In order to optimize the railway freight transport network, integrate the limited transport resources and overcome the current problems existing in the traditional transport organization, in this study, we propose a three-layer railway freight transport network system, analyze its hierarchical structure and describe the respective function orientation of the railway freight stations in different layers. Then we design a BP neural network model with adaptive learning algorithm and momentum BP algorithm to classify the railway freight stations into three layers. Finally, an empirical case study is presented to test the feasibility of the BP neural network. The simulation result indicates that the BP neural network model can classify the railway freight stations into three layers under relatively high training accuracy.

A BP neural network model was employed to forecast the railway freight turnover. First, this paper analyses the data of railway freight turnover in China from 1998 to 2012, build a three layers BP neural network, then by training and learning, a well-trained network can be used for simulating and forecasting. Finally, predict by the Grey GM(1,1) model and well-trained BP neural network respectively, and compares the errors of two prediction model, the results show that predicting the railway freight turnover by BP neural network has higher precision.

High efficient information sharing is the key factor to realize the integrated collaborative operation in through transport of railway freight. This paper presents a framework of information sharing among the railway enterprises and their customer enterprises. The information sharing demand was categorized into information sharing for demand-supply matching and the integrated collaborative operation. The information sharing content was defined according to the information sharing demand. Base on the current information technologies utilized in China’s railway freight transport, the framework of information sharing was constructed from four aspects: the hierarchy of information sharing, the mode architecture of information sharing, the methods of information collection and the supporting conditions of implementation.

The current China railway freight transport has always been faced with the situation of limited transport resources. Many relative studies have been done to solve the problem of resource shortage. And railway freight volume prediction is the basis of all these studies. With accurate volume prediction, railway freight transport administrations can precisely allocate the transport resources, such as wagons and locomotives. In order to overcome the limitations of traditional prediction methods, in this study, we design four artificial neural network models for prediction, including BP neural network model, linear neural network model, RBF neural network model and generalized regression neural network model. The results of simulation and comparison show that all these models can reach high prediction accuracy and generalized regression neural network has both higher prediction accuracy and better curve fitting capacity compared with other models.

With the rapid growth of Sino-European international trade and the ongoing development of “One Belt And One Road”, it can be predicted that the status of railway transportation in the international logistics system will be greatly enhanced, which urges us to further study the rules of international railway freight transportation. At present, the pattern of the rules system of international freight transport by railway is the two conventions of the international cargo association and the international cargo contract. In addition, the existing rules system of freight transport by railway in China also has some problems such as being too administrative, which needs to be reformed urgently. By comparing the contents of the two conventions of international railway freight transport and listing the possible conflicts in the substantive laws of various countries involved in the conventions, this paper designs a set of dispute settlement mechanism for “One Belt And One Road” railway transport, and puts forward some suggestions on the integration of the rules of “One Belt And One Road” international railway freight transport.

In recent years, European ports have, due to the increasing traffic between the Far East and Europe, become increasingly important. Large volumes of freight come to ships and it is important to have a link to the mainland via railway, which should have a functional overall system. This research compares three variants of possible routes for railway freight transport from the North Adriatic ports of Rijeka, Koper, and Trieste to Žilina, in the north of Slovakia. The methodology for calculating the minimum package of train access charges for the countries covered by these routes is presented. A comparative analysis of train access charges (TAC) for the minimum access package for the corridors between North Adriatic ports and City of Žilina has also been conducted. The result entailed in this research is the most favourable railway route for freight transport from the North Adriatic ports to the City of Žilina.
