A growing body of research indicates officer training in correctional supervision programs is associated with improved use of evidence-based practices and lower rates of client recidivism. This scholarship also suggests larger reductions in recidivism can be achieved when officers implement program skills with higher quality. Despite their potential, research has shown standard training regiments alone are not sufficient in making all participants proficient users of skills. There is a need to determine what intensity of training produces the best results. In response, this study assessed the impact of federal probation officer training dosage in the Staff Training Aimed at Reducing Re-arrest (STARR) program on the outcomes of their clients. The results indicated clients of STARR-trained officers had fewer probation revocations and new arrests but more technical violations and positive drug tests. We also found clients supervised by officers with more versus less exposure to the STARR model had better outcomes.

Objectives To describe the epidemiology of congenital and infectious syphilis during 1991–2009, examine the impact of public health interventions and discuss the feasibility of syphilis elimination among Aboriginal people in Western Australia (WA). Methods: WA congenital and infectious syphilis notification data in 1991–2009 and national infectious syphilis notification data in 2005–2009 were analysed by Aboriginality, region of residence, and demographic and behavioural characteristics. Syphilis public health interventions in WA from 1991–2009 were also reviewed. Results: During 1991–2009, there were six notifications of congenital syphilis (50% Aboriginal) and 1441 infectious syphilis notifications (61% Aboriginal). During 1991–2005, 88% of notifications were Aboriginal, with several outbreaks identified in remote WA. During 2006–2009, 62% of notifications were non-Aboriginal, with an outbreak in metropolitan men who have sex with men. The Aboriginal : non-Aboriginal rate ratio decreased from 173 : 1 (1991–2005) to 15 : 1 (2006–2009). Conclusions: These data demonstrate that although the epidemiology of syphilis in WA has changed over time, the infection has remained endemic among Aboriginal people in non-metropolitan areas. Given the continued public health interventions targeted at this population, the limited success in eliminating syphilis in the United States and the unique geographical and socioeconomic features of WA, the elimination of syphilis seems unlikely in this state.

For rivers and streams, the impact of rising water temperature on biochemical oxygen demand (BOD) assimilative capacity depends on the interplay of two independent factors: the waterbody’s dissolved oxygen (DO) saturation and its self-purification rate (i.e., the balance between BOD oxidation and reaeration). Although both processes increase with rising water temperatures, oxygen depletion due to BOD oxidation increases faster than reaeration. The net result is that rising temperatures will decrease the ability of the world’s natural waters to assimilate oxygen-demanding wastes beyond the damage due to reduced saturation alone. This effect should be worse for nitrogenous BOD than for carbonaceous BOD because of the former’s higher sensitivity to rising water temperatures. Focusing on streams and rivers, the classic Streeter–Phelps model was used to determine the magnitude of the maximum or “critical” DO deficit that can be calculated analytically as a function of the mixing-point BOD concentration, DO saturation, and the self-purification rate. The results indicate that high-velocity streams will be the most sensitive to rising temperatures. This is significant because such systems typically occur in mountainous regions where they are also subject to lower oxygen saturation due to decreased oxygen partial pressure. Further, they are dominated by salmonids and other cold-water fish that require higher oxygen levels than warm-water species. Due to their high reaeration rates, such systems typically exhibit high self-purification constants and consequently have higher assimilation capacities than slower moving lowland rivers. For slow-moving rivers, the total sustainable mixing-point concentration for CBOD is primarily dictated by saturation reductions. For faster flowing streams, the sensitivity of the total sustainable load is more equally dependent on temperature-induced reductions in both saturation and self-purification.

Pre-exposure prophylaxis (PrEP) effectively reduces human immunodeficiency virus (HIV) transmission. We aimed to estimate the impact of different PrEP prioritization strategies among Black and Latino men who have sex with men (MSM) in the United States, populations most disproportionately affected by HIV. We developed an agent-based simulation to model the HIV epidemic among MSM. Individuals were assigned an HIV incidence risk index (HIRI-MSM) based on their sexual behavior. Prioritization strategies included PrEP use for individuals with HIRI-MSM ≥10 among all MSM, all Black MSM, young (≤25 years) Black MSM, Latino MSM, and young Latino MSM. We estimated the number needed to treat (NNT) to prevent one HIV infection, reductions in prevalence and incidence, and subsequent infections in non-PrEP users avoided under these strategies over 5 years (2016–2020). Young Black MSM eligible for PrEP had the lowest NNT (NNT = 10) followed by all Black MSM (NNT = 33) and young Latino MSM (NNT = 35). All Latino MSM and all MSM had NNT values of 63 and 70, respectively. Secondary infection reduction with PrEP was the highest among young Latino MSM (53.2%) followed by young Black MSM (37.8%). Targeting all MSM had the greatest reduction in prevalence (14.7% versus 2.9%–3.9% in other strategies) and incidence (49.4% versus 9.4%–13.9% in other groups). Using data representative of the United States MSM population, we found that a strategy of universal PrEP use by MSM was most effective in reducing HIV prevalence and incidence of MSM. Targeted use of PrEP by Black and Latino MSM, however, especially those ≤25 years, had the greatest impact on HIV prevention.
