The United Nations (UN) has identified 17 Sustainable Development Goals (SDGs) to tackle major barriers to sustainable development by 2030. Achieving these goals will rely on the contribution of all nations and require balancing trade-offs among different sectors. Water and food insecurity have long been the two major challenges facing China. To address these challenges and achieve the SDGs, China needs to safeguard its agricultural irrigation and water conservancy projects. Although China is making efforts to transition its agricultural development to a sustainable trajectory by promoting water-saving irrigation, a number of issues are emerging, both with policy reforms and technological innovations. Through synthesizing the historical development of agriculture and its relationship with policy and political regimes, this paper identifies four major issues that are challenging the sustainability transformation of China’s agricultural irrigation system and water conservancy projects: (1) problems with financial policy coordination between central and local governments; (2) the lack of incentives for farmers to construct and maintain irrigation infrastructure; (3) conflicts between decentralized operation of land and benefits from shared irrigation infrastructure; and (4) deterioration of small-scale irrigation infrastructure calls for action. In addressing these challenges, policy changes are required: government financial accountability at all levels needs to be clarified; subsidies need to be raised for the construction and management of small-scale irrigation and water conservancy projects; local non-profit organizations need to be established to enhance co-management between farmers and government.

In the past decade, to improve crop production and productivity, Ethiopia has embarked on an ambitious irrigation farming expansion program and has introduced new large- and small-scale irrigation initiatives. However, in Ethiopia, poverty remains a challenge, and crop productivity per unit area of land is very low. Literature on the technical efficiency (TE) of large-scale and small-scale irrigation user farmers as compared to the non-user farmers in Ethiopia is also limited. Investigating smallholder farmers’ TE level and its principal determinants is very important to increase crop production and productivity and to improve smallholder farmers’ livelihood and food security. Using 1026 household-level cross-section data, this study adopts a technology flexible stochastic frontier approach to examine agricultural TE of large-scale irrigation users, small-scale irrigation users and non-user farmers in Ethiopia. The results indicate that, due to poor extension services and old-style agronomic practices, the mean TE of farmers is very low (44.33%), implying that there is a wider room for increasing crop production in the study areas through increasing the TE of smallholder farmers without additional investment in novel agricultural technologies. Results also show that large-scale irrigation user farmers (21.05%) are less technically efficient than small-scale irrigation user farmers (60.29%). However, improving irrigation infrastructure shifts the frontier up and has a positive impact on smallholder farmers’ output.

Significance It will increase rainfall variability and extreme events such as droughts and floods, as well as raising temperatures. These effects may trigger cascading risks to economic, social and political stability. Impacts The EU could play a key role in moderating climate effects as it shapes migration and security policy in the Sahel. The likelihood and severity of climate impacts will depend on socio-economic and political conditions in the region. Small-scale irrigation, climate-adapted seeds and traditional soil conservation techniques can help increase resilience to climate change.
