Abstract For decades ‘youth bulge’ theory has dominated understandings of youth in mainstream International Relations. Youth bulge theory has also become part of some public media analyses, mainstream political rhetoric, and even officially enshrined in the foreign policy of some states. Through the ‘youth bulge’ lens, youth—especially males—have been presented as current or future perpetrators of violence. However, this article argues that the youth bulge thesis postulated in mainstream IR is based on flawed theoretical assumptions. In particular, supporters of youth bulge theory fail to engage with existing research by feminist IR scholars and thus take on a biological essentialist approach. This has led to theoretical and practical misunderstandings of the roles youth play in relation to conflict, peace and security. These partial and biased understandings have also resulted in less effective policy-making. In critically reflecting on the ‘youth bulge’ thesis, this article argues that applying gender analysis is crucial to understanding the involvement of young people in general—and young men in particular—in conflict. Doing so will contribute to advancing more accurate analysis in scholarship and policy-making.

Youth is always considered as the dynamic section of society which stands inevitable both as age category and social status. There is a strong tendency among politicians, researchers to see youth bulge as a problem to be solved or as a threat which must be treated. However youth are underestimated as positive agents of change and key actors in development and harmony of the nation. But then more importantly, providing a conducive environment for youth is crucial and remains as the biggest challenge in India as the nation is going to be the youngest nation in the world demographically and will remain the same for next couple of decades. This paper explores the role of youth in development and various models and approaches by which the society and professionals working with youth can address those queries and anxieties associated with the youth bulge. Further the paper explores the scope of youth work in India as the nation is going to be the youngest nation in couple of years. Further research and debates on youth work as a profession in India is an essential element to develop specific guidance to support policy and commissioning processes in understanding how youth work contributes to effective interventions and improves the lives of young people.

Abstract To date, analyses of gender justice at the International Criminal Court (ICC) have focused primarily on critiques of, and shifts within, the Office of the Prosecutor. This article takes a different approach by focusing on the ICC’s judiciary. We being by arguing that state parties can and should do more than electing a balance of male and female judges – they can also ensure gender-sensitivity on the Bench by supporting candidates with expertise in gender analysis, and by backing judges who bring a feminist approach to their work once elected. Next, we explain the concept of the ‘feminist judgment-writing’ and suggest that this method offers a useful framework for embedding gender-sensitive judging at the ICC. To illustrate this argument, we highlight opportunities for ICC judges to engage in gender-sensitive judging in relation to interpreting the law, making findings of fact, and deciding procedural questions. The final section of the article discusses how best to institutionalize the practice of gender-sensitive judging at the ICC.
