With the implementation of a series of policies to support rural development, such as the national rural revitalization strategy and poverty alleviation, the economic responsibility audit of township party and government leading cadres has been given new responsibilities and missions. However, some grass-roots audit institutions are faced with practical difficulties such as the solidification of audit thinking, slow progress of audit informatization construction, and large gap of grass-roots audit resources. The only way to overcome the difficulties is to explore the transformation of the economic responsibility audit and countermeasures of the township party and government leading cadres by tracing the source and adapting measures according to the difficulties.

“Internet +” is a further practical result of Internet thinking, which promotes the continuous evolution of economic forms, thus driving the vitality of social and economic entities and providing a broad network platform for reform, innovation and development. At the same time, the role of the new townsfolk in the construction of the new countryside includes the governance of the rural grass-roots level, which gradually attracts extensive attention from all walks of life. Aims to explore the prevention and get rid of rural grassroots governance crisis, the sustainable way to maintain close ties with the masses, for the revitalization of the construction of rural areas, to guide the new follow villager boost rural grass-roots governance, because new follow villager unique localism and moral superiority, this system research problem related to new follow villager and rural grassroots governance is needed urgently. Social governance at the rural grass-roots level is the social foundation for rural revitalization. Without effective social governance at the grass-roots level, the strategy of rural revitalization will not be fully realized.”Internet + Governance” is the only way to realize the modernization of grassroots governance. It is also a stepping stone for grassroots governments to use technological means to closely integrate democratic governance with the well-being of the people. It not only realizes the people-oriented care of people, but also reflects the governing principle of the rule of law.

The Rural Education Bureau of the New Mexico Public Education Department has established a program to address the special needs of schools and communities in the extensive rural areas of the state. High poverty rates, depopulation and a general lack of viable economic opportunity have marked rural New Mexico for decades. The program underway aims at establishing holistic community socioeconomic revitalization at the grass roots level with the schools playing a leading role. Initiatives include community conversations with key leaders to determine necessary steps to take in encouraging economic growth and attracting businesses, the institution of entrepreneurship within the community, the transformation of the school into a community resource and the encouragement of place-based education within schools. In the second year of this program there are 13 school districts actively involved in the enhancement of their schools and community. The program adopted many of the principles for rural revitalization seen in the remote communities of South Australia.
