On the basis of defining the concept of rural highway project performance, the necessity of the project performance evaluation of rural highway is analyzed. According to the theories of government's public function, fiduciary responsibilities accountability and public finance, the relation between rural highway and public finance are made researches on. Furthermore,with the application of the demand level theory of Maslow, the interrelationship among objects of the rural highway project performance evaluation is made an analysis of, and on top of that, combined with SWOT analysis method, the demand and goal of rural highway project performance evaluation are put forward.

Abstract. We present a novel method for analyzing range and Doppler spread targets in the amplitude domain using linear statistical inversion. The result of the analysis is an estimate of the range dependent amplitude behaviour of the target backscatter during the time that the transmission passes the target. A meteor head echo and strong backscatter from artificially heated regions of the ionosphere are used to demonstrate this novel analysis method. Plans to apply amplitude-domain radar target estimation methods to more complicated noisy underdetermined targets are also briefly discussed.

The purpose of the present study was to survey teachers views on the performance evaluation methods employed in the wolkite, Wachemo and Welaita sodo University. 280 randomly selected participants from the three universities were involved in the survey. Data gathered through questionnaire survey were analyzed using descriptive analysis method. The questionnaire surveys were used to examine the teachers views on the existing evaluation method. The present finding revealed that the performance evaluation method lacks objectivity, do not support teacher’s professional development and the evaluation procedures are in accordance with the purpose of evaluation. Based on the findings and discussions of study, conclusion and recommendations were forwarded.

In tapping-mode AFM, the steady-state characteristics of microcantilever are extremely important to determine the AFM performance. Due to the external excitation signal and the tip-sample interactions, the solving process of microcantilever motion equation will become very complicated with the traditional time-domain analysis method. In this paper, we propose the novel frequency-domain analysis method to analyze and improve the steady-state characteristics of microcantilever. Compared with the previous methods, this new method has three prominent advantages. Firstly, the analytical expressions of amplitude and phase of cantilever system can be derived conveniently. Secondly, the stability of the cantilever system can be accurately determined and the stability margin can be obtained quantitatively in terms of the phase margin and the magnitude margin. Thirdly, on this basis, external control mechanism can be devised quickly and easily to guarantee the high stability of the cantilever system. With this novel method, we derive the frequency response curves and discuss the great influence of the intrinsic parameters on the system stability, which provides theoretical guidance for selecting samples to achieve better AFM images in the experiments. Moreover, we introduce a new external series correction method to significantly increase the stability margin. The results indicate that the cantilever system is no longer easily disturbed by external interference signals.

A nonlinear regression analysis method for performance evaluation of poverty reduction of agricultural operators based on Stakeholder Theory Model analysis was proposed to improve the effectiveness of performance evaluation of poverty reduction of a new type agricultural operator in poverty-stricken areas. Firstly, it can find out which interest demands of different stakeholders and which interest realization paths have significant impact on the task performance and peripheral performance of the policy supply of new agricultural operators through factor analysis and regression analysis of the questionnaire data of stakeholders to provide sufficient basis for the appropriate revision and adjustment of policy supply; secondly, the nonlinear regression model is established by using the nonlinear least squares method to fit, control, and forecast the performance evaluation of poverty reduction behavior of agricultural operators, which is more accurate than linear regression in both object and method. Finally, the effectiveness of the proposed algorithm is verified by empirical analysis.
