Nigeria's police protests point to wider frustrations

Significance Nigeria's police are the most tangible face of daily misgovernance for its citizens. Yet the recent ‘#EndSARS’ protest movement that has gained global attention is not closely tied to existing organisations and embodies wider youth frustrations with the status quo. Impacts Recent climbdowns by Buhari's government reflect its fear of a wider undermining of its authority on economic, social and political issues. Protests are unlikely to gain the same traction in the north, given stronger support for tactical policing units amid widespread insecurity. Calls for the police chief to resign may prove a distraction from reforms needed to push real improvement in accountability and performance.

I.Since the end of World War 11, approximately eighty new states havebeen established. Only two, Pakistan and Cyprus, have undergone theagony of dismemberment when Bangladesh broke off in 1973 and theTurkish Republic of Northern Cyprus was declared in 1983. The worldmay now be witnessing the possible breakup of yet a third state:Lebanon, whose disintegration has been accelerated since the June 1982Israeli invasion.Shortly after the invasion began, Henry Kissinger assessed itsconsequence for Lebanon’s future, concluding, “It is neither desirablenor possible to return to the status quo ante in Lebanon.” One possibleoutcome was that some Syrian and Israeli forces would remain in thenorthern and southern ends, respectively, and the central government’sauthority would ostensibly cover the rest of the country. Implicit in theKissinger diagnosis is the possibility of eventual partition.Though the gloomy assessment by the “wizard” of US. foreign policyshould by no means be construed as a portent of an official shift awayfrom the publicly stated US. support of “Lebanon’s sovereignty andterritorial integrity,” a shadow was cast on the country’s prospects.Subsequent developments have seemed to indicate that Lebanon’sdemise looms larger than at any time since the beginning of the civil warin 1975-76.For over a year and a half national fragmentation has proceededinexorably. What many people once could imagine only with difficulty,they now acknowledge: in reality, Lebanon is facing possible death. TheSouth (35 percent of the land area) is occupied by Israel; the North andthe Biqa’ (45 percent) are controlled by Syria; Kasrawan (15 percent) iscontrolled by the Christian Maronite forces (the Lebanese Front forces),which are not subject to the government’s authority. The rest of thecountry-beleaguered Beirut and environs-was until the February1984 breakdown under the government’s shaky control supported bysymbolic US., French, Italian, and British units. The Multi-NationalForce (MNF) was subject to increasing attacks by Muslim leftist factions,as witnessed in the October 23 bombing of the quarters of U.S.Marines and French troops. Thus, instead of keeping peace, the MNFbecame ,a partisan force trying to protect itself. The US. and Frenchforces in particular seemed to have outlived their usefulness as“peacekeepers.” Recurrent fighting in southern Beirut and in theadjacent Chouf mountains, that pitted Christian Maronites and armyunits against Shi‘ite and Druse Muslims constantly threatened theexistence of President Amin Gemayel’s government and consequently arenewal of the civil war. This situation culminated in February 1984 inthe resignation of the Shafiq al-Wazzan’s cabinet, the loss ofgovernment’s control of West Beirut to Muslim-leftist militias, and theimminent collapse of Amin Gemayel’s presidency ...

Purpose The purpose of this paper is to analyze the status quo of disaster risk reduction (DRR) policy and legislation in Cameroon. Design/methodology/approach Using a qualitative method, this paper examines historical data from sectoral administrative reports, plans, declarations, commitments and speeches, texts and peer-reviewed journals on disaster and risk management in Cameroon for the period 1967-2017. Empirical data from ten selected government sectors were used to analyze the status quo, together with quantitative data collected by using four instruments (i.e. HFA Priority 1 & 4, USAID Toolkit, GOAL Resilience Score and the Checklist on Law and DRR). Findings Findings show that Cameroon largely still practices disaster response through the Department of Civil Protection. Transparency and accountability are the sine qua non of the state, but the lack thereof causes improper implementation of DRR within development institutions. DRR is seen as an ad hoc activity, with the result that there is not effective institutional capacity for implementation. The need to develop a new national DRR framework is evident. Originality/value Analyzing the status quo of DRR in Cameroon could assist with the review and reevaluation of a new DRR framework within the Cameroonian territory.

Purpose – This study aims to ascertain the trends and changes of how academic libraries market and deliver information literacy (IL) on the web. Design/methodology/approach – The author compares the findings from two separate studies that scanned the Web sites for IL-related activities in 2009 and 2012, respectively. Findings – Academic libraries intensified their efforts to promote and deliver IL on the web between 2009 and 2012. There was a significant increase in IL-related activities on the web in the three-year period. Practical implications – The findings describe the status quo and changes in IL-related activities on the libraries’ Web sites. This information may help librarians to know what they have been doing and if there is space for improvement. Originality/value – This is the only study that spans three years in measuring the progress librarians made in marketing and delivering IL on the Web.


Significance The differing perspectives of unionists and nationalists on the creation of Northern Ireland as a political entity within the United Kingdom, together with Brexit and tensions over the Northern Ireland Protocol (NIP), have brought the contentious issue of Irish reunification onto the political agenda in Northern Ireland and the Irish Republic. Impacts Scottish independence would likely increase momentum for a referendum on Irish unity. Successful implementation of the NIP, giving firms access to EU and UK markets, may support arguments for maintaining the status quo. If the UK government abandons the NIP, the adverse trade impact on Northern Irish firms could increase support for unification.

