The organization, mandate, and practices of agricultural and rural extension systems are changing worldwide, and it is vital that each region keep pace with the latest developments. The challenges of introducing appropriate institutional measures must be accepted by each government in order to reform the national agricultural extension systems in response to the global changes, otherwise the extension systems will become obsolete.Diverse agricultural extension funding and delivery arrangements have been undertaken since the mid-1980s by governments worldwide in the name of "privatization". Privatization is used in the broadest sense of introducing or increasing private sector participation, which does not necessarily imply transfer of designated state-owned assets to the private sector. The arguments for privatization are based upon: more efficient delivery of service, lowered government expenditure. and higher quality of services. Privatization of agricultural extension system implies0 a division of appropriate role between public sector and private sector. Cost and service sharing among extension service providers can be formed into some systems encompass contract, vouchers, competitive grant fund, subsidize, and commercial extension service.This paper aims to discuss about privatization issues and its implications on Indonesian agricultural extension system. Related parties and sectors on Indonesian agricultural extension system should pay more attention in order to reform the old system and to reconstruct it into a new system--client-oriented extension

The article is devoted to the clarification of the peculiarities of the use of investment instruments for the development of the water supply and wastewater sector in Ukraine. The sphere of water supply and wastewater of Ukraine requires significant investments for the renewal of fixed assets of water supply and wastewater enterprises, reconstruction and development of engineering infrastructure, introduction of the latest technologies, improvement of the quality of services, etc. The authors consider the concept of investment, investment activity, investment program in the general context and in the field of water supply and wastewater. The structure of planned volumes of financing of measures of investment programs of water supply and wastewater enterprises in 2018 is being analyzed. Issues of application of other modern financial and economic mechanisms in the field of water supply and wastewater are considered. The article analyzes the state of realization of public-private partnership in the field of water supply and wastewater on the basis of statistical data. Investment approaches based on participative financing, which involves the use of financial resources not only of the state but also of local communities, business and civil society institutions, and financing through the use of opportunities of the market of debt obligations, including at the expense of the issue of municipal securities in the form of bonds of a local loan.

One of the benchmarks for assessing service performance in hospitals is efficiency in medical services. Measurement of service  efficiency will affect the quality of the hospital. Patients will consider the completeness of the service facilities they have and the quality of services to be obtained. This is due to the tendency of people to seek quality health services. Improving service quality standards in hospitals will have an impact on increasing income and getting recognition from the community for the quality of services in hospitals. This study aims to look at the determinant factors that affect hospital efficiency. This study uses a systematic review method based on the PRISMA protocol. Article searches were conducted through four online databases (PubMed, ProQuest, SAGE and SpingerLink). The initial search found 307 articles, filtered using inclusion criteria, so as many as 8 articles were analyzed with a time span of 2017-2021. The efficiency of health services in hospitals is the basis for obtaining a wider patient base and producing quality services. The results of the literature study show that there are 29 factors affecting hospital efficiency. The various factors obtained were categorized into organizational factors, health resource factors, and technical efficiency factors.
