the construction industry concerning delay analyses worldwide but also to provide the researchers with extensive insights concerning the prominent research themes, trends and gaps in the literature. Hence, 168 documents related to delay analyses from 1982 to 11 February 2021 were detected through the Scopus Database and the Web of Science Database, and scientometric analyses were conducted via VOSviewer software. By evaluating the related research, two main research areas were detected in this field, namely; improving the delay analysis methods and resolving the disputes before they occur. This study is believed to make theoretical and practical contributions in that it examines the delay analysis topic in all aspects such as prominent institutions, countries, authors and sources, synthesizes the data and highlights possible research domains, gaps and trends concerning the delay analysis topic in construction industry.

A general contractor’s ability to select proper subcontractors in foreign projects is a key competitive advantage. Toward this aim, a subcontractor selection model (CoSMo) was developed in this study. As a computational approach, the fuzzy sets method was employed because it can model human judgment by means of linguistic values, combining qualitative and quantitative decision criteria into an aggregate measure. Although the algorithm may be complex for easy acceptance by industrial practitioners, this disadvantage was minimized through a computer-supported system. In order to gain a better understanding of the current practice of CoSMo, a real world construction project was conducted. As a result, it was observed that CoSMo has high practical application and can be used as an advisory system by satisfying principal contractor’s requirements to reduce the risk involved in the selection of a subcontractor. Moreover, it gives an initial idea of how subcontractors perform on each decision criterion and allows the main contractor to understand the picture on the strong and weak points of each bidder and thereby to take conscious decisions.

A study was undertaken to identify the engineering properties of aggregates that explain the variability in the frictional performance of seal coat highway overlays. The frictional performance data of 72 test sections and section replicates collected over a period of 8 years were used in the formulation of statistical models that incorporate the significant variables. The effects of traffic, construction, and environmental variables were also considered. Formulated models were of two types: general and individual. The former type attempts to describe frictional performance using the observations collected on all aggregate materials used. The latter describes the performance of individual aggregate groups. Laboratory properties found to be significant included the polish value, impact and abrasion, and soundness properties. The coating of aggregate particles, gradation, and construction placing rates of aggregate and asphalt were also shown to be significant in explaining performance variability. The influence of traffic and region was found to be interactive with the type and properties of aggregates. The formulated models can be used as a tool for predicting the frictional performance of seal coat aggregates, thus providing a better means for the proper selection of aggregates and for the planning of future seal coat construction projects.
