The development process is based on the state of the art IT technologies (metadata and ontology for knowledge manipulation, Web services, learner model, and intelligent tutoring systems). Besides interoperability and personalization, the proposed approach brings additional advantages, including: unitary interpretation of the content structure by different user categories or content providers; explicit specification of the knowledge domain, allowing the updating of the domain definition without major changes of e-learning tools and programmes; reuse of the learning objects with economical advantages by saving costs of (re)writing the content for the different course forms and strategies; reuse of the created tools in one domain in other domains; promoting the competency-based learning through the domain ontology and the relations between concepts and competencies. The results obtained in practice are very encouraging and suggest several future developments.

<p>This research was done at Madrasah Aliyah Negeri I in Pontianak,<br />the capital of Western Borneo. The focus of the research was the imple­<br />mentation of Education Unit Level Curriculum (KTSP) at Madrasah<br />Aliyah Negeri I Pontianak which was seen from the aspects of the imple­<br />mentation of KTSP itself, of the management, of the administration of<br />the management, of developmental method, of learning facilities, and of<br />the evaluation of learning system. In addition, this research also exam­<br />ined how learners' perceptions of the implementation of KTSP were.</p><p><br />From the result of the research showed that the implementation of<br />KTSP at Madrasah Aliyah Negeri I Pontianak could run well in accor­<br />dance with learning procedure, namely operationally the curriculum<br />had been composed by the education unit itself with various kinds of<br />dynamism although it did not free from the standard of content which<br />was composed by BSNP (National Education Standard Agency). Simi­<br />larly, learners' perceptions showed that they understood enough and<br />were able to follow the learning process with KTSP as the new curricu­<br />lum after the application of KBK (Competency Based-Curriculum).</p><p><br />However, on another side, there were several disadvantages which<br />needed improvement such as human resources factor, namely teachers<br />who had experience in local level but lacked insight into communica­<br />tion in national level, frequent occurrences of technical obstacles in the<br />implementation, insufficient facilities for the learning process such as<br />incomplete multimedia and the existing learning media if they were con­<br />nected to the ratio of learners, a high shortage of teachers' handbooks<br />so that on average teachers only mentioned 2 reference books namely I<br />package book and I book published by Toha Putra Semarang and prac­ <br />tically the supervision of education has not yet been done by counselors<br />from Regional Office of Ministry of Religious Affairs of Pontianak.</p>

This article describes the competency-based approach to e-learning education that utilizes remote access to the laboratory equipment. The main focus of the paper is the structure and design of the e-learning system used in the Southern Federal University (Russia). The article discusses the related pedagogical strategies and presents system's features in the context of the education for skilled workers. This approach uses access to the scientific and technology laboratory equipment either for provisioning of the individualized educational programs or to enable the students who are unable to attend a conventional laboratory for a variety of reasons, such as disability, and part-time study to conduct the experimental work. It will be shown that the experimental work involving the modern scientific equipment is an important aspect of the learning process in the areas of material science and nanotechnology. The learning strategy is the reverse of that used in the traditional approach. The authors suggest to start with the introduction to the practical applications of science and technology relevant to the current job market, and study the general laws and theoretical principles afterwards, to deepen understanding and achieve the educational goals.

This case explores the creation of an open badge student-employee training program. Utilizing competency-based learning, we created nearly 40 digital credentials for technical skills related to various software products. We specifically share the decisions we made related to the process of defining competencies, formatting badge criteria, and building a flexible learning system. We also discuss various challenges, including how we motivated employees to participate in the program and unforeseen challenges related to selecting a badge issuing tool.

Competency-based Learning Theory (CBLT) emphasizes that learners are protagonists in the entire learning process. In order to achieve the predictive learning targets of learners, CBLT make much of the individual differences between learners, and use the personal adaptive learning route in the CBLT procedure with evaluation, feedback, and modification. This paper used CBLT to be a foundation of system design, and to apply the CBLT procedure to guide learners to study adaptively. Our system implemented from CBLT can provide a personal adaptive learning route to learners, and has the adaptively-guiding assistant learning ability to help learners to learn independently and adaptively. The results of the experiment indicate that the learners could learn in the system independently and adaptively without teacher involvement while the learning courses had standard range and could be classified to several categories according the content characters. The results of the experiment proved this Adaptively-guiding Web-based E-learning (AGWBE) System based on CBLT was an effective computer-assisted instruction system that could guide learners to study independently and adaptively, then to share the teacher’s teaching workload efficiently.
