Special Economic Zones (SEZ) is a region with certain limits within the jurisdiction of Indonesia which is set to perform economic functions and obtain certain facilities. One SEZ developed in North Sumatra Province and included in the National Strategic Area (KSN) Medan - Binjai - Deli Serdang - Karo is SEZ Sei Mangke. SEZ Sei Mangke is defined in PP 29 of 2012 on 27 February 2012 and is the first KEK in Indonesia which was inaugurated its operation by President Joko Widodo on January 27, 2015. KSN Mebidangro itself is an area of priority spatial arrangement because it has a very important influence nationally against state sovereignty, defense and state security, economic, social, cultural, and / or environment, including areas designated as world heritage. This research is an evaluative research intended to find out the end of a policy program in order to determine recommendation of last policy by using CIPO model which includes four stages: (1) context, (2) input, (3) process, and (4) output. The research method used is case study by applying qualitative research that aims to make an accurate interpretation of the characteristics of the object under study. Findings on the evaluation context indicate that the program is generally running well, but some aspects of synergy and policy optimization as well as financing support from central and local government need to be improved. In the input evaluation, and evaluation process some aspects need to be improved because the findings show the weakness of some aspects is the result of lack of synergy and optimization of policy and support from local government. Interesting from the evaluation of ouput is that with some weaknesses in the input and process components, it turns out the evaluation findings ouput show Seek Mangke SEZ development can still run well. The recommendation of this research is to improve the quality of policy synergy / program of SEZ Seek development by improving several aspects that are categorized in each stage of evaluation

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

<p><b>This research is an architectural enquiry into how the visibility of local government can mimic the performance of everyday political life. Using the conceptual framework of place and understanding of the collective community. The intention of this design proposal is to encourage the transparency of local authority through an architectural intervention in the city.</b></p> <p>The driver of this research is the reduced physical presence of civic practices, with particular regard to the congregating place of local government. A framework is developed as a precursor to develop an understanding of the traditional civic architype. The aim is to reimagine a contemporary civic architecture which is detached from the corporate functions of local government. Architecture supports the celebration of collective rituals of movement and meeting.</p> <p>An archetype investigation formalises a set design criteria by which the design case study is evaluated against. The background research comprises a critique of the spatial arrangement of the traditional town hall. An additional background task is consisted of a comparative inquiry into today’s local government accommodation.</p> <p>The site is located in Tamaki Makaurau/Auckland City. The site analysis criteria utilised by this thesis is grounded in the research of Jan Gehl and his understanding of architectures impact on peoples’ behaviour in cities.</p> <p>Finally the design case study is driven by dynamic circulation, which establishes a celebration of the formal and informal interactions between the participants of local government. Transparency and hierarchy are used to challenge the spatial and functional qualities of Auckland City Council. The result of the research will contribute to the inclusive understanding of the ordinary rituals of local government through architecture in the city.</p>

The social embeddedness of economic interaction has emerged at the forefront of economic sociology over the last 15 years. In the context of sport, however, little research has been undertaken to enhance our understanding of how the socialized context surrounding sport organizers, local governments, and corporate sponsors impact decisions affecting sport delivery. Therefore, the purpose of this case study is to explore the social embeddedness of decision makers in sport organizations and the local government that shape sport delivery in one community. An embedded perspective of economic interactions considers the continuity of relationships that generate particular behaviors, norms, and expectations. In-depth interviews with the leaders of this community’s sport organizations and the members of its local government were undertaken to gain insight into the nature of how decisions pertaining to sport delivery were shaped and constrained by the social context in which they were bounded. The results of this research suggest that the informal interaction among community leaders in sport and politics served to inhibit change in the way sport programs were delivered in this community. Further, taken for granted assumptions of city leaders about the type, number, and quality of sports delivered to the residents resulted in fewer opportunities for sport participation, despite an awareness of the limitations of the existing programs.

A presente contribuição apresenta algumas considerações sobre a dinâmica dos processos de degradação da paisagem do tipo voçorocas no Município de Palmelo, Estado de Goiás, localizado na Microrregião de Pires do Rio. Através de trabalho de campo, as voçorocas localizadas em áreas rurais do município e que apresentam comprometimento do lençol freático foram devidamente mapeadas e catalogadas. Infelizmente, nota-se que as voçorocas continuam em franca expansão, pois não há nenhuma medida ou projeto que vise à contenção, à interrupção ou à redução destas voçorocas por parte do poder público local. Adicionalmente, o descarte clandestino de lixo, entulho e refugos de origens diversas continuam sendo lançados nestas estruturas, comprometendo a saúde da população rural e a qualidade do lençol freático associado. Dessa forma, o estudo de caso detalhado e pormenorizado das voçorocas, bem como sua catalogação e identificação, propõem sugestões básicas úteis para contenção e a interrupção do descarte clandestino de entulho e lixo, acidentes, quedas e mortes, bem como dirimir este importante fator de degradação da paisagem. Abstract THE DEGRADED LANDSCAPES OF THE PALMELO MUNICIPALITY IN GOIAS STATE: THE STUDY OF THE GULLIES BY MEANS OF FIELDWORK This work presents some considerations about the dynamics of degraded landscapes processes, like gullies, located in Palmelo, Goiás State, within Pires do Rio Microregion. Throughout a complete fieldwork, the gullies, in rural areas, that threat to underlying water table were mapped and cataloged. Unfortunately, one notices that gullies continually increase in size and number, mainly because there are no projects in order to restraint or reduce them promoted by local government. Besides, the illegal disposing of great amounts of waste still into the gullies, affects the quality of people’s life as well as the water table associated to them. Nevertheless, a very detailed case study of gullies, their cataloguing and identification, may help in the proposition of procedures to prevent and avoid illegal dumping of rubbish and waste, reduce the risks of accidents and eliminates these important factors of landscape degradation.

