Estimating facilities maintenance cost using post-occupancy evaluation and fuzzy set theory

Purpose The purpose of this paper is to introduce a new general approach for estimating the maintenance cost of constructed facilities. The proposed approach consists of four components, including: facility work breakdown structure; historical maintenance cost and cost contingency data of actual completed projects; feedback obtained from the post-occupancy evaluation (POE); and fuzzy set theory (FST) to define the uncertainty associated with the maintenance cost and cost contingency as an alternative approach to simulation. Design/methodology/approach Literature review of the existing methods used for estimating maintenance cost of constructed facilities was conducted to highlight the limitations of the existing methods and models. The paper then introduced a new approach in which the results obtained from POE are integrated with the estimator’s judgment in estimating maintenance cost of constructed facility. As a proof of concept, the developed approach is tested on a private school facility in the city of Khobar, Saudi Arabia. The application of the proposed approach in this case project demonstrates its applicability and features in comparison with the existing practice. Findings The application of the developed approach on a school case project demonstrated that the developed approach can provide a reliable facility maintenance cost estimate, narrow the uncertainties and vagueness associated with the estimated cost, and provide the estimator with the necessary information to conduct risk analysis with less effort, less computations and less complexity comparing with that provided by complex simulation. The results also showed that integrating POE in the estimating process can provide more accurate cost estimate with high level of confidence. Originality/value The paper presents a new approach for estimating facility maintenance cost. The developed approach introduced a new concept that assists maintenance contractors in preparing facility maintenance estimate with improved accuracy while satisfying the facility user’s needs. The proposed approach integrates the estimator’s judgment with POE to model the uncertainties associated with cost using FST as an alternative approach for complex simulation.

Sequential pattern mining is the method that has received much attention in sequence data mining research and applications, however, a drawback is that it does not profit from prior knowledge of domains. In our previous work, we proposed a belief-driven method with fuzzy set theory for discovering the unexpected sequences that contradict existing knowledge of data, including occurrence constraints and semantic contradictions. In this paper, we present a new approach that discovers unexpected sequences with determining semantic contradictions by using concept hierarchies associated with the data. We evaluate the effectiveness of our approach with experiments on Web usage analysis.

Purpose – Supply chains (SCs) have become increasingly vulnerable to catastrophic events/disruptions that may be natural or man-made. Hurricanes, tsunamis and floods are natural disasters, whereas man-made disasters may be strikes, terrorist attacks, etc. Failure at any point in the SC network has the potential to cause the entire network to fail. SCs must therefore be properly designed to survive well in the disruption scenario. The capability of successful survival (of the firm’s SC) against those adverse events/happenings is termed as resilience; and, the SC designed under resilience consideration is called a resilient SC. Effective supplier selection is considered as a key strategic consideration in SC management. It is felt that apart from considering traditional suppliers selection criterions, suppliers’ resiliency strategy must be incorporated while selecting a potential supplier which can provide best support to the firm even in the disaster/disruption scenario. The purpose of this paper is to focus aspects of evaluation and selection of resilience supplier by considering general as well as resiliency strategy, simultaneously. Design/methodology/approach – In this work, subjectivity associated with ill-defined (vague) evaluation information has been tackled through logical exploration of fuzzy numbers set theory. Application of VIKOR embedded with fuzzy mathematics has been utilized here. Sensitivity analysis has been performed to reflect the effect of decision-makers’ (DM) risk bearing attitude in selecting the best potential supplier in a resilient SC. A case empirical example has also been presented. Findings – The work attempts to focus on a decision-making procedural hierarchy towards effective supplier selection in a resilient SC. The work exhibits application potential of VIKOR method integrated with fuzzy set theory to select potential supplier based on general strategy as well as resiliency strategy. The final supplier selection score (obtained by considering general strategy) and that of obtained by analyzing resiliency strategy have been combined to get a final compromise solution. The decision-support framework thus reported here also considers DMs’ risk bearing attitude. Practical implications – The study bears significant impact to the industry managers who are trying to adapt resiliency strategy in their SC followed by potential supplier selection in the context of resilient SC. Originality/value – Exploration of VIKOR embedded with fuzzy set theory towards suppliers’ evaluation and selection by considering general and resiliency criteria both. The decision-support module(s) adapted in this paper considers DMs’ risk bearing attitude to arrive the best compromise solution.

