The Invention of Terrorism in Nineteenth Century Europe, Russia, and the United States

This chapter examines the emergence of terrorism. It argues that five men invented terrorist tactics in a transnational learning process between 1858 and 1866 in Europe, the United States, and Russia. After a systematic reflection on terrorism’s sociopolitical logic and its preconditions, the chapter analyzes Felice Orsini’s attempt to assassinate Napoleon III and the media reactions. This case is interpreted as the beginning of the invention of terrorism. News of Orsini’s deed traveled to America and had inspired John Brown, who changed his tactics from guerilla war to terrorism when he planned his raid on Harpers Ferry. Oskar Wilhelm Becker, John Wilkes Booth, and Dmitrii Vladimirovich Karakozov were the three most significant imitators of both Orsini’s and Brown’s deeds. They finalized the tactic by universalizing it politically and developing the claim of responsibility (Bekennerschreiben). With these developments the terrorist tactic as we know it today was fully developed.

This chapter discusses Mazzini's influence in the context of the slavery crisis of the 1850s in the United States. That decade, which saw a crisis erupt in Kansas over the question of whether slavery should be allowed to expand, ended dramatically at Harpers Ferry, Virginia, where the violent abolitionist John Brown led a doomed attempt to arm and liberate slaves. Mazzini studied, wrote about, and on occasion attempted to enact popular insurrection and guerilla warfare. His ideas became essential to Brown's ideology and actions, which precipitated the Civil War. The chapter suggests an under-appreciated aspect of Mazzini's influence in America, invites a reassessment of the American sectional crisis of the 1850s for its transatlantic dimensions, and proposes a sobering but important dimension to the historical path of the spread of democratic nationalism.

Although some aspects of intellectual freedom embodied in the concept of academic freedom find their sources in earlier times, the modern development of the doctrine is largely derived from the nineteenth century German concepts of lehrfreiheit and lernfreiheit—freedom of teaching and learning respectively. The basic concept was that a university faculty member was free to teach what and how he thought best and students were free to learn what and how they thought best, with university authorities or external agencies such as governments imposing only the most minimal restraints on either teacher or student. The professor and student were viewed as engaged in a typically nineteenth century concept of laissez-faire, with the optimum situation being that of the least possible restriction on the teaching and learning process.Part of this concept—primarily that of freedom of teaching—crossed the Atlantic and found expression in the United States. This article will explore the meaning and premises of the doctrine of academic freedom of the teacher and research scholar, lehrfreiheit, as it so developed in the United States.

This article is the revised text of the first W A Wilson Memorial Lecture, given in the Playfair Library, Old College, in the University of Edinburgh, on 17 May 1995. It considers various visions of Scots law as a whole, arguing that it is now a system based as much upon case law and precedent as upon principle, and that its departure from the Civilian tradition in the nineteenth century was part of a general European trend. An additional factor shaping the attitudes of Scots lawyers from the later nineteenth century on was a tendency to see themselves as part of a larger Englishspeaking family of lawyers within the British Empire and the United States of America.

John Rae, a Scottish antiquarian collector and spirit merchant, played a highly prominent role in the local natural history societies and exhibitions of nineteenth-century Aberdeen. While he modestly described his collection of archaeological lithics and other artefacts, principally drawn from Aberdeenshire but including some items from as far afield as the United States, as a mere ‘routh o’ auld nick-nackets' (abundance of old knick-knacks), a contemporary singled it out as ‘the best known in private hands' (Daily Free Press 4/5/91). After Rae's death, Glasgow Museums, National Museums Scotland, the University of Aberdeen Museum and the Pitt Rivers Museum in Oxford, as well as numerous individual private collectors, purchased items from the collection. Making use of historical and archive materials to explore the individual biography of Rae and his collection, this article examines how Rae's collecting and other antiquarian activities represent and mirror wider developments in both the ‘amateur’ antiquarianism carried out by Rae and his fellow collectors for reasons of self-improvement and moral education, and the ‘professional’ antiquarianism of the museums which purchased his artefacts. Considered in its wider nineteenth-century context, this is a representative case study of the early development of archaeology in the wider intellectual, scientific and social context of the era.

Public opinion in the United States and elsewhere celebrated the liberation of Afghan women following the defeat of the Taliban government. The United States promised to stay in Afghanistan and foster security, economic development, and human rights for all, especially women. After years of funding various anti- Soviet Mujahidin warlords, the United States had agreed to help reconstruct the country once before in 1992, when the Soviet-backed government fell, but had lost interest when the warlords began to fight among themselves. This time, however, it was going to be different. To date, however, conditions have not improved for most Afghan women and reconstruction has barely begun. How did this happen? This article explores media presentations of Afghan women and then compares them with recent reports from human rights organizations and other eyewitness accounts. It argues that the media depictions were built on earlier conceptions of Muslim societies and allowed us to adopt a romantic view that disguised or covered up the more complex historical context of Afghan history and American involvement in it. We allowed ourselves to believe that Afghans were exotic characters who were modernizing or progressing toward a western way of life, despite the temporary setback imposed by the Taliban government. In Afghanistan, however, there was a new trope: the feminist Afghan woman activist. Images of prominent Afghan women sans burqa were much favored by the mass media and American policymakers. The result, however, was not a new focus on funding feminist political organizations or making women’s rights a foreign policy priority; rather, it was an unwillingness to fulfill obligations incurred during decades of American-funded mujahidin warfare, to face the existence of deteriorating conditions for women, resumed opium cultivation, and a resurgent Taliban, or to commit to a multilateral approach that would bring in the funds and expertise needed to sustain a long-term process of reconstruction.

The paper explores the origins of the auditing profession in the United States. It is suggested that the development of the audit function in this country can be traced to reporting by internal and shareholder auditors in the American railroads during the middle of the nineteenth century. Evidence is presented that a recognition of the need for audit independence existed, and that the provision of advisory services and reports on internal control by American auditors have been an inherent part of the auditor's role from that time.

This chapter briefly describes the history of religious institutes in the United States. It first covers the demographics—the overall numbers and the ethnic and socioeconomic composition—of the various institutes during the nineteenth century. It next discusses the types of ministries the sisters, brothers, and religious order priests engaged in, and the sources of vocations to their institutes. The second section covers changes in religious institutes after 1950, covering the factors which contributed to the changes as well as their impact on the institutes themselves and the larger Church. The chapter concludes with a brief overview of the subsequent chapters.

The media landscape of countries across the globe is changing in profound ways that are of relevance to the study and practice of political campaigns and elections. This chapter uses the concept of media regimes to put these changes in historical context and describe the major drivers that lead to a regime’s formation, institutionalization, and dissolution. It then turns to a more detailed examination of the causes and qualities of what is arguably a new media regime that has formed in the United States; the extent to which this phenomenon has or is occurring (albeit in different ways) elsewhere; and how the conduct of campaigns and elections are changing as a result. The chapter concludes with thoughts on the implications of the changing media landscape for the study and practice of campaigns and elections specifically, and democratic politics more generally.
