From the early seventies the Korean Government has adopted a rural industrialization policy as an important measure for promoting rural development. It has been perceived that through this measure the over-concentration of economic activity would be controlled and dispersed. Development of rural industrialization has passed through three different phases: i) the period of promoting rural cottage-type industries (1960-80); ii) the period of rural industrial park establishment; and iii) a stagnation period after the early 1990s. Throughout the overall period government policy changed from an individual project-oriented approach to a diversified and comprehensive policy program. The policy programs, such as the development of rural industrial parks, off-farm income source development and vocational training programs for farm youths, have helped in promoting rural industrialization. On the other hand, policy programs promoting rural out-migration and unbalanced regional development policy have impacted negatively on rural industrialization. Presently one of the serious policy issues facing rural industries is how to secure a young labor force and how to promote rural entrepreneurship. In addition, rural development efforts by local government and authorities are necessary in order to increase investment from urban-based entrepreneur firms. Special Economic Zones (SEZ) is a region with certain limits within the jurisdiction of Indonesia which is set to perform economic functions and obtain certain facilities. One SEZ developed in North Sumatra Province and included in the National Strategic Area (KSN) Medan - Binjai - Deli Serdang - Karo is SEZ Sei Mangke. SEZ Sei Mangke is defined in PP 29 of 2012 on 27 February 2012 and is the first KEK in Indonesia which was inaugurated its operation by President Joko Widodo on January 27, 2015. KSN Mebidangro itself is an area of priority spatial arrangement because it has a very important influence nationally against state sovereignty, defense and state security, economic, social, cultural, and / or environment, including areas designated as world heritage. This research is an evaluative research intended to find out the end of a policy program in order to determine recommendation of last policy by using CIPO model which includes four stages: (1) context, (2) input, (3) process, and (4) output. The research method used is case study by applying qualitative research that aims to make an accurate interpretation of the characteristics of the object under study. Findings on the evaluation context indicate that the program is generally running well, but some aspects of synergy and policy optimization as well as financing support from central and local government need to be improved. In the input evaluation, and evaluation process some aspects need to be improved because the findings show the weakness of some aspects is the result of lack of synergy and optimization of policy and support from local government. Interesting from the evaluation of ouput is that with some weaknesses in the input and process components, it turns out the evaluation findings ouput show Seek Mangke SEZ development can still run well. The recommendation of this research is to improve the quality of policy synergy / program of SEZ Seek development by improving several aspects that are categorized in each stage of evaluation

Total and unilateral parotid saliva production during eating were measured in response to offering sheep a fixed amount of lucerne (Medicago sativa) hay as one, two, four or eight meals. Total saliva measurements were obtained using sham-fed oesophageal-fistulated sheep. Unilateral parotid saliva was collected from sheep fitted with reversible re-entrant cannulas. Dry matter intakes and eating times were measured for each meal but were not constrained to particular values. Total and unilateral parotid saliva production during eating increased linearly with the log of the number of meals (p = 0.0001). The amounts corresponding to one, two, four and eight meals of lucerne hay were 1553, 1737, 1851 and 2087 ml during total collections and 209, 248, 307 and 352 ml during unilateral parotid collections. The time-period spent eating and the amount of food consumed both increased as meal number increased. Total saliva collections when lucerne hay was sham-fed as one, two, four or eight meals were associated with eating times of 56.9, 57.4, 70.8 and 86.0 min and intakes of 562, 622, 629 and 638 g dry matter respectively. For unilateral parotid collections, eating times and dry matter intakes were 64.2, 71.3, 78.0, 82.1 min and 515, 579, 614 and 627 g for one, two, four and eight meals of lucerne hay respectively. The saliva production response appeared to be determined through the effects of the time-period spent eating and amounts consumed, but other undetermined effects of feeding frequency contributed to the response. The importance of meal duration on total saliva production was assessed by sham-feeding of 800 g lucerne as stem, leaf, hay, chopped hay or ground and pelleted hay. Increasing meal duration by feeding with stems resulted in the production of 1808 ml saliva, whereas the rapid consumption of pellets resulted in only 442 ml being produced.