Space cannot be separated from human life, both psychologically emotional (perception) and dimensional. Humans are moving and living, thinking, and also creating space to express the shape of their world and formed when people react to the environment in giving meaning to their environment. It can be said that environmental evaluation, furthermore, is a response to the overall influence of a detailed analysis of specific aspects, and more of a compared to the manifest function and is strongly influenced by images. This paper explains the results of the study, which intends to find out student perceptions of the meaning of space in the Architectural building of the Faculty of Engineering, University of North Sumatra. The study uses data analysis methods. The results of the study show that students' perceptions of space use are not by the allocation of the Department of Architecture, Faculty of Engineering, University of North Sumatra, because it is influenced by culture, space settings, and accessibility. The benefits of this study as a reference to the Department of Architecture of the University of North Sumatra to be able to improve the quality of teaching and to learn in supporting the comfort of student learning.

This study was conducted in the midst of the lack of studies on local government communication in developing countries. Existing studies tend to attribute performance in this area to central government. The contribution of this study is related to exploring the practice of government communication in the context of local government in countries towards democracy. The author uses the communication of the local government of South Kalimantan Province in its services to stakeholders as a case study. The results of the analysis of various documents, observations and in-depth interviews related to the communication performance of local government in South Kalimantan from January to October 2020 were compiled and analyzed using Miles and Huberman data analysis techniques. In conclusion, the results of the study show that the quality of local government communication is influenced by various factors, both structural and management. Although management factors remain important, in the case of South Kalimantan, structural factors have more influence on local government communications. While the communication performance of local government has not involved active participation from the bottom, it is more elite-oriented than public-oriented. Local government officials are less responsive and still communicate downward, so that the ideas of professionalizing local government communication are still limited to expectations rather than reality. This study recommends that local government communication can be effective if it is participatory, ie has a vision and mission of community empowerment and citizen involvement in participation for local government policy planning and implementation.


The quality of a Software Requirements Specification (SRS) is measured in terms of quality properties such as completeness, conciseness, consistency and understandability. In general, evaluation of the SRS quality is done manually during review sessions. The evaluation process, however, is hugely dependent on the expertise of human experts i.e. the reviewers. In fact, the judgment of the human experts could also be inconsistent due to various factors including experience, knowledge and domain. The objectives of this study are to (1) identify feasible rules to measure SRS quality; and (2) help requirements engineer to improve their SRS quality. In this study, we analyzed SRS quality properties from the literature and identified quality factors that are feasible to be automated. From here, we identified two types of properties that are (1) requirements sentence quality (RSQ) and (2) requirements document quality (RDQ). For each of the type, its relevant quality indicators were identified. From here, rules on how to identify the quality indicators were further investigated and documented. As a case study, we implemented SRS Quality-Checker tool concept for demonstrating how the rules were implemented to measure the SRS quality

Abstract During the layout design process, the spatial arrangement of components in an engineering system is developed in order to meet design goals and constraints. Proper organization of the information involved in this process enhances the quality of layout designs. The organization of information is accomplished through the use of the techniques and methods existing in the information management field. Using the object-oriented technique, a method was developed to guide the design of information management systems that support the layout design process. The method was developed in a case study involving the layout design of automobile engine bay components.

The aim of this study was to examine the process of activities and measurment- evaluation in the sixth grade math lesson. In the study that was conducted with case study that is one of the qualitative study patterns. A primary math teacher's lessons were observed, and subsequent to the observations, semi-structured interviews with the teacher and the students were performed. The data obtained from the classroom observations demonstrated that the teacher used different variables so as to increase the quality of teaching service and present the new knowledge to the students, enabled the students to understand and use this knowledge and the teacher exhibited some negative behaviours and produced some negative utterances that influenced the quality of the teaching service. The data pertinent to the students suggested that the students demonstrated learning and thinking products, fulfilled learning needs and made some explanations regarding their performance. However, during the application process it was observed that the teacher was more involved and engaged in the class than the students were and that the acquistion of basic skills specific to the subject accomodated certain limitations. Another dimension during the application and evaluation process of the teacher showed that some difficulties were experienced on account of the stucture and design of the content and physical features of the setting. It was also found that the students had difficulty solving and constructing the problem and learning algebra and that they experienced some difficulties owing to the lack of time while evaluating the process of their learning and that the excessive number of the questions in the evaluation forms caused the students to undergo hard times. The results of the study indicate that an in-service training should be held in order to raise awareness of the teachers so that the students can be more involved in the process of learning. The other difficulties and limitations show that some reformations and reorganizations related to the structure of curriculum and the teaching setting  should be performed.
