Anti-naturalism’s effect on the study of human behavior and society is profound and comprehensive. In terms of empirical inquiry, a new approach to explanation and concept formation is generated. In terms of normative inquiry, the wall dividing the study of values versus facts comes tumbling down. Readers are introduced to how an anti-naturalist framework can ground a distinctively deliberative and interpretive turn in public policy. Over the last three decades there has been an important shift among a minority of public policy scholars toward interpretive and deliberative modes that are critical of naturalism’s justification of rule by supposedly scientific experts of human behavior. Like the interpretive turn more generally, this deliberative remaking of public policy has drawn on a great diversity of philosophical sources, including phenomenology, discourse theory, Dewey’s pragmatism, and post-structuralism. While we embrace the fact that this transformation of policy discourse and practice can be reached by a variety of philosophical routes, we also argue that an anti-naturalist framework can clarify certain confusions that cloud these debates.

The persistence of racial inequality in the United States raises deep and complex questions of racial justice. Some observers argue that public policy must be “color-blind,” while others argue that policies that take race into account should be defended on grounds of diversity or integration. This chapter begins to sketch an alternative to both of these, one that supports strong efforts to address racial inequality but that focuses on the conditions necessary for the liberty and equality of all. It argues that while race is a social construction, it remains deeply embedded in American society. A conception of racial justice is needed, one that is grounded on the premises provided by liberal political theory.

This essay addresses the problem of teachers and students who have reached the point of trying to find a common ground for perceiving (seeing) politics. This may occur almost any time during any social science course, but it cannot be assumed to happen automatically the first day of class in government, citizenship, or public affairs. Hopefully, the signal is some variant of the question: “What do we mean by politics, or the political aspect of human affairs?” A parade of definitions — taking controversial positions on public policy issues; running for elective office; who gets what, when and how; and manipulating people—is not a mutually-satisfying answer if it produces the Queen of Hearts’ attitude in students that the word politics means what they choose it to mean and nothing more.

This chapter introduces the field of animal studies as an interdisciplinary scholarly endeavor to understand the relationship humans have with other animals. That relationship is mapped into five major categories, reflected in the titles of each of the handbook’s five parts: “Animals in the Landscape of Law, Politics and Public Policy”; “Animal Intentionality, Agency, and Reflexive Thinking”; “Animals as Objects in Science, Food, Spectacle and Sport”; “Animals in Cultural Representations”; and “Animals in Ecosystems.” The chapters in each part are summarized and key issues in the “animal question” are explicated. Chapter topics include animals in research, entertainment, law, political theory, public policy, agency, tourism and ecology. Concluding remarks include an appeal for altruistic coexistence for all beings in the earth’s ecosystem.
