The construction of new rural culture should draw experience and wisdom from traditional culture, and pursue the integration and development of modern civilization and traditional culture. In the context of the vigorous development of new rural cultural construction, how can Huizhou culture be inherited and developed in rural construction? This article takes a large number of cultural walls that have appeared in the rural areas of Huizhou in recent years as the carrier, and aims to understand the current situation of the inheritance and development of Hui culture in the construction of rural culture by analyzing the number, form and content of cultural walls, and find out the restrictions on Huizhou culture in rural culture. The factors that play a role in the construction of the wall, discuss the current strategies and methods of integrating Huizhou culture into the construction of rural culture.

In the new era, do a good job in the management of rural natural resources, realize the optimal allocation of resources, and the reasonable protection of ecological resources, so as to build a new countryside and realize the modern development of the new countryside. However, at present, there are still many problems and contradictions in the management of natural resources in rural China, such as low land transfer efficiency, many difficulties, unreasonable planning, deserted residential bases, and ineffective protection of the ecological and natural environment, which further restrict the situation. Reasonable application and sustainable development of rural natural resources. As China’s accession to the World Trade Organization takes longer and longer, it has gained a place in the international market. At present, in the international market, China ranks first in the trading volume of agricultural and sideline products, especially in the development of foreign trade in Southeast Asia, Europe, and Africa. The development momentum of the edible fungus industry continues to increase in China, becoming a leader in the emerging agricultural industry. Based on the influence of the edible fungus industry in rural areas, according to the survey and record of data valuation, the specific index data content from 2005 to 2019 was taken as an example, and a three-tier research system was proposed using var3D model. Respectively, it is the relationship between the three types of rural basic indicators, economic indicators, and industrial development indicators, verifying the role of the edible fungus industry in driving the development of beautiful new rural construction and enhancing economic development. Results show that the targeted distribution of edible fungi across the country and the construction of beautiful villages have a high degree of direct correlation, and its steep performance trend is obvious. In the analysis of the equilibrium degree of the edible fungi industry driving the local rural economic development, the edible fungi continues to strengthen the advantages of local industries have used its industrial power to further improve the intensity and integrity of local rural construction and promote the development of beautiful new rural areas. The development of the edible fungus industry has also led to the enthusiasm and source power of the construction of beautiful new villages. The development of beautiful new villages will help to enhance the gain effect of the edible fungus industry and form a new model of the beautiful new rural circular economy.

Vietnam's rural area accounts for 65% of the population, providing over 70% of the labor force for the national economic sectors, of which 51% of the workforce is working in the agricultural sector. This is a sector that creates many jobs for rural areas, contributing 30% of GDP to the national economy. In the current period and the coming years, Vietnam's rural agriculture still plays an important role in the country's socio-economic development. However, Vietnam's rural areas are facing new difficulties and challenges, the growth of agriculture is slow and unsustainable; Farmers' living standards are low and slowly being improved; The disparity in living standards between urban and rural areas, and between regions and regions is tending to expand, especially in mountainous rural areas with unfavorable natural conditions, with many ethnic minorities living together, the gap between the rich and the poor is increasing. That creates conflicts and instability in society, threatening the sustainable development of the country. This article focuses on analyzing the state management situation on new rural construction in Muong Cha district, Dien Bien province, Vietnam, pointing out the achievements, limitations, causes and some recommendations for improvement. The construction of a new countryside requires a compr hensive improvement in the building standards of villages and towns, and the seismic resistance of buildings in earthquake-prone areas has attracted much attention. Due to the backward economic development of villages and towns, the development of seismic isolation structure and energy dissipation structure is hindered. To build houses with better seismic performance, the economic efficiency of seismic isolation and energy dissipation structures has become a matter of close concern to the local people and the government. This article compares the economic differences between the original seismic structure, the base isolation structure, and the seismic damping structure from the costs incurred during the entire life cycle of the building, and provides economic reference for the new rural seismic isolation building.
