Given the complexity of green public procurement, decisions are likely to be driven by bounded rationality. However, we know little about what determines supplier selection criteria in any given situation. This study explores buyer behavior when considering environmental criteria. We first conducted interviews and identified 12 operational procedures used by buyers. We then developed a survey to explore the use of these procedures. Our quantitative analysis suggests that public buyers are motivated by their belief that they can make a difference. This is independent of buyers' experience or gender. However, their occupational position and the nature of a procurement seem to influence how buyers seek information about environmental criteria and which information source(s) they use. The data suggest that four specific decision-making heuristics are associated with the selected operational procedures.

Linguistic terms are quite suitable to make evaluations in multiple criteria decision making problems since humans prefer them rather than sharp evaluations. When linguistic evaluations are used in the decision matrix instead of exact numerical values, fuzzy set theory can capture the vagueness in the linguistic evaluations. Ordinary fuzzy sets have been extended to many new types of fuzzy sets such as intuitionistic fuzzy sets, neutrosophic sets, spherical fuzzy sets and picture fuzzy sets. Spherical fuzzy sets are an extension of picture fuzzy sets whose squared sum of their parameters is at most equal to one. This paper develops a novel spherical fuzzy CRiteria Importance Through Intercriteria Correlation (CRITIC) method and applies it for prioritizing supplier selection criteria. Supplier selection is one of the most critical aspects of any organization since any mistake in this process may cause poor supplier performance and inefficiencies in the business processes. Supplier selection is a multi-criteria decision making problem involving several conflicting criteria and alternatives. A numerical illustration of the proposed method is also given for this problem.

Abstract Background The uptake of green public procurement in the Czech Republic is known to lag behind the European standards. We trace this condition back to the adverse effects of a specific type of decision-making trade-off faced by the Czech public procurement officials, namely the trade-off between stewardship and administrative compliance. The trade-off means that public procurers are aware of administrative risks and complications attendant on the conscientious non-perfunctory implementation of green public procurement. Results The overall result is that public procurers ultimately come to prioritize the contract criterion of the lowest price over ecological criteria. The existence of this trade-off has been generally confirmed by the results of a unique large-N survey of more than 1100 respondents from a group of local public officials and mayors in the Czech Republic. Conclusion We have found that the decision-making of Czech public procurers is affected by the trade-off between stewardship and administrative compliance, which turn out to be mutually conflicting goals. On the one hand, many public procurers do possess a stewardship motivation that shapes their positive attitude to GPP. On the other hand, they are painfully aware of, and seek to forestall, administrative risks and complications attendant on the conscientious, i.e., non-perfunctory, implementation of GPP.

The article analyses the current level of development of the topic of "green" public procurement both in Russian legal acts and in domestic scientific literature. The authors conducted a categorical analysis of the term "green" public procurement, based on which the definition recommended for use in the Russian system was derived. The analysis of international experience in the implementation and development of green procurement was followed by a description of the specifics of legal regulation in several countries. By means of an electronic questionnaire survey of contracting system entities, the current level of application of environmental criteria in procurement was empirically assessed and the attitudes of Russian customers and suppliers towards the introduction of new environmental requirements in procurement legislation were identified. Thus, customers are not motivated to use "green" criteria, as they are not aware of them and their application may be regarded by regulatory authorities as a restriction of competition, and suppliers are not interested in producing such products, since they will not be competitive due to the high price. Based on the results obtained, recommendations were developed for the gradual, step-by-step incorporation of norms and practices related to the greening of the procurement process into the contract system.

Universities play an important role among public institutions because they initiate huge purchasing and contracting activities and contribute to sustainable development through education, research, and day-to-day operations. Existing studies on green public procurement (GPP) practices at Spanish universities focus on products and services. For this study, a total of 316 procedures were collected and analysed from the calls for tenders made by Spanish public universities between 2016 and 2017. The environmental criteria involved in the tenders and their weights were classified by subsector, geographical scope, and project budget. The results of this study show the use of environmental criteria in the works tendered by Spanish public universities is low (19.2%) in comparison with the results of other studies. It is therefore necessary to encourage GPP practices in the contracting process to comply with the environmental policies that universities have defined as part of their institutional policies.

Abstract Public procurement outcomes depend on the ability of the procuring agency to select well-performing suppliers. Should public administrations be granted more or less discretion in their decision-making? Using Italian data on municipal public works tendered in the period 2009–13, we study how a reform extending the scope of bureaucrat discretion affects supplier selection. We find that the share of contracts awarded to politically connected firms increases while the (ex ante) labor productivity of the winning firm decreases, thus suggesting a potential misallocation of public funds. The results are heterogeneous across procuring agencies: the effects on supplier selection are primarily concentrated among less qualified and less transparent administrations.