Purpose There is lack of research on key governance issues (KGIs) to expedite the sustainability of corporate governance reforms in the Indian context. The purpose of this paper is to formulate a list of KGIs that would help in sustainability enhancement of corporate governance regime in India vis-à-vis other global counterparts. Design/methodology/approach First, governance issues have been identified after a thorough literature review and after taking opinion and suggestions of experts. Second, data have been collected through the questionnaire survey. Lastly, a model based on fuzzy set theory has been designed to identify the KGIs for the sustainability enhancement of corporate governance regime in the Indian context. Findings Five KGIs have been identified in this study based on fuzzy set theory, namely, ownership structure of the companies, code of best practices of corporate governance, regulatory framework including monitoring institutions of the country, untrue independence of independent directors in decision-making and judiciary system of the country. Research limitations/implications The KGIs identified for the Indian economy in this study can be a useful reference for the regulators and policymakers to fill the present quality gap and devise measures to curb noncompliance and or implementation of laws on the ground level. Purpose – The purpose of this paper is to present a newly developed fuzzy-set based model for estimating, allocating, depleting, and managing contingency fund over the life cycle of construction projects. Design/methodology/approach – Fuzzy set theory is utilized in the design and development of proposed contingency modelling framework to incorporate uncertainties associated with the development phases of construction projects. A set of developed indices, measures, and ratios are introduced to quantify and characterize these uncertainties. The developed framework is designed to incorporate expert opinion and provide user-system interaction. Findings – The results obtained from the application of the developed framework on actual project case not only illustrate its accuracy, but also demonstrate its capabilities for contingency management over life cycle of construction projects. Unlike other methods, the framework provides project managers with structured method for contingency depletion utilizing a set of depletion curves and selection factors. Originality/value – The novelty of the developed framework lies not only in its new developments for contingency estimating but also its modelling for contingency allocation and depletion. It is expected to be of direct value to industry professionals and academics interested in contingency management over the entire life cycle of construction projects. The proposed framework provides management functions and features beyond those generated through Monte Carlo simulation and even those developed using fuzzy set theory.

AbstractSeveral applied fields dealing with decision-making process may not be successfully modeled by ordinary fuzzy sets. In such a situation, the interval-valued fuzzy set theory is more applicable than the fuzzy set theory. Using a new approach of “quasi-coincident with relation”, which is a central focused idea for several researchers, we introduced the more general form of the notion of (α,β)-fuzzy interior ideal. This new concept is called interval-valued$( \in ,{\rm{ }} \in \; \vee \;{{\rm{q}}_{\tilde k}})$-fuzzy interior ideal of ordered semigroup. As an attempt to investigate the relationships between ordered semigroups and fuzzy ordered semigroups, it is proved that in regular ordered semigroups, the interval-valued$( \in ,{\rm{ }} \in \; \vee \;{{\rm{q}}_{\tilde k}})$-fuzzy ideals and interval-valued$( \in ,{\rm{ }} \in \; \vee \;{{\rm{q}}_{\tilde k}})$-fuzzy interior ideals coincide. It is also shown that the intersection of non-empty class of interval-valued$( \in ,{\rm{ }} \in \; \vee \;{{\rm{q}}_{\tilde k}})$-fuzzy interior ideals of an ordered semigroup is also an interval-valued$( \in ,{\rm{ }} \in \; \vee \;{{\rm{q}}_{\tilde k}})$-fuzzy interior ideal.
