Kantor Kecamatan Banama Tingang merupakan bentuk dari lembaga pelayanan publik yang membantu melayani kebutuhan masyarakat di Kecamatan tersebut khususnya dalam proses administrasi kartu tanda penduduk. Penelitian ini bertujuan untuk mengetahui dan menganalisa bagaimana kualitas pelayanan publik terhadap layanan kartu tanda penduduk elektronik (E-KTP). Adapun rumusan masalah dari penelitian ini adalah bagaimana kualitas pelayanan publik di Kantor Kecamatan Banama Tingang dalam memberikan pelayanan pada bidang E-KTP dan faktor-faktor apa saja yang menjadi penghambat kualitas pelayanan publik di Kantor Kecamatan Banama Tingang. Dalam Penelitian ini, peneliti menggunakan 7 variabel yaitu ketepatan waktu dalam pelayanan, akuransi pelayanan, sopan santun dan keramahan, kemudahan mendapatkan pelayanan, kenyamanan konsumen, faktor penghambat dan faktor pendukung.Teknik pengambilan data yang digunakan yaitu dengan melakukan observasi, wawancara dan dokumentasi. Adapun wawancara ditunjukan kepada camat, sekertaris camat, staf dan petugas kecamatan serta masyarakat, dokumen yang didapatkan berupa data-data yang berhubungan dengan objek penelitian. Serta juga melakukan observasi langsung ke lapangan. Sumber data yang digunakan sumber data primer dan sumber data sekunder. Teknik analisa datanya adalah data kualitatif dengan menganalisa yakni reduksi data penyajian data, penarikan kesimpulan.Hasil penelitian ini menunjukkan bahwa mutu dari kualitas dari pelayanan tidak bagus hal ini didapatkan dari 7 (tujuh) indikator yang masih banyak keluhan masyarakat seperti waktu pembuatan yang tidak konsisten dan informasi yang belum bisa diterima masyarakat secara keseluruhan.

The implementation of public policy is one of the activities in a public policy process that determines whether a policy is in contact with the public interest and can be accepted by the public. Implementation of the Regional Scholarship Program for Lamandau Regency Students based on the Regulations of the Regent of Lamandau Number. 24 of 2013. The scholarship program in the Lamandau Regency area has been in place since 2009 and this program was carried out by the Education and Culture Office of Lamndau Regency. This program aims to help students from Lamandau Regency to accelerate the lecture process and to improve human resources. This study uses a qualitative approach, data collection obtained from interviews, observation, and documentation. And using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. In this study the author uses the Geogre C. Edward III policy implementation model with 4 (four) variables, namely communication, resources, position and bureaucratic structure. Based on the results of the research based on communication variables, it is still not optimal. The lack of socialization from the Dinas to students who will receive scholarship assistance, for resources such as the number of staff, facilities and infrastructure is sufficient. As for the inhibiting factors for this program, the delay in channeling funds from the company as donors and students is still lacking pay attention to systematics, and the requirements set by the Education and Culture Office of Lamandau Regency.

Empowerment is a process of empowering communities where the community is given an ability to manage all available resources to improve the standard of living of the community itself. One form of empowerment is like what has been done in PKBM Lutfillah and has been running since 2007. The problems that will be discussed in this paper are about how to implement community empowerment through Life Skills and Entrepreneurship Programs in PKBM Luhtfillah Pahandut Urban Village, Palangka Raya City, and whatever supporting and inhibiting factors for the implementation of the Life and Entrepreneurship Skills Program at PKBM Lutfillah. The theory used in this study is using the theory of Edi Suharto (2011), namely: planned and collective activities; improve people's lives; priority for weak and disadvantaged groups; and carried out through capacity building programs. This type of research uses qualitative research methods where the purpose is to describe and analyze the implementation of Life and Entrepreneurship Skills Program in PKBM Luthfillah as well as supporting factors and inhibiting factors that influence the implementation of the program. Which in this study is data collection through observation, interview, and documentation techniques. The analysis technique is through data collection, data reduction, data presentation, and drawing conclusions and verification. The results showed that in the implementation of Life and Entrepreneurship Skills Program in PKBM Luthfillah through 3 stages, namely the recruitment of prospective participants, implementation, and closure had been going well and the benefits had really been felt by participants both to improve their thinking skills but also able improve their lives by creating a new independent business. in addition to increasing their economic income, they are also able to change their mindset so that they are more critical in fulfilling their needs by not always relying on government assistance. Supporting factors that influence the implementation of the program are; availability of tutors, availability of funds, and availability of facilities. While for the inhibiting factors is; capture power, and time constraints.

