This article offers an overview of neighbourhood-based BIDs (NBIDs) in Sweden. Swedish NBIDs tend to appear in stigmatized residential areas engaging with pressing sets of urban issues that have been longstanding concern of social policy. Their overarching goal is raising property values in neighborhoods on the edge between urban decline and (re)development potential. Emerging in a neoliberalizing institutional context, NBIDs present themselves as correctives to public-policy failures by promoting property-oriented solutions. The adaptation of the BID model in the Swedish ‘post-welfare’ landscape, however, exhibits, and arguably exacerbates, the shortcomings found in BID elsewhere. Their opaque institutional structure and lack of accountability contribute to curbing democratic influence over local development, thus reinforcing spatial inequalities. We argue that the growing political advocacy for the institutionalization of the BID model in Sweden presents a new milestone in the neoliberalization of urban governance, as private actors are promoted to legitimate co-creators of urban policy.

Policy failures are often assumed to be unintentional and anomalous events about which well-intentioned governments can learn why they occurred and how they can be corrected. These assumptions color many of the results from contemporary studies of policy learning which remain optimistic that ongoing policy problems can be resolved through technical learning and lesson drawing from comparative case studies. Government intentions may not be solely oriented toward the creation of public value and publics may not abide by government wishes, however, and studies of policy learning need to take these “darksides” of policy-making more seriously if the risks of policy failure are to be mitigated.

This essay, based on a public lecture, deals with the last Civil Service (CS) Reform in Japan, which had been attempted since the 1990s and was completed in 2014. Bureaucrats enjoyed a “summer” where they actively were engaged in policy-making. But a series of policy failures and scandals revealed in the 1990s were attributed to their excessive autonomy, and centralized personnel control by the prime minister was introduced. However, discourse analysis of the Diet (Parliament) during the period of Reform indicates that there was neither a shared understanding of the meaning of CS impartiality, nor of the values to be borne by the CS. The driving force of the Reform was mainly people’s fury. It therefore resulted in relegating bureaucrats to being “lackeys” of the prime minister, ignoring their self-respect. This has given rise to various undesirable consequences. Will the CS see another “spring” in Japan?

This integrative review seeks to employ insights from critical social psychology and Indigenous nation building governance research to advance an explanation for why Australian state policy continually fails to improve the lives of Aboriginal and Torres Strait Islander peoples and reproduces trauma. The review suggests that settler-colonial law and policy embed a history of oppressive relations that suppress Indigenous voice, culture, and identity, inexorably leading to intergenerational traumatic social and wellbeing outcomes for Indigenous peoples. Given settler-colonial policy’s ongoing role in continuing the subordination of Aboriginal and Torres Strait Islander law/lore, the ongoing policy failure to redress Indigenous inequality and improve their wellbeing is unsurprising. Nevertheless, our analysis contributes to understanding how just and viable relations between Australian Indigenous peoples and the settler-colonial state are possible through collaborative politics. Allowing space for agreement and disagreement in their worldviews, collaborative negotiations offer a way forward to redress policy failures and traumatic outcomes that are currently entrenched.

There is an increasing concentration of Public Administration scientists on measuring whether policy succeeds or fails. It is no longer clear how best to ensure that the policy process from formulation to policy implementation is the best and more effective way. Including in the Home Industry Food, Production Certificate Policy (SPP-IRT) is taken as a locus. Study of the Home Industry of Ground Coffee in Nagari Koto Tuo, Tanah Datar Regency. The policy on offering SPP-IRT has undergone several changes, but it will not be effective. It will fail to provide quality assurance and food safety.  the increase in IRTPs who have certificates does not increase. The research method used in this study uses a qualitative approach with a case study research design. The results showed that providing Food Home Industry Certification (IRTP) with the case in the provision of IRTP Coffee Powder certificates in Nagari Koto Tuo showed that the policy failures included tolerable policy criteria. Modest loss when it happens does not fundamentally hold back the goals the proponents want to achieve, and the minor opposition and criticism that occurs is almost non-existent in this SPP-IRT-related policy.

