Abstract In order to comprehensively evaluate the achievements of the 'Belt and Road' in integrated transportation, researchers need to optimize the method of generating evaluation indices and construct the framework structure of the 'Belt and Road' transportation index system. This paper used GDELT database as data source and obtained full text data of English news in 25 countries along ‘the Belt and Road’. The paper also introduced the topic model, combined with the unsupervised method (latent Dirichlet allocation, LDA) and the supervision method (labeled LDA) to mine the topics contained in the news data. It constructed the transportation development model and analyzed the development trend of transportation in various countries. The study found that the development trend of transportation in the countries along the line is unbalanced, which can be divided into four types: rapid development type, stable development type, slow development type and lagging development type. The method of this paper can effectively extract temporal and spatial variation of news events, discover potential risks in various countries, support real-time and dynamic monitoring of the social development situation of the countries along the border and provide auxiliary decision support for implementation of the ‘the Belt and Road’ initiative, which has important application value.

With the rapid development of online Knowledge Sharing Communities (KSCs), the problem of finding experts becomes increasingly important for knowledge propagation and putting crowd wisdom to work. A recent development trend of KSCs is to allow users to add text tags for annotating their posts, which are more accurate than traditional category information. However, how to leverage these user-generated tags for finding experts is still underdeveloped. To this end, this paper develops a novel approach for finding experts in tag based KSCs by leveraging tag context and the semantic relationship between tags. Specifically, the extracted prior knowledge and user profiles are first used for enriching the query tags to infer tag context, which represents the user’s latent information needs. Specifically, two different approaches for addressing the problem of tag sparseness in authority ranking are proposed. The first is a memory-based collaborative filtering approach, which leverages non-negative matrix factorization (NMF) to find similar users for alleviating tag sparseness. The second approach is based on Latent Dirichlet Allocation (LDA) topic model, which can further capture the latent semantic relationship between tags. A large-scale real-world data set is collected from a tag based Chinese commercial Q&A web site. Experimental results show that the proposed method outperforms several baseline methods with a significant margin.

Abstract The Arabic language is the common official language for the Arab nation, and one of the most important components of its identity, and it is also the link that connects the past of the Arabs with their present and their future, as it recorded the historical changes of the Arab nation over the course of the development extending for more than 1,600 years, and embodied its characteristics and preserved its culture and civilization through time. Arabic is one of the oldest foreign languages taught in China, and it played a pivotal role in promoting exchanges between China and Arab countries in various fields, politically, economically and culturally. After the founding of the People’s Republic of China, Arabic language teaching in Chinese universities achieved a remarkable development under the enlightened educational guidance, and succeeded in preparing batches of distinguished people who contributed and are contributing to the development of relations between Arab countries and China. After entering the 21st century and with the establishment of the China-Arab States Cooperation Forum and the consolidation of Sino-Arab strategic cooperation relations, especially with the launch of the Belt and Road Initiative and the concept of “One Community with a Shared Future for Mankind”, the cooperation relations between China and the Arab countries have reached a new threshold on various levels. Simultaneously, Arabic teaching in Chinese universities has entered the path of rapid development and achieved unparalleled remarkable results.

From the aspect of bibliometrics and social network analysis, this paper studies the content characteristics and network evolution of service quality in China, form visual analysis charts and summarizes the research hotspots and development trends. Taking CNKI database as the data source, data mining and association analysis of sample data were carried out by means of manual judgment, keyword co-occurrence, bibliometric software BICOMB and Pajek. 872 related literatures were retrieved from 1999 to 2019, and the tendency of the number of published papers in each year was close to the inverted U type. This study expands the application fields of bibliometrics and social network software, and analyzes the development trend of service quality. The theoretical and practical research on service quality has achieved rapid development in the past 20 years. The library service quality and service quality satisfaction have always gotten a high level of attention, and the characteristics of network platforms for service quality have gradually become apparent because of the development of the Internet and computer technology.

After thirty years of rapid development, China has become the second largest economy in the world. In order to strengthen economic cooperation with countries along the Belt and Road and assume more responsibilities as a major power, China has put forward the Belt and Road Initiative, which puts great pressure on the demand for Business English talents in society. However, at present, there is a shortage of high-level Business English talents in China. The traditional Business English talent training model cannot meet the needs of the business industry, which results in the serious disconnection between the cultivation of business talents and the market demand. Under the background of the Belt and Road Initiative, how to cultivate Business English talents has become a strategic issue. This research firstly combs the research of Business English talent training objectives and training model from the perspective of ESP Needs Analysis Theory, and then discusses the drawbacks of the current Business English training model from such aspects as curriculum setting, teaching system, and evaluation system, and gives suggestions in order to explore an appropriate Business English training model that meets the needs of the Belt and Road Initiative.