Palangka Raya City has many tourist attraction locations related to natural tourism, cultural tourism, religious tourism that can be developed, one of which is the Sei Gohong Tourism Village. So that with the management, construction of facilities and infrastructure as well as increased productivity, innovation, creativity, will increase the Regional Original Income (PAD) of Palangka Raya City. This study aims to describe and analyze how the optimization of the Pentahelix Model Collaboration in the Development of Sei Gohong Tourism Village, Bukit Batu District, Palangka Raya City. This study uses a qualitative approach because according to researchers’ qualitative research methods are more suitable for exploring and describing in depth the problems to be raised regarding the Pentahelix Collaboration Model in the Development of Sei Gohong Tourism Village, Bukit Batu District, Palangka Raya City. To see optimal collaboration, it can be measured by theory (Gray, 1989) which includes: (1) Interdependence, (2) Constructive Unification of Thought to Achieve Solutions, (3) Joint Ownership of Decisions, (4) Joint Responsibilities.The results showed that the Pentahelix Model Collaboration in the Development of Sei Gohong Tourism Village, Bukit Batu District, Palangka Raya City is still not optimal. This can be seen from the level of cooperation between Pentahelix stakeholders which is still not running optimally, there is no dependence between stakeholders and other stakeholders, the lack of constructive unification of thought to reach a solution because the meeting rate is very low and unscheduled, so that for joint decisions all actors ( Joint ownership of decisions in determining Musrenbang policies is not entirely based on mutual agreement, besides joint responsibility so far there is still no binding law based on cooperation (MOU).Suggestions for increasing collaboration on the importance of good communication and conducting regular meetings involving various Pentahelix stakeholder actors to unite the same vision and mission by holding events, as well as the formation of regulations as one of the supporting factors for the creation of the Pentahelix Model Collaboration in the Development of Sei Gohong Tourism Village, District Bukit Batu City of Palangka Raya.

Kemiskinan menjadi problem setiap manusia, masyarakat, daerah, bahkan setiap negara di dunia. Oleh karena itu program pengentasan kemiskinan juga menjadi program setiap daerah dan negara di dunia tersebut. Lingkungan sebagai tempat tinggal manusia memiliki andil dalam terjadinya kemiskinan. Oleh karena itu penelitian ini bertujuam untuk mendeskripsikan pendekatan lingkungan sebagai upaya untuk melakukan pemetaan kemiskinan, inventarisir penyebab kemiskinan dan kemudian menjadi solusi untuk menyusun program pengentasan kemiskinan. Pendekatan kualitatif menjadi opsi untuk dapat menjawab tujuan tersebut, mengingat pendekatan penelitian kualitatif dapat menggali data sampai mendalam baik secara personil maupun kelembagaan. Penentuan informan menggunakan teknik purposive, dan pengumpulan data dengan teknik observasi, wawancara dan dokumentasi. Data yang telah terkumpul diuji dengan uji validasi data dan hasilnya dianalisis dengan analisis SWOT. Hasil penelitian sebagai berikut : Pertama, Kemiskinan wilayah perkotaan: terdapat 7 (tujuh) variabel penyebab terjadinya kemiskinan yaitu: (1) motivasi kerja yang rendah, (2) kurangnya kreaktifitas, (3) rendahnya inisiatif, (4) kurangnya kepemilikan aset untuk berproduksi, (5) daya beli yang rendah, (6) pola konsumsi, dan (7) kondisi keluarga/orang tua sebelumnya.Kedua, Kemiskinan Wilayah Pinggiran Kota: terdapat 9 (sembilan) variabel penyebab terjadinya kemiskinan yaitu : (1) rendahnya kreaktifitas, (2) Besarnya anggota keluarga yang menjadi tanggungan, (3) rendahnya tingkat pendidikan, pengetahuan serta keterampilan yang dimiliki, (4) kepemilikan aset untuk berproduksi, (5) daya beli yang rendah, (6) kepuasan,(7) pola konsumsi, dan (8) besarnya anggota keluarga yang menjadi tanggungan (9) pendidikan yang rendah.

This research discusses how service quality, which is one of the keys to success provided by the government, is related to community satisfaction. The purpose of this study was to determine and analyze the effect of service quality on the level of community satisfaction in the District Integrated Administration Service at the Parenggean District Office. The research method used is a quantitative method with a sample of 100 people. The data obtained from the research results in the form of answers to questionnaires were tested using the validity test then analyzed using simple linear analysis then the t test to determine the level of significance. This analysis is assisted by the SPSS version 18 program. The measurement uses a questionnaire with indicators of service quality and community satisfaction which is distributed to respondents based on the respondent's own experience consisting of 28 questions. Based on the results that have been obtained, the researcher concludes that community satisfaction related to this study is strongly influenced by the quality of service with a value of 66%, this is considered quite influential, but there are still 34% which are still influenced by other variables outside of this study.

