Policy transfer is a process in which different organizations learn from each other to achieve policy innovation. It is also considered as an important channel of policy issuance. In China, national independent innovation demonstration zones serve as carriers of not only technological development, but also technological policies issued by China. Along with development of these national independent innovation demonstration zones, policy exchange and cooperation has become increasingly frequent among them. This paper attempts to find out different paths for policy transfer through a textual analysis of policies among China’s national independent innovation demonstration zones. First, quantitative connotation and characteristics of policy transfer are analyzed. Then, a policy transfer quantitative evaluation index system is built based on three dimensions of policy transfer, namely intensity, breadth and speed. Following that, the quantitative evaluation index system is used to analyze policy transfer among national independent innovation demonstration zones. The paper tries to explore favorable policy categories for transfer, and learn the policy development status in these national independent innovation demonstration zones as well as the policy transfer trend from different perspectives. To sum up, this research can provide not only data support for policy innovation of China’s independent innovational demonstration zones and accelerate their in-depth cooperation in terms of policy transfer, but also a new methodological research paradigm for quantitative analysis of policy transfer among parallel organizations.

Most power grid companies are asset-intensive and technology-intensive companies. Therefore, the quality and health of assets and equipment are crucial to the sustainability of the development of power grid companies and the safety of power grid development. To power grid companies through multiple dimensions Decompose the evaluation index of asset health, find the key factors affecting the asset health evaluation of power grid enterprises, and find a way to solve the problem for the subsequent improvement of the health of power grid enterprises’ assets. This paper describes the SMART criteria for asset health assessment, combining the principles of index selection and index grading, and clarifies the principles of constructing the evaluation index system. On this basis, from the three dimensions of physical, economic and social, and considering the internal and external power grid enterprises, a multi-dimensional asset health evaluation index system has been established.

Applying composite index leading to an evaluation index system of urban-rural integration, using entropy method for secondary weighting, a model is constructed of quantitative analysis of the regional urban-rural integration. This paper has made a quantitative analysis of the development levels of regional urban-rural integration in the case of the Shandong Peninsula Blue Economic Zone. The research results show that in the problem of multi-target integrated evaluation, the application of composite index, constructing evaluation index system, enables the evaluation process to cover more assessment information without any increase in calculation steps. Application of the model presented in this paper makes feasible a quantitative analysis of the regional urban-rural development.

The evaluation of the municipal transportation efficiency is an issue that cannot be wholly and sufficiently analyzed quantitatively, for it, involves many factors, some of which are just beyond quantitative analysis. Based on AHP (Analytical Hierarchy Process), the author suggests an evaluation index system in which different weight is allocated to each index according to its effect on municipal transportation. Combining AHP and different weight allocation, the present paper proposes a fuzzy evaluation (appraisal) system of municipal transportation efficiency and presents an example analysis targeting at the removal and settlement of the barriers and problems that hamper the improvement of city transportation efficiency.

Despite the development of intelligent technology, there are many problems in the improvement of teaching ability of professional courses in art design, namely, the impact from multiple factors, the imperfectness of the evaluation index system, and the lack of quantitative analysis. To solve the problems, this paper probes deep into the connotations and influencing factors of the teaching ability of the said courses in the context of intelligent technology. Through theoretical analysis, several strategies were presented to improve the teaching ability of the said courses. To effectively evaluate the ability, the authors set up a robust evaluation index system from multiple angles, and provided a quantitative analysis model. The research results provide a good reference for art design teachers to improve their teaching ability.
