Agenda Setting and the Policy Process: Focusing Events

Agenda setting is a crucial aspect of the public policy process. Sudden, rare, and harmful events, known as focusing events, can be important influences on the policy process. Such events can reveal current and potential future harms, mobilize people and groups to address the policy failures that may be revealed by such events, and open the “window of opportunity” for intensive policy discussion and potential policy change. But focusing events operate differently at different times and in different policy domains. Although the idea of focusing events is firmly rooted in Kingdon’s “streams approach” to the policy process, focusing events are an important element of most contemporary theories of the policy process. But not every event works as a focusing event. The process by which a focusing event can yield policy change is complex and involves attention to the problems revealed by the event as well as evidence of learning from the event on the part of policymakers. Although focusing events are important, in many ways the concept remains underdeveloped, with few researchers seeking to understand the dynamics of these important events.

This chapter aims to clarify the roles that legislatures play in Canadian public policy and its analysis by looking at the institution as it functions in the country’s parliamentary system of government. The chapter begins by describing the four core functions that legislatures perform in Canada’s parliamentary system, namely making government, making government work, making government behave, and making alternative governments. The chapter then explains how and where these functions fit into the public policy process, most significantly in the agenda-setting, implementation and evaluation stages. The chapter concludes with some thoughts on what this fresh perspective on Canadian legislatures and public policy offers for policy analysis in this country.

Abstract. In January 2008, the Toronto District School Board (TDSB) voted to establish Afrocentric education. Earlier proposals dating back to the early 1990s, however, garnered little response from the board. Why was the TDSB suddenly more amenable to the idea? We argue that the death of Jordan Manners acted as a focusing event that triggered concern regarding school safety and the challenges facing Black youth in Toronto, altering the policy climate and opening a window of opportunity for change. This analysis furthers conceptualizations of the connections between focusing events, policy entrepreneurs, the viability of alternative proposals, and the catalysts that facilitate policy change.Résumé. En janvier 2008, le Conseil Scolaire du District de Toronto (CSDT) a voté en faveur de l'établissement d'un programme d'éducation afro-centrée. Des propositions précédentes remontant au début des années 1990 avaient suscité peu d'intérêt de la part du Conseil. Pourquoi le CSDT s'est-il soudainement montré réceptif à cette idée? Nous considérons que le décès de Jordan Manners a servi d'épisode marquant qui a suscité de fortes préoccupations quant à la sécurité à l'école et aux défis auxquels font face les jeunes noirs à Toronto. Cet évènement marquant a contribué à modifier le climat politique et à ouvrir une fenêtre d'opportunité propice au changement. Cette analyse conceptualise de plus les liens entre épisodes marquants, entrepreneurs politiques, la viabilité de différentes propositions et les catalyseurs qui facilitent le changement politique.

As the ease of obtaining genetic information for both the diagnosis and treatment of diseases has become increasingly common, so have concerns about the misuse of such information. The obstacles Canada faces in adopting genetic non-discrimination legislation have left health leaders with a lack of clear direction. Using the Kingdon agenda-setting framework, this article will identify lost opportunities for policy change and will analyze the potential for the adoption of a genetic non-discrimination policy in Canada. Windows of opportunity for policy change have existed in the past, but these windows have closed prior to a policy being adopted. More recently, the alignment of problem, policy, and politics streams in the agenda-setting process has resulted in a new window of opportunity. The adoption of a clear and coherent policy will provide the public with protection and health leaders with greater direction around genetic information.

This article aims to discuss the role of policy subsystems in the public policy process, highlighting maintenance and change in their implementation. In particular, it analyzes the process of agenda-setting and policy formulation of the Política Nacional de Juventude [National Youth Policy] in Brazil during the Lula government, emphasizing the symbolic and political disputes around ideas and values conducted by the different actors that permeated the subsystems of this sectoral policy.

The implementation of public policy is one of the activities in a public policy process that determines whether a policy is in contact with the public interest and can be accepted by the public. Implementation of the Regional Scholarship Program for Lamandau Regency Students based on the Regulations of the Regent of Lamandau Number. 24 of 2013. The scholarship program in the Lamandau Regency area has been in place since 2009 and this program was carried out by the Education and Culture Office of Lamndau Regency. This program aims to help students from Lamandau Regency to accelerate the lecture process and to improve human resources. This study uses a qualitative approach, data collection obtained from interviews, observation, and documentation. And using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. In this study the author uses the Geogre C. Edward III policy implementation model with 4 (four) variables, namely communication, resources, position and bureaucratic structure. Based on the results of the research based on communication variables, it is still not optimal. The lack of socialization from the Dinas to students who will receive scholarship assistance, for resources such as the number of staff, facilities and infrastructure is sufficient. As for the inhibiting factors for this program, the delay in channeling funds from the company as donors and students is still lacking pay attention to systematics, and the requirements set by the Education and Culture Office of Lamandau Regency.

This chapter evaluates the UK government strategy to promote electronic voting through the public policy process as an integral part of the e-government agenda to enhance participatory democracy. It argues that the formulation of the present policy is flawed as it lacks a diffusion strategy to enhance the likelihood of policy adoption. The electoral modernisation policy arose from concerns regarding the falling voter turnout at elections and is being introduced via local authorities through a series of voluntary pilot schemes. If issues influencing local authority pilot participation are not resolved e-voting may be permanently rejected by local elected representatives and so will not be available to citizens. This author identifies variables influencing pilot participation and suggests a revised public policy model incorporating selected diffusion concepts at the formulation stage of the linear policy process. The model is used to propose recommendations to enhance the likelihood of voluntary adoption of a policy introduced by central government for voluntary implementation by local government.
