The relevance of this study derives from the limited understanding of the mechanisms of public diplomacy that are activated when scholarship programs for international students are conducted by East Asian countries, particularly South Korea. Moreover, the relevance of the topic is also determined by the scarcity of research on the role of knowledge in public diplomacy mechanisms. The author of this article analyzes South Koreas international student exchange scholarship program, the KOICA Scholarship Program. This case study analyzes the contents of official documents adopted by the Government of the Republic of Korea, documents and materials published by subordinate organizations that administer scholarship programs for international students, as well as scholarly papers on the topic of knowledge diplomacy and related topics. The novelty element is that the concept of knowledge diplomacy, which is gaining popularity worldwide almost has not been used in the Russophone academia, and the studies on South Korean exchange programs as public diplomacy instruments are also poorly represented. The analysis of official documents has shown that the concept of knowledge in the official Korean interpretation differs from the existing academic interpretations accepted in the West (e.g., Great Britain, the United States). Also, the analysis of the scholarship program showed that it only partly complies with the knowledge diplomacy goals assigned by the Government. In particular, through this scholarship Korea successfully transmits knowledge about Korean history and culture, as well as professional knowledge, while the field of knowledge exchange in the program remains unattained. The author concludes with several practical recommendations on how to improve the effectiveness of the scholarship program as a tool for knowledge diplomacy.

With the launch of a newly created Digital Scholarship Program at our University Library, digital scholarship meetup events were designed and held with the intent to connect with campus stakeholders and begin to build community. This case-study paper describes the context around the development of the Digital Scholarship Program within our library and across our research institution’s community, and outlines the iterative process of identifying our core values and goals for a community-building meetup series. We discuss both the initial implementation of the series, highlighting successful strategies and the challenges we faced building community in a virtual format, as well as ways the series was modified over the course of several academic terms in response to community feedback. Our overview of the meetups includes a description of our planning, collaboration, and meeting facilitation techniques. We conclude with lessons learned and next steps to further reflect on and grow this broad-reaching virtual community of practice.

This study utilizes a non-equivalent groups research design to compare the educational experiences and outcomes of two student groups – those who did and those who did not receive a needs-based scholarship to attend secondary school and college in the Dowa, Kasungu, and Lilongwe Districts of Malawi. We assess impacts across a range of short and medium-term outcomes, including: school attendance, withdrawal, attainment, graduation, employment status, employment quality, and post-schooling income. The scholarship substantially reduces the household cost of participation in school, and reduces the distance travelled to school. As a result, we find that scholarship recipients attain between 1 and 1.5 years of additional school and graduate at higher rates. In terms of post-schooling outcomes, we find that recipients are in higher wage-earning occupations after leaving school. Overall, results suggest that scholarships are an effective demand-side strategy for improving schooling attainment, progression, and potentially longer-term labor market outcomes.
