AbstractMost accounts of responsibility focus on one type of responsibility, moral responsibility, or address one particular aspect of moral responsibility such as agency. This article outlines a broader framework to think about responsibility that includes causal responsibility, relational responsibility, and what I call “narrative responsibility” as a form of “hermeneutic responsibility”, connects these notions of responsibility with different kinds of knowledge, disciplines, and perspectives on human being, and shows how this framework is helpful for mapping and analysing how artificial intelligence (AI) challenges human responsibility and sense-making in various ways. Mobilizing recent hermeneutic approaches to technology, the article argues that next to, and interwoven with, other types of responsibility such as moral responsibility, we also have narrative and hermeneutic responsibility—in general and for technology. For example, it is our task as humans to make sense of, with and, if necessary, against AI. While from a posthumanist point of view, technologies also contribute to sense-making, humans are the experiencers and bearers of responsibility and always remain in charge when it comes to this hermeneutic responsibility. Facing and working with a world of data, correlations, and probabilities, we are nevertheless condemned to make sense. Moreover, this also has a normative, sometimes even political aspect: acknowledging and embracing our hermeneutic responsibility is important if we want to avoid that our stories are written elsewhere—through technology.

The article examines a problem relevant to the national security of the state, the possibility of applying economic and mathematical models to predict the prospects for the development of the space industry. In modern conditions the, space industry is seen as the basis for innovative development and economic security of the state, which is the driving force of economic development. After all, in order to sustainably develop the economy and achieve the indicators planned by the government, it is necessary to have a clear idea of the mechanisms and function of the system as a whole and its individual parts. That is why competent forecasting of the main indicators of the development of the space industry with the identification of key factors influencing it is especially relevant at the present stage. Forecasting of indicators, based on the construction of economic and mathematical models of industry development. It is determined that the construction of this model begins with the development of a specification of the model, which includes a verbal description of the study, followed by a presentation of the process of its operation in the form of mathematical formulas. It is important to clearly formulate and define the problem, as well as to identify all the factors and patterns that characterize the functioning of the system. Economic and mathematical models can increase the efficiency of the planning system of the industry and increase the accuracy of the process of forecasting its development. The successful development of the space industry today becomes a necessary condition for preserving national sovereignty both in the military-political aspect and in the field of information security.

This research article deals with the accepted and implemented agreements of the Central Asian states after after the fall of the Soviet Union: Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Turkmenistan in the field of political and economic cooperation, defense, cultural, social and humanitarian spheres. The relations of the Central Asian states are the object of this research and are considered as a political and historical aspect. These Central Asian states have their own history of development, which was formed in the post-Soviet period. Therefore, scientific literature and archival documents were brought to scientific analysis in order to study their initiatives and agreements on cooperation with each other at the international level from a scientific point of view in the field of historical science and consider them in the historical and political aspect. From the theory methodological point studying the political, economic, socio-cultural development of the states of Central Asia in the historical and political aspect, as well as in the system of international relations is one of the most important problems. Therefore, it is necessary to summarize and analyze scientific literature, archival data and information contained in the collection of documents related to this topic from a scientific point of view. As a result, mutual agreements, friendship and cooperation between the states of Central Asia, strategic partnership in the areas of development were also studied, and an analysis of their past and future was carried out

The history of harem institution has been a subject of interest among researchers on the Ottoman era for the reason of extraordinary involvement of women in administrative affairs of Ottoman politics, military and international relations. The emergence of some prominent Ottoman female figures such as Hurrem Sultan, Kosem Sultan and Turhan Sultan proved that the harem institution is very significant and dynamic.Therefore, the purpose of this article is to study the history of the Ottoman harem institution in general, besides analysing related issues on its role in the social and political aspects. This research uses a qualitative approach through the methods of historical study and content analysis, in gathering and analysing information from relevant materials and academic sources. From the results of the study, this research argues that the main role of the harem institution in the social aspect is the segregation of women to assigned spaces. In the political aspect, the harem has a significant effect on Ottoman administrative affairs, particularly in the 16th and 17th centuries. The harem institution was responsible for the continuity of administration, by giving birth to heirs for the throne and shaping a new dimension for the Ottoman’s international relations or external affairs through the role of diplomatic agents.

