Based on rural population return management, governance theory, and information technology theory, this paper analyzes the specific performance of rural areas in managing population return, and describes the overview, quantity, life status, and demographic characteristics of rural population return, as well as the current situation of rural population return management. A method of managing rural population return based on a rural population return management model constructed by a machine learning algorithm is designed. The empirical results show that the method designed in this paper is low-cost, fast, and highly accurate, and is well suited for improving and expanding the system for managing rural return flows. The research in this paper provides a reference for further promoting the transformation strategy of rural governance in the context of new urbanization.

Abstract This paper uses data from the 2014 and 2016 China Labor Force Survey to investigate the relationship between physical exercise, social integration and urban hukou acquisition decision-making in the floating population. We find that physical exercise and social integration can directly promote the acquisition of urban hukou in floating populations, and physical exercise promotes the acquisition of urban hukou in floating populations by increasing their degree of social integration. So, social integration is the intermediary between the floating population's physical exercise and urban hukou acquisition decision-making. Specifically, the mediating effect is most pronounced in the non-agricultural and female floating population. The results suggest that the construction of amenities for physical exercise and communal physical activities can not only promote the development of a harmonious society, but also effectively encourage the floating population to acquire urban hukou in their city of work and promote the development of the new urbanization of China.JEL classifications: G80-05, J15, R23

In the context of vigorously promoting new-urbanization, effectively improving the green use efficiency of urban land is an inevitable requirement to achieve high-quality economic and social development. Based on the panel data from 2011 to 2018 of 297 prefecture-level and above cities in China, this paper uses the entropy weight method and the super-efficient SBM-GML model to estimate the spatio-temporal evolution characteristics of new-urbanization and urban green land utilization efficiency. Then, the spatial simultaneous-equation and the generalized spatial three-stage least square method (GS3SLS) are employed to empirically investigate the spatial interaction spillover effects between the new-urbanization and the green land utilization efficiency. The results indicate that: (1) The level of new-urbanization and the green land utilization efficiency in Chinese cities have common and complex temporal and spatial dynamic evolution characteristics. (2) There are mutual inhibition effects between new-urbanization and green land utilization efficiency, and the level of new-urbanization is in a comparatively leading role. (3) Both the level of new-urbanization and green land utilization efficiency have obvious spatial spillover effects. (4) The level of new-urbanization of surrounding regions promotes the green land utilization efficiency of local regions, and the improvement of the green land utilization efficiency of surrounding regions also promotes the level of new-urbanization of local regions. As environmental pressure increasingly becomes a constraint on urban development, these findings are helpful to clarify the regional relationship between urban construction and green development and promote the harmonious development of new-urbanization and green land utilization efficiency.

China’s long-standing urban-rural dichotomy has led to a widening gap between urban and rural areas, posing a huge challenge to the sustainable development of Chinese society. This paper adopted the subjective-objective weighting method, coupled coordination degree model, and geographically weighted regression model to conduct urban-rural sustainable development research on 31 provincial administrative regions in China and discussed their spatial-temporal divergence and driving mechanisms during 2007–2018. The results showed that (1) the quality of both rural revitalization and new urbanization improved during the study period, and the gap between them showed a trend of increasing after fluctuations. Both of them had significant spatial and temporal divergence characteristics. (2) The urban-rural coupling coordination degree in China continued to increase during the study period and showed an overall pattern of “high in the east-west and low in the north and southwest”. The changes of relative development type indicated that new urbanization had far surpassed rural revitalization during the study period. (3) The coefficients of driving factors varied significantly in space, showing a hierarchical band distribution. Seven of the eight driving factors showed a strong positive correlation in the vast majority of regions. The results and suggestions of this research can further promote the organic combination of rural revitalization and new urbanization strategy, which is of great practical significance for narrowing the urban-rural gap and realizing sustainable urban-rural development. Likewise, it can be a reference for other developing countries around the world.
