17. US foreign policy in Africa

This chapter examines US foreign policy in Africa. It first considers the United States’ historical engagement with Africa, particularly during the Cold War era that saw the intensification of US–Soviet Union superpower rivalry, before discussing the rise of a New World Order in the immediate post–Cold War period that held out the possibility of positive US involvement in Africa. It then explores the United States’ adoption of a more realist approach after Somalia, as well as its renewal of limited engagement between 1996 and 2001. It also analyzes US policy towards Africa after 9/11, with emphasis on President George W. Bush’s efforts to incorporate Africa into Washington’s global strategic network as part of the new war on terror, as compared to the approach of the Obama administration calling for political transformation in Africa.

This chapter examines the historical evolution of U.S. foreign policy in Africa. It first considers the history of U.S.–Africa relations, particularly during the Cold War era of U.S.–Soviet Union superpower rivalry. It then turns to the immediate post-Cold War era, in which a New World Order — a vision in which the United States and the United Nations could combine to establish freedom and respect for all nations — held out the possibility of positive U.S. involvement in Africa. It also discusses American policy towards Africa after 9/11, focusing on President George W. Bush’s efforts to incorporate Africa into Washington’s global strategic network as part of the new war on terror. The chapter concludes with an assessment of Barack Obama’s peace diplomacy as an approach to the civil war in Sudan.

This chapter considers some of the competing theories that have been proposed to explain US foreign policy. It first provides an overview of some of the obstacles to constructing a theory of foreign policy before discussing some of the competing theories of US foreign policy, including systemic theories such as defensive realism and offensive realism, theories that accentuate domestic factors like liberalism and Marxism, and a theory that combines systemic and domestic factors, such as neoclassical realism and constructivism. The chapter also revisits the theoretical debate over the origins of the Cold War and concludes by analysing the debate on the most appropriate grand strategy that the United States should follow in the post-Cold War era, with particular emphasis on, primacy, liberal internationalism, and offshore balancing.

O artigo apresenta a política externa dos Estados Unidos como continuidade do período da Guerra Fria. Objetiva-se analisar a política externa dos Estados Unidos no pós-Guerra Fria como continuidade, tendo ela se tornado mais violenta em um contínuo crescente do poder dos EUA na ordem global desde o fim da Guerra Fria. Para tanto, assumimos uma postura crítica buscando analisar os fatos históricos mobilizados em relação ao papel dos EUA nesse período. Portanto, pretende-se analisar os novos contornos do sistema internacional no pós-Guerra Fria em relação ao papel de superpotência dos Estados Unidos. Discutindo o papel dos EUA nesse período, assim como o seu papel na economia política internacional do pós-Guerra Fria, como instrumento de política externa, no sentido de manter e estender o seu poderio.   Abstract: This paper presents US foreign policy as a continuation of the Cold War period. It aims to analyze US foreign policy in the post-Cold War era as a continuation, having become more violent in a steadily growing US power in the global order since the end of the Cold War. To do so, we took a critical stance to analyze the historical facts mobilized in relation to the role of the United States in this period. Therefore, we intend to analyze the new contours of the international system in the post-Cold War period in relation to the role of the United States as a superpower. Discussing the role of the United States in this period, as well as its role in the post-Cold War international political economy, as an instrument of foreign policy, to maintain and extend its power. This article uses realism to explain past US grand strategy and prescribe what it should be today. Throughout its history, the United States has generally acted as realism depicts. The end of the Cold War reduced the structural constraints that states normally face in anarchy, and a bipartisan coalition of foreign policy elites attempted to use this favorable position to expand the US-led ‘liberal world order’. Their efforts mostly failed, however, and the United States should now return to a more realistic strategy – offshore balancing – that served it well in the past. Washington should rely on local allies to uphold the balance of power in Europe and the Middle East and focus on leading a balancing coalition in Asia. Unfortunately, President Donald Trump lacks the knowledge, competence, and character to pursue this sensible course, and his cavalier approach to foreign policy is likely to damage America’s international position significantly.

This chapter examines U.S. foreign policy in Russia. The end of the Cold War lifted the threat of nuclear annihilation and transformed the international security landscape. The United States interpreted the collapse of the Soviet Union as evidence that it had ‘won’ the Cold War, and that its values and interests would prevail in the future world order. The chapter first provides an overview of the collapse of the Soviet Union in 1991 before discussing U.S.–Russian relations under Bill Clinton and Boris Yeltsin, respectively. It then turns to the North Atlantic Treaty Organization (NATO) and its enlargement, the Kosovo crisis, and the ‘Great Game’ in Eurasia. It also analyses the rise of Vladimir Putin as president of Russia and the deterioration of U.S.–Russian relations and concludes with an assessment of the cautious partnership between the two countries.