PurposeThe purpose of this research is to reveal the gendered nature of social arrangements in order to bring to the surface the hidden discourses that mediate the opportunities of women leaders in the field of corporate social responsibility (CSR) and sustainability.Design/methodology/approachThe author uses critical sense-making (CSM) to analyze interviews with CSR leaders toward understanding the interconnected layers of influences they draw from as they make sense of their experiences.FindingsDespite the positioning of women as being untapped resources within CSR, the reality within CSR leadership indicates that resilient, stereotypical social constructions of gender are being (re)created. However, cues can disrupt the ongoing process of sense-making and create shocks that represent opportunities for resistance as discriminatory practices are revealed.Research limitations/implicationsApplying CSM as a methodology and to the field of CSR adds a component to CSR and gender scholarship that is currently missing. CSM as a methodology bridges broader sociocultural discourses and the local site of sense-making, making visible the structures and processes that enable some narratives to become legitimized by the formative context and protect the status quo.Social implicationsIf these leaders are able to use their discursive power to establish an alternate, dominant narrative throughout their organizations – a culture of emotional empathy within CSR – alternate meanings about the nature and purpose of CSR may emerge while highlighting the need for change.Originality/valueApplying CSM as a methodology and to the field of CSR adds a component to CSR and gender scholarship that is currently missing. Abstract This article proposes revisiting Howard Brenton’s The Churchill Play (1974). I contend that the play offers pertinent insights into how authoritarian governments come into being through the implicit cooperation of people who, wittingly or unwittingly, enter into a “conspiracy of obedience.” Although inspired by political issues that were current in Britain in the 1970 s and 1980 s, the play’s illustration of the fragility of democracy resonates with today’s political atmosphere, especially that experienced in the United States. By anchoring my argument to the theories of Bertolt Brecht, I aim to clarify Brenton’s intent and encourage a more parabolic reading of the play – perceiving totalitarianism not as the usurpation of power by a single individual or group, but as the consequence of people’s complacent and self-serving tendencies to comply with the status quo.


Significance The continent’s trajectory is not a uniformly bleak one, however, as it also features the only two countries to move towards democracy during the COVID-19 pandemic: Malawi and Zambia. Furthermore, large majorities of people in many countries surveyed by Afrobarometer prefer democracy over other forms of government. Impacts Countries that are more democratic will, on average, experience more inclusive economic recoveries. Economic hardships generated in part by COVID-19 will make it harder for incumbents in Kenya, Nigeria and Zimbabwe to retain power. Authoritarian governments will continue to see high levels of political and civic protest. Authoritarian countries such as Angola and Zimbabwe will resort to more state repression to maintain the status quo.

PurposeThe status quo for managing deviant workplace behavior is underperforming. The current research offers a new approach for scholars and managers in approaching these misbehaviors. Namely, we outline how system justification theory, which holds that people are motivated to rationalize and justify the systems—including workplaces—to which they belong even when those systems disadvantage them or others, offers value in explaining and addressing the prevalence of such misbehaviors and contemporary failures in managing them.Design/methodology/approachThis conceptual research explores the situated role of onlookers to patterns of workplace misbehavior, like harassment. We explore existing scholarship on why and how onlookers respond to such actions, including cultural elements, and draw parallels between those accounts and the foundational concepts of system justification theory to demonstrate an unrealized theoretical overlap valuable for its immediate applications in research.FindingsThe current paper establishes clear links between system justification theory and efforts to manage misbehavior, establishing system justifications as freezing forces in the culture of a workplace that must be unfrozen to successfully implement strategies for managing misbehavior. Further, we describe how organizational onlookers to misbehavior are subject to system justifications, which limit prescribed means of stopping these patterns of wrongdoing.Originality/valueVery limited organizational scholarship has utilized system justification theory, despite calls for such applications. Given the existing shortcomings in scholarship and management approaches to workplace misbehavior, the current research breaks from the status quo and offers an established theory as a new way to approach these misbehaviors.

This chapter focuses on Morocco, highlighting how citizens across the North African monarchy rationalize authoritarianism through the prism of strategic utility to U.S. (and EU) ties. Morocco includes one of the most progressive Islamic movements in the region, and citizens, while applauding the movement's moderation, remain wary of its foreign intentions. Enhancing ties with the United States and maintaining ties to Europe were often cited as key reasons why the status quo was preferable to increasing levels of democracy. It became apparent that although the Islamic Party for Justice and Development is considered moderate in terms of its internal Islamic agenda, many in the kingdom worried about the party's stance toward the United States.

Purpose Money Laundering Reporting Officers (MLROs) carry out day-to-day anti-money laundering (AML) tasks while directors ultimately remain responsible for AML compliance. Therefore, directors’ expectations of what their MLROs do should ideally coincide with what their actual tasks to minimise liability risk. This paper aims to test for gaps between MLROs and their directors in terms of knowledge, expectations and performance of AML tasks. Likewise, it is researched whether MLROs and directors communicate well with regard to MLROs’ tasks. Design/methodology/approach This paper first develops a model for analysing the dyadic relationship between MLROs and their directors, based on the audit expectation-performance gap. Second, a paired electronic survey of MLROs and directors of German companies was conducted in autumn 2020, testing for participants’ knowledge, expectations and performance of possible AML tasks (n = 136 pairs). Findings While there is no knowledge or performance gap among MLROs and directors, expectations among them are partially unreasonable and their communication needs to be improved. Additionally, this study suggests that MLROs of German non-financial businesses are less knowledgeable, perform AML duties more poorly, and communicate less effectively with their directors. Practical implications Training of MLROs and communication with their directors need to be improved. Especially in the non-financial sector, action is urgently required. Originality/value This paper reports the results of the first paired survey of MLROs and their directors, offering unique insights into their relationship and the status of private AML efforts.