The constitutional reform is one of the most debatable reforms in the Albanian transition period. One of the most critical moments is the Referendum on the Constitution dated November 6th, 1994. The way how this process took place, helps us to understand more about the nature and the dynamics of the Albanian events during the transitional period.  The purpose of this descriptive - analytic study is to describe, analyze and evaluate the Referendum on the Constitution dated November 6th, 1994, in legal, procedural and political aspect as well as its effects on political life in Albania. To meet this objective, we will be delivering an analysis of all events and decisions that took place before, during and after the Referendum on the Constitution, concentrating on the procedures that followed, debates associated to the process, political and institutional attitudes, electoral campaigns, attitudes of political parties towards the content of the draft constitution, reasons of the popular “NO” to the referendum and its consequences. The study relies on official documents of Albanian and foreign institutions (such as OSCE, Venice Commission), the press (newspapers like “Zëri i Popullit”, “Rilindja Demokratike”, “Koha Jonë”) publications from domestic and foreign scholars and memories of the protagonists. At the end, it was concluded that the lack of political consensus and the willingness of political forces to come to an agreement with each other, made the attempt to give the country a constitution failed.  The result of the referendum affected the political life in the country by increasing conflicts and political intolerance among the parties. There were problems within the Democratic Party and the governing coalition too.

Internet ban in the middle of 2019 in Papua after the outbreaks of demonstrations and riots in Papua and West Papua, still leaves various speculations and question marks. The court ruling which had won the lawsuit of the Press Freedom Defender Team against the President and the Minister of Communication and Information of Indonesia also seemed to pass by without any significant follow up. Many studies on this phenomenon in terms of law and human rights have been carried out. However, several other aspects that are also interesting and useful have not been much elaborated. This paper explores this phenomenon based on political aspects, information democracy, and digital literacy that is closely related to communication. This is a literature review that employs document study data collection techniques and interactive data analysis. From the analysis it can be found that the Papua’s internet ban relates to the effort by the Indonesian government to domesticate Papua issue in the context of politics. In terms of information democracy, there is a violation in citizen rights that intend to internationalize the issue. Finally, in the context of digital literacy, there is a need to collaborate in order to improve digital literacy skills among Papuan. The implication of this study is the richer perspective in viewing a controversial phenomenon and involves the wider community, considering that this phenomenon is very likely to still occur in Indonesia in the future. One of the key tasks of the modern Russian state and society is the preservation of cultural heritage. Cultural heritage includes a wide range of tangible and intangible objects that need constant study and preservation. This task is especially relevant for the maintenance of ethnic cultures of peoples that demonstrate unfavorable dynamics of ethnodemographic processes, which is typical in particular for the Finno-Ugric peoples of the Russian Federation. Based on the experience of implementing the master's program "Finno-Ugric World in historical, cultural and socio-political aspect" at Udmurt State University, the role of educational institutions in the institutionalization and preservation of the cultural heritage of the Udmurt people is studied.

The study contributes to defining the impact of digital communication on civic and political participation, explaining how social media mediate public activism. Based on the concept of the ‘digital citizenship’ the paper reveals the political aspect of the public activism of Russian youth online. The empirical model is based on a combination of methods and procedures of applied research in order to reveal the details of civil and political participation, and protest activism of youth online. The research model includes analysis of social media and a large-scale online survey of the younger audience. Based on the analysis of social media information flows, the paper states the prevalence of the youth’s civic participation over political participation, as well as the fact that the dynamics of social activity depend on the events and the current agenda. The authors describe the level of civic and political activity of youth online based on sociological data. They also divide the audience of the protest theatre according to the following models: leaders, activists, followers, and spectators. In general, the study reveals the status and details of the younger generation’s communication activity online, where communities establish and implications of linking actions appear.
