Choose the correct knowledge integration pattern is beneficial to enhancing the independent innovation capability in petroleum equipment manufacturing industry. Analysis elements of the knowledge integration ability and the independent innovation ability , with knowledge integration capability as the breakthrough point, the knowledge integration effect as the intermediary variable , constructs the model of the independent innovation capability in equipment manufacturing - the knowledge integration capacity, puts forward the independent innovation in petroleum equipment manufacturing industry should adopt the three kinds of knowledge integration mode.

The achievement, which Chinese Equipment Manufacturing Industry had accomplished in the ten years after China accessed the World Trade Organization, is first analyzed through the production scale, the export trade, the industry structure and the comprehensive strength and so on in the paper. The problems, which exist in the products, the production capacity, the independent innovation capacity, the production means and the internal and external environment of Chinese Equipment Manufacturing Industry, are pointed out. Some suggestion on the future development strategy is last put forward.

Policy transfer is a process in which different organizations learn from each other to achieve policy innovation. It is also considered as an important channel of policy issuance. In China, national independent innovation demonstration zones serve as carriers of not only technological development, but also technological policies issued by China. Along with development of these national independent innovation demonstration zones, policy exchange and cooperation has become increasingly frequent among them. This paper attempts to find out different paths for policy transfer through a textual analysis of policies among China’s national independent innovation demonstration zones. First, quantitative connotation and characteristics of policy transfer are analyzed. Then, a policy transfer quantitative evaluation index system is built based on three dimensions of policy transfer, namely intensity, breadth and speed. Following that, the quantitative evaluation index system is used to analyze policy transfer among national independent innovation demonstration zones. The paper tries to explore favorable policy categories for transfer, and learn the policy development status in these national independent innovation demonstration zones as well as the policy transfer trend from different perspectives. To sum up, this research can provide not only data support for policy innovation of China’s independent innovational demonstration zones and accelerate their in-depth cooperation in terms of policy transfer, but also a new methodological research paradigm for quantitative analysis of policy transfer among parallel organizations.

Clique problem has been fully researched in the social relations network of sociology,But the cliques in inter-enterprise networks have attracted people's attention in recent years. Based on the alliance data of the high-end equipment manufacturing industry in China in 2000-2013, we construct innovation network,and use negative binomial regression models to analyze the impact of the clique structure on enterprise innovation. The results show that the more the clique numbers in the alliance innovation network, the stronger the enterprise innovation capability. Whether the enterprises listed have a negative moderating effect on the impact of clique numbers on enterprise innovation performance. That is, for the listed enterprises, more clique numbers cannot significantly promote enterprise innovation, but for non-listed enterprises, more clique numbers are conducive to enterprise innovation. Innovation accumulation has no significant positive moderating effect on the impact of clique numbers on enterprise innovation performance. The impact of the coreness values on the enterprise innovative output in an inverted-U curvilinear way, and the coreness values also moderates the effect of innovation accumulation on enterprise innovation capability in an inverted-U curvilinear way. The conclusions of the research can provide the basis for the enterprise to embed the network cliques and for the relevant government departments to formulate the alliance policy.

Combinating the process theory and system theory organically, this paper views enterprise’s technological innovation as a continuously improved system process. It builds a system model for the evaluation of technological innovation capability based on the view of process. Considering the features of cement industry, the technological innovation capabilities in cement industry are divided into innovation management capability, innovation input capability, research & development capability, manufacturing capability, marketing promotion capability and innovation output capability. And we propose a comprehensive and complete evaluation index system of cement industry’s technological innovation capability and provide a ruler for the evaluation of cement industry’s technological innovation capability
