Abstract Magnetic fluid is a novel material which could be applied in many fields including sensors, sealings, bilmedicines, and so on. Its super magnetism and fluidity could be used in the sensor as an inducting core. Magnetic fluid and its characteristics were introduced to adapt to the application in the pressure measuring devices. A pressure measuring device with magnetic fluid was proposed and the structure was analyzed and designed according to the characteristics of magnetic fluid. The working principle of pressure measuring device with magnetic fluid was analyzed, and the structure of pressure measuring device was designed and reformed to avoid the overflow and recovery of excessive of magnetic fluid. One arm of the U tube was designed to be a large cylinder to storage large quantities of magnetic fluid. The higher the required precision is, the larger the diameter of one arm should be designed with respect to the other arm of the tube. The measuring range of designed device could also be adjusted as needed. The measuring efficiency of the device could be improved by the designing and reforming work.

The National Solid Waste Policy (PNRS) and its regulation originated a new reference for the integrated and sustainable solid waste management in the country and new challenges for the implementation and improvement of the selective collection service provision in the municipalities. The purpose of this research is to identify the efficiency level of urban solid waste management in the Brazilian capitals during the period from 2002 to 2016. To measure the efficiency, the Data Envelopment Analysis (DEA) technique was used. The sample consisted of 20 Brazilian capitals. After measuring efficiency, the logistic regression technique was used to measure the contribution of each variable used in the DEA technique. As a result, it was observed that the number of materials recovered is very low compared to the number of materials collected, the municipality that collected the most materials was Vitória in 2015 and the municipality that recovered the most waste was Florianópolis in 2013.

This paper estimates the technical efficiency of Olympic disciplines in which Spanish athletes participate, taking into account the results obtained in the last three Olympic Games. A stochastic production frontier model (normal-exponential), using two control variables linked to economic factors such as budget and sports scholarships, is estimated in order to obtain different Olympic sports’ efficiencies distinguished by gender, using data from 2005 to 2016. The results detect some differences among the considered disciplines. In all the cases, athletics, canoeing, cycling, swimming, and tennis, depending on the gender, reach better values. This paper’s novelty lies in the efficiency analysis carried out on the Olympic disciplines and athletes of a country and not on the country’s efficiency, which allows managers and stakeholders to decide about investments concerning disciplines and athletes.

In the last decade, more and more attention has been paid to the efficiency of logistics systems not only in the literature but also in practice. The reason is the huge savings that can be achieved. In a very dynamic market with environmental changes distribution centers have to realize their activities and processes in an efficient way. Distribution centers connect producers with other participants in the supply chain, including end-users. The main objective of this paper is to develop a DEA model for measuring distribution centers’ efficiency change in time. The paper investigates the impact of input and output variables selection on the resulting efficiency in the context of measuring the change in efficiency over time. The selection of variables on the one hand is a basic step in applying the DEA method. On the other hand, the number of basic and derived indicators that are monitored in real systems is increasing, while the percentage of those used in the decision-making process is decreasing (less than 20%). The developed model was tested on the example of a retail chain operating in Serbia. The main factors changing the efficiency have been identified, as well as the corresponding corrective actions. For measuring efficiency change in time Malmquist productivity index is used. The developed approach could help managers in the decision-making process and also represents a good basis for further research.

O cenário adverso da saúde no país, agravado pela fragilização do Sistema Único de Saúde (SUS), que, a despeito de tal contexto, tenta fazer frente à maior tragédia sanitária de nossa história recente, tem neste documento uma posição para reflexão da Rede de Pesquisa em Atenção Primária à Saúde (APS) da ABRASCO, acerca da Eficiência e Gestão Pública no contexto da APS.  Estas notas abordam o contexto da APS e o agravamento com a pandemia da COVID-19, reforçando a importância do debate sobre subfinanciamento com recursos públicos e visa a potencializar os objetivos e valores sociais que perpassam a APS universal e de qualidade. Abordam também a compreensão do conceito de eficiência e sua adoção no contexto da APS, com foco na geração de serviços e cuidados com os recursos humanos, materiais, físicos e financeiros disponíveis às entregas e resultados decorrentes.  Nessa perspectiva, será abordada a premissa de que mensurar a eficiência é uma maneira capaz de estimular resultados ótimos com os recursos disponíveis.  No caso da APS, são mensuráveis os efeitos e impactos sobre os demais níveis de atenção. Ainda, a discussão sobre a Gestão Pública no contexto da APS é realizada considerando os diferentes formatos possíveis e seus efeitos à luz dos preceitos preconizados para uma saúde pública e universal. Por último, estas notas apresentam uma posição para o debate na Rede APS. Palavras-chave: APS, Eficiência, Gestão Pública   Abstract The adverse health scenario in the country, aggravated by the weakening of the Unified Health System (SUS), which, despite such a context, tries to face the greatest health tragedy in our recent history, has in this document a position for reflection by the Research Network in Primary Health Care (PHC) of ABRASCO, about Efficiency and Public Management in the context of PHC. These notes address the context of PHC and the worsening with the COVID-19 pandemic, reinforcing the importance of the debate on underfunding with public resources and aiming to enhance the social goals and values ​​that permeate universal and quality PHC. They also address the understanding of the concept of efficiency and its adoption in the context of PHC, focusing on the generation of services and care with human, material, physical and financial resources available for deliveries and resulting results. From this perspective, the premise that measuring efficiency is a way capable of stimulating optimal results with available resources will be addressed. In the case of PHC, the effects and impacts on other levels of care are measurable. Still, the discussion on Public Management in the context of PHC is carried out considering the different possible formats and their effects in light of the precepts advocated for universal and public health. Finally, these notes present a position for debate in the Rede APS. Keywords: PHC, efficiency, public management.

Public Employment Services (PES) are identified as important institutions in the process of improving the match between supply and demand in the labor market, which, despite their importance, still do not achieve the desired efficiency. The indicated problem is partly due to the lack of appropriate evaluation methods for the applied labor market policy instruments. This paper aims to verify the possibility of using the two-stage Data Envelopment Analysis (DEA) method in measuring the efficiency of public sector entities. The authors focused on 39 PES operating in Mazovia province, Poland in 2019. In the first stage, the model of technical efficiency of local PES included six variables (four inputs and two outputs). Only seven PES obtained full efficiency. The inefficiency of analyzed PES varied from about 1% to 80%. In the second stage, the attention focuses on the relationship between true unknown efficiency and its determinants (five environmental variables, both demand and supply oriented). Then, the regression coefficients and confidence intervals showed that three out of five variables influence the efficiency results, the share of the long-term unemployed, the share of the unemployed under 30, and the share of the unemployed over 50 in the total number of unemployed.