This chapter examines some of the competing theories that have been advanced to explain U.S. foreign policy. In trying to explain the foreign policy of the United States, a number of competing theories have been developed by International Relations scholars. Some theories focus on the role of the international system in shaping American foreign policy while others argue that various domestic factors are the driving force. The chapter first considers some of the obstacles to constructing a theory of foreign policy before discussing some of the competing theories of American foreign policy, including defensive realism, offensive realism, liberalism, Marxism, neoclassical realism, and constructivism. The chapter proceeds by reviewing the theoretical debate over the origins of the Cold War and the debate over the most appropriate grand strategy that the United States should follow in the post-Cold War era.

Otto von Bismarck famously said that “God has special providence for fools, drunks, and the United States of America.” Divine providence may not have hurt, but it was America’s domestic political institutions that transformed a smattering of British colonies in North America into, first, an independent nation and, then, a global superpower with a network of allies and partners spanning six continents. The United States faced off against the Soviet Union for a half century during the Cold War. But Washington possessed the better institutions, and the stress of the competition caused Moscow’s political system to collapse altogether. In the post–Cold War period that followed, Washington deepened and expanded the Pax Americana, and spread unprecedented levels of global peace, prosperity, and freedom. For the first time since Ancient Rome, a single superpower so overawed any potential competitors that great power rivalry itself came to a temporary halt.

With the end of the Cold War, much attention has been paid to the nature of the emerging new world order. By what criteria will power and influence be measured in this new era? Who will be the winners and losers? What types of allegiances will develop? Or is Francis Fukuyama's argument correct that, with the collapse of communism, we have reached the "...endpoint of man's ideological evolution" and thus "the end of history". Unlike Marx, who saw socialism at the end of humanity's arduous journey, Fukuyama tells us that the search is off because we have already arrived at our evolutionary destination: liberal capitalism...Other analysts envision less optimistic scenarios...One of the most popular scenarios over the past few years has been to anticipate growing tensions between the three main core powers: the US, Germany, and Japan... The first task of this paper, then, is to look at Germany within the context of the radically altered post-Cold War period... We argue that Germany, based on a multitude of factors which will be outlined below, is not now, nor will it ever become in the foreseeable future, a global hegemon... Indeed, as will be asserted in the second part of this paper, Germany will enter into a close alliance with the United States to form a reinvigorated trans-Atlantic marriage in which the common bonds of "culture and civilization" will replace a virulent anti-communism as the common vow.

Propõe-se que o “anticolonialismo imperial” engendrado pelos Estados Unidos no processo de disputa pela abertura do mercado chinês está na origem dos conflitos com as tradicionais potências imperialistas. O trabalho explora, portanto, a tese historiográfica revisionista segundo a qual a política externa norte-americana radicada nos princípios da “Open Door Policy” é fundamental para a compreensão de antagonismos que contribuíram para a Guerra Fria. Abstract The aim of the article is to analyze the conduct of US foreign policy with China between 1890 and 1909, taking as reference the historiographical interpretation of the revisionist authors William Appleman Williams and Walter LaFeber. It is proposed that the "imperial anticolonialism" engendered by the United States in the process of dispute over the opening of the Chinese market is at the origin of conflicts with the traditional imperialist powers. The paper thus explores the revisionist historiographical thesis that US foreign policy rooted in the principles of the Open Door Policy is fundamental to understanding the antagonisms that contributed to the Cold War. Resumen El objetivo del artículo es analizar la conducción de la política exterior estadounidense con China, entre 1890 y 1909, tomando como referencial la interpretación historiográfica de los autores revisionistas William Appleman Williams y Walter LaFeber. Se propone que el "anticolonialismo imperial" engendrado por Estados Unidos en el proceso de disputa por la apertura del mercado chino es el origen de los conflictos con las tradicionales potencias imperialistas. This chapter examines the United States's Wilsonianism in the post-Cold War era, first under George H. W. Bush and then under Bill Clinton. It considers how Bush, who became president as the Soviet Union was disintegrating and its leaders were looking for a new framework of understanding with the West, used Wilsonianism to address the question of establishing a world order favorable to American national security. It also discusses various Bush initiatives that were designed to establish a new world order after the cold war, Clinton's selective approach to liberal democratic internationalism, the effects of liberal economic practices on American national security, and the link between nationalism and liberal democracy. Finally, it assesses some of the challenges involved in the United States' efforts to bring about stable constitutional governance in many parts of the world.