This study talked about Health Services at the Bukit Hindu Community Health Center Jekan Raya District Palangka Raya City. Because of this research how the problems that occur and what are the factors that exist in the Health Center,so that in the future what becomes a deficiency can be fulfilled and realized. The purpose of this study was to describe and analyze Health Services at Bukit Hindu Community Health Center Jekan Raya Subdistrict Palangka Raya City.The benefits of this research are theoretical benefits and practical benefits.This study uses the Fitzsimmons theory which suggests (five) public service indicators: Tangibles, Reliability, Responsiveness, Assurance and Emphaty.This research belongs to the type of descriptive research using qualitative methods. Sources of data in this study are primary data and secondary data, data collection is used by observation, interviews and documentation. In addition, the technical data collection is in the form of data reduction, data presentation and conclusion drawing.The results of this study that the facilities and infrastructure in the Bukit Hindu Community Health Center, Jekan Raya District, Palangka Raya City are still lacking, facts in the field there are still shortcomings such as lack of human resources, and there are still obstacles in the services provided.The conclusion of this study can be seen from tangible indicators that still have some shortcomings of facilities and infrastructure, reliability is quite good, responsiveness is quite responsive, guarantees are very clear in accordance with established standards, empathy there are some officers who sometimes have different attitudes and not friendly to the community. Factors supporting access to easily accessible health centers, inhibiting factors for lack of facilities and infrastructure, and slow response and even government actions.

Orientasi Homoseksual pada remaja laki-laki, dapat terbentuk ketika anak mendapat label dari lingkungannya. Selain itu, perilaku lingkungan keluarga terhadap anak-anak, termasuk pola asuh juga dapat membentuk orientasi homoseksual pada masa remaja. Pada akhirnya, kembali pada dirimasing-masing remaja pria itu sendiri dalam membentuk identitasmereka.

Globalisasi tidak memberikan kesempatan bagi entitas apapun untuk bersembunyi  dari ranah publik. Dalam konteks keagamaan, maka tak satupun agama dapat menutupi dirinya dari perhatian publik. Globalisasi dengan demikian sekaligus membuka pintu perjumpaan antaragama dalam satu?rumah-global?. Hal inimenghadirkankonsekwensi pelik; persinggungan antar claim of truth yang makin tak terhindarkan! Dalam kondisi demikian, paham Sekularisme dan Pluralisme bersemai perlahan dalam relung-relung kehidupan umat beragama. Menawarkan netralitas sikap dan kesatuan pandangan bagi masa depan bersama. Namun tentu saja penerimaan kedua paham masih menjadi diskursus panjang dan berliku, bahkan diantara pemeluk agama sendiri. Bagai simalakama; menerima tawaran sekularisme dan pluralisme dapat menjebak keber-agamaan kedalam jurang nihilism, sementara berpegang teguh pada keyakinan rigid hanya akan menjerumuskan kedalam lubang hitam absolutisme, keduanya merupakan kutub yang sama berbahaya. Tantangan globalisasi juga akan merubah ?wajah? agama-modern yang sangat jauh berbeda dengan agama-tradisional sebelumnya; dimana agama tidak lagi ?berwibawa‘, solid dalam satu kesatuan (umat), melainkan terfragmentasi kedalam individu-individu yang beragam. Ini tentu bukan pertanda agama akan terpinggirkan di ranah privat-individual, melainkan justru tampil mengemuka di ranah publik, melalui figur pribadi-pribadi yang tidak kalah saleh-nya  dengan otoritas ulama-pendeta formal. Religiusitas-modern masa depan ditandai dengan tampilnya pribadi-pribadi layaknya ?mullah?, imam, yang sibuk mencerdaskan keber- agamaan dirinya di ruang publik. Dan akhirnya, ruang publik (public sphere) sendiri mengalami perubahan signifikan, yang bahkan pergi jauh meninggalkan idealisme sang penggagasnya, Habermas. Dimana tak mungkin lagi ada ruang yang mengandaikan kesepahaman bersama, sebab ruang yang tersisa hanyalah bagi individu-individu yang sangat   beragam,   yang   sangat   toleran   akan   perbedaan,   bahkan   tidak   sedikit  yang ?mengecam‘ kesepahaman.
