Study on the Development Path of High Efficiency Water Saving Agriculture in Chengdu Plain under the Background of Rural Revitalization Strategy

Water-saving in agriculture is critical for building a water-conserving society. However, the application of high-efficiency water-saving technology in agriculture may create a paradox of irrigation efficiency. Efficiency improvement in agricultural water utilization may not lead to the expected agricultural water-saving. In this paper, a rebound intensity model of the irrigation efficiency paradox is established and combined with remote sensing measurement to verify the irrigation efficiency paradox caused by expanding the irrigation area in the Shenwu Irrigation Area, China. Based on ideas in the principal–agent theory and stakeholder theory, it is concluded that the essence of the irrigation efficiency paradox is the conflict of interests among stakeholders with asymmetric information due to inadequate regulatory capacity. A dual principal–agent model is formulated to optimize the conflict among heterogeneous stakeholders in the paradox. The results show that the paradox should be restrained by a suitable distribution mechanism of water-saving gains, improved irrigation water metering, and enhanced water-use monitoring.

Based on the national strategy of "new urbanization", from the perspective of urban and rural integration, industrial interaction, economy and intensification, this paper proposes to vigorously promote the industrialization planning of urban and rural housing based on SI system, do a good job in the production of building structural parts from the perspective of building industrialization, extend to the internal filling parts, and do a good job in the internal filling system from the perspective of housing industrialization. At the moment of "Rural Revitalization" strategy, we should first develop the SI system multi-storey industrialized housing to meet the needs of rural areas. At the same time, we put forward the development path of China's urban and rural housing industrialization.

The vigorous development of rural tourism has played an important role in promoting the agricultural economy, improving the rural living environment, inheriting and protecting rural culture, and has become an important way to promote the implementation of rural revitalization strategies. The paper investigates the relationship between the rural tourism industry and rural revitalization. Taking the rural tourism demonstration village in Shaanxi Province as an example, the impact of rural tourism development in Shaanxi on rural revitalization is analyzed, and the development path of rural tourism to promote rural revitalization is developed to provide a reference for other regions.