The paper analyzes the long pathway of environmental issues from their start as a highly specialized field to becoming part of mainstream economics. The visibility of global warming and the Paris goal to limit global warming have supported this process, along with concepts ranging from externalities to public goods and cost-benefit analysis. However, we see that most countries are not on track towards reaching climate neutrality early enough to prevent disastrous increases of temperature, due to market and policy failures. Instruments to curb global warming, along with their limits and advantages, are analyzed. Strategies in sectors and countries will have to be different. International cooperation must limit negative spillovers, and it has to support learning processes while enforcing synergies. The article concludes that the problem has become mainstream in economics, but nevertheless requires an interdisciplinary approach.

The COVID-19 pandemic is a global public health threat of serious concern, especially in conflict settings that face fragility and lack adequate resources and capacities. Gaza suffers from a blockade imposed by the Israeli occupation, environmental deterioration, confiscation of lands, demolition of houses and hospitals, restrictions on movement, lack of control over natural resources, and financial constraints. Gaza's population is consequently living in a poor humanitarian situation with high unemployment rates, poverty, over-crowdedness, and a weak health system. This makes Gaza incredibly fragile and affects its ability to respond to the COVID-19 pandemic effectively. The pandemic is expected to deepen Gaza's systems' fragility, which is already overstretched beyond their limits. This will hinder its capacity to deal with the pandemic, and other pre-existing pressing humanitarian needs. Therefore, in this review, we comprehensively explored Gaza's policy failures and successes related to the COVID-19 preparedness and response by state and non-state actors and recommend potential solutions and alternatives. We have addressed critical issues including the health system, water, sanitation, hygiene, socio-economic, education, food security, and others. In Gaza, effectiveness in combating the COVID-19 pandemic can only come from committed political will, transparency from all regulators, strategic dialogue, comprehensive planning, and active international support.

AbstractDuring a pandemic, news media play a crucial role in communicating public health and policy information. Traditional newspaper coverage is important amidst increasing disinformation, yet uncertainties make covering health risks and efforts to limit transmission difficult. This study assesses print and online newspaper coverage of the coronavirus disease COVID-19 for March 2020, when the global pandemic was declared, through August 2020 in three countries: Canada (with the lowest per-capita case and death rates during the study timeframe), the United Kingdom (with a pronounced early spike), and the United States (with persistently high rates). Tools previously validated for pandemic-related news records allow measurement of multiple indicators of scientific quality (i.e., reporting that reflects the state of scientific knowledge) and of sensationalism (i.e., strategies rendering news as more extraordinary than it really is). COVID-19 reporting had moderate scientific quality and low sensationalism across 1331 sampled articles in twelve newspapers spanning the political spectrums of the three countries. Newspapers oriented towards the populist-right had the lowest scientific quality in reporting, combined with very low sensationalism in some cases. Against a backdrop of world-leading disease rates, U.S. newspapers on the political left had more exposing coverage, e.g., focused on policy failures or misinformation, and more warning coverage, e.g., focused on the risks of the disease, compared to U.S. newspapers on the political right. Despite the generally assumed benefits of low sensationalism, pandemic-related coverage with low scientific quality that also failed to alert readers to public-health risks, misinformation, or policy failures may have exacerbated the public-health effects of the disease. Such complexities will likely remain central for both pandemic news media reporting and public-health strategies reliant upon it.

<div>This Major Research Paper conducted analysis of social housing policies and regulations in Ontario from 1993 to present. It was done to unearth the dominant discourses that informed social housing policies. Through a review of the Literature, a broader perspective will be had on social housing as well as social assistance, of which is deeply intertwined with social housing. The lack of a national strategy on social housing has caused Toronto to adopt a more entrepreneurial approach to housing, using public private partnerships, social mix revitalization initiatives, and other market and third sector influenced development mechanisms.</div><div><br></div><div>Social policy has been neoliberalized in Ontario at least since the advent of the ‘Common Sense Revolution’ in 1995, when a Conservative government was elected on a platform of neoliberal reform. Since then social housing has not been given the priority it deserves even with the changing of government and promises to address the lack of affordable housing in Toronto. These findings highlight difficulties on the part of Toronto to develop new affordable housing at a time when the city continues to grow and demand for housing is increasing. The visibility of homelessness across the city suggest policy failures and a need to act, to address the problem of lack of affordable housing post haste.</div>
