As a large agricultural nation, China attaches great importance to agricultural development, as sustainable, regional agricultural development affects the sustainable development of China. Taking Chengdu, Sichuan Province as an example, this paper selected indicators and data from the past 15 years from the Chengdu Statistical Yearbook and applied the dissipative structure theory to establish an evaluation system for sustainable, regional agricultural development based on five main factors including economy, society, environment, education, and population. The entropy weight method was used to empower each indicator, and the changes in Chengdu’s sustainable agricultural development in the past 15 years were calculated. It was found that Chengdu’s sustainable agricultural development has been annually increasing, among which, economic and education subsystems had the greatest support for sustainable agricultural development. From 2003 to 2017, the entropy change of the total agricultural sustainable development system in Chengdu was negative, and the total entropy of the system gradually decreased. The sustainable agricultural development system in Chengdu has been developing towards a more orderly dynamic equilibrium state.

With the rapid advancement of urbanization, the sustainable development of the city has received more and more attention. The measurement of the sustainable development of a city can provide an important reference for the development of the city. Therefore, this paper firstly constructs an index system for five dimensions: society, the economy, the environment, resources, and technology. Then, a sustainable development measurement model is established based on dissipative structure theory, grey entropy and coupling theory, and the evolution trend and coordinated development of the city are measured. Finally, Chengdu, an important central city in the western region of China, is selected for sustainable development measurement research, from which it was found that the city became more sustainable and more orderly, the development level was constantly improving, and the coordination was continuously improving, which was consistent with the actual situation and indicated that the proposed measurement model could effectively measure and evaluate sustainable urban development.

Using the dissipative structure theory (DST), the construction quality management system process of water project in China (WPCQMS) is analyzed in this paper. In the history of development, the process of the participants of WPCQMS gradually undertake quality management responsibility can be divided into the following several major stages: quality self-control stage of construction unit, quality collaborative control stage of owner unit, quality supervision stage of supervision unit, and quality supervision stage of government agency. Furthermore, the existing main problems of WPCQMS are analyzed, and it is put forward that the reforming orientation of WPCQMS should establish the three systems, including the main construction body quality management endurance system, the government quality supervision system, and the social credit assessing system.
