Mexico's main parties will dominate state elections

Significance In June and July, states will elect a total of 548 local government heads and 388 congress representatives. An unprecedented 30 independent gubernatorial candidates are registered -- up from five in last year's races. They will contest nine governorships in what will be the last batch of ordinary state and local elections to take place before the general election in 2018. Impacts Without the support of large parties in Congress, any independents who win will have difficulty delivering on their campaign promises. The mixed record of PAN-PRD alliances will make them less attractive than in the 2010 elections. The election outcome will be taken as an indication of the chances of each party in the 2018 general election.

Subject The Local Administration Draft Law. Significance A new Local Administration Draft Law is currently being discussed in parliament to replace the existing legislation, dating from 1979. The capacity of local government to carry out various developmental functions has long been undermined by the centralised political and fiscal system. The new law, however, aims to give broader powers to subnational authorities. The law is meant to pave the way for local elections, scheduled for the first quarter of 2019. Impacts The central government will use local elections to boost its popularity and demonstrate commitment to democratic reform. The application of the new law will increase competition among local government units to attract private investment. The local economy will grow in areas where councillors can ease the process of doing business and decrease bureaucracy. More job opportunities will be created at the local level.


Significance This occasion came almost two weeks after a general election outcome that, to near universal surprise, saw the Conservative Party not only fail to achieve the substantial increase in its parliamentary majority that had been widely anticipated, but lose seats and hence become a minority administration dependent on the Northern Irish Democratic Unionist Party (DUP) for certainty in office. All of this turbulence has coincided with the formal start of the Brexit negotiations. Impacts The government’s agenda over the next two years will be dominated by measures related to the implementation of Brexit. Most of the more controversial proposals outlined in the Conservative election manifesto have been sidelined. The current parliament may not last all the way through a likely transition period of 2-3 years after Brexit. May’s weakness limits her ability to make concessions in Brussels and a chaotic ‘cliff-edge’ Brexit has become more likely.


Subject Risks to Ethiopia's 2020 elections. Significance The National Electoral Board of Ethiopia (NEBE) has announced that general elections will be held on August 29 this year. Although the polls are widely expected to be more competitive and freer than in the past, a combination of logistical challenges, growing insecurity and accusations of unfair practices may undermine the peacefulness and fairness of the elections. Impacts Many parties may be unable to re-register in time to contest the elections, potentially narrowing the crowded electoral field. The government’s strong stance in negotiations over the Grand Ethiopian Renaissance Dam may help the ruling party’s dented reputation. As local polls will not be held yet, the ruling party will continue to control local bodies regardless of the general election outcome.


Subject Outlook for Cambodia's local elections on June 4. Significance Cambodia holds elections for commune/Sangkat councils on June 4, local administrative units consisting of clusters of villages. The election result will indicate the popularity of the two main political parties that will compete in the 2018 general election, the ruling Cambodian People’s Party (CPP) and the opposition Cambodia National Rescue Party (CNRP). Impacts Post-commune-election protests are likely, but will not reach the same height as after the 2013 election. Ahead of 2018, the CPP will push populist economic policies such as higher state officals pay to gain votes. Should the CNRP win the commune election, legislative instability may follow before the 2018 election.

Purpose The achievement of sustainable development goals is linked to the procurement of public infrastructure in a manner that meets key procurement objectives, such as sustainability, value-for-money, transparency and accountability. At the heart of achieving these procurement objectives and others is the capacity of public procurement institutions. Whereas previous reports have hinted that there are deficiencies in procurement capacity in Nigeria, insights regarding critical aspects of organisational capacity deficiencies among different tiers of government agencies is limited. The purpose of this paper is to investigate the critical gaps in the procurement capacity of state and local government agencies involved in the procurement of public infrastructure in Nigeria. Design/methodology/approach The study employed a survey of public infrastructure procurement personnel which yielded 288 responses. Findings Among 23 operationalised items that are related to organisational procurement capacity, none is perceived to be adequate by the procurement personnel. Additionally, among 14 procurement objectives only 1 is perceived as being attained to at least a high extent. Originality/value The findings underscore the acuteness of organisational procurement capacity weaknesses among public procurement institutions within Nigeria’s governance structure. It is, thus, imperative for policy makers within state and local government to formulate, resource and implement procurement capacity building initiatives/programmes to address these deficiencies. Additionally, the organisational procurement capacity items operationalised in this study could serve as a useful blueprint for studying capacity deficiencies among public infrastructure procurement agencies in other developing countries, especially within sub-Saharan Africa where several countries have been implementing public procurement reforms.

Purpose Procurement of public infrastructure that is fit for purpose partly depends on the competencies of procurement personnel. In many developing countries in Sub-Saharan Africa, including Nigeria, there is a deficit in the quantity and quality of infrastructure and their procurement is further riddled with deficiencies in the capacity of public procuring entities. The purpose of this study was to ascertain the critical skills development needs of public personnel involved in the procurement of infrastructure in Nigeria. Design/methodology/approach Based on a quantitative research strategy, this study sought to address the knowledge gap through a survey of public infrastructure procurement personnel (n = 288) in different tiers of government (i.e. state and local government) and geopolitical contexts (north and south) in Nigeria. Findings Of the 45 procurement skill areas operationalised, there is need for further development in 38 of them including: computing/ICT; problem-solving; communication; decision-making; health and safety management; quality management; relationship management; team building; project monitoring and evaluation; time management and procurement planning. Originality/value A key implication of this study is for policymakers in state and local government to formulate and implement infrastructure procurement capacity development reforms that address the competency gaps of procurement personnel. Such reforms need to take into account the suitable methods for developing procurement competencies. Additionally, the procurement skill areas operationalised in this capacity assessment study could serve as a useful blueprint for studying capacity deficiencies amongst public infrastructure procurement personnel in other developing countries.


Significance Although former Prime Minister Matteo Renzi is confident of winning, the PD, condemned after the 2013 general election to govern Italy without a majority, has faced growing problems of cohesion and electoral credibility since last December’s referendum defeat. Impacts Local elections in June will indicate electoral sentiment towards the PD and M5S ahead of the general election in early 2018. Continued weak economic performance is fuelling populist sentiment and tying government hands. Tensions with the EU could increase when the government presents its 2018 budget later this year.


Subject UK election outlook. Significance If not this year, a general election will definitely take place in 2020. The working-class vote is less predictable than it has been in a long time. Parties' ability to adapt their positions to reflect working-class concerns could prove vital in determining the election outcome. Impacts An election during a Brexit extension would increase the chances of a hung parliament. If Brexit happens, the Brexit Party and Liberal Democrats will continue to play a very important role in UK politics. If London refuses to grant Scotland an independence referendum, Scottish nationalists may pursue a unilateral approach.

Purpose To alert lenders, broker-dealers and municipal advisors to a joint regulatory notice from the Municipal Securities Rulemaking Board (“MSRB”) and the Financial Industry Regulatory Authority (“FINRA”) regarding direct purchase or “bank loan” transactions. Design/methodology/approach Explains the MSRB and FINRA notice, why the notice was issued, what lenders should know about the notice, what broker-dealers and municipal advisors should know about the notice, and what MSRB rules could apply to bank loans. Findings Firms should determine whether state and local government obligations acquired through bank loan transactions constitute municipal securities for federal securities law purposes. Originality/value Review of a recently issued regulatory notice by experienced municipal securities lawyers.
