Abstract This paper analyses rural migrant children's access to public schools in urban China, focusing on the implications of the recent introduction of points systems for apportioning school places. This approach, first piloted by Zhongshan city in Guangdong province from 2009, has steadily been extended nationwide. Here, we analyse the reasons for its spread and for divergence in its implementation in various urban districts. Notwithstanding rhetorical claims that points systems promote “fairness” or “equality” in the treatment of migrants, our analysis suggests that they maintain or even exacerbate the stratification of urban society, lending new legitimation to the hierarchical differentiation of entitlements. This is consistent with the aim of the 2014 “New national urbanization plan” to divert urban growth from megacities towards smaller cities. However, we argue that the use of points systems should also be seen in the context of an evolving bureaucratic-ideological project aimed at more rigorously monitoring and assessing China's entire population, invoking the logic of meritocracy for the purpose of control.

This article focuses on the educational quality of the newly emerged quasi-state schools for rural migrant children in urban China. Semi-structured interviews were conducted with 19 government officers, school leaders, teachers and migrant parents in Shanghai. Adopting a theoretical perspective of policy as a temporary settlement of interests, the article deconstructs the power relations that constructed the disadvantaged positionality of these schools in the local school system. What can be identified from the empirical data is the emergence of an “interim quasi-state school system” with three interrelated features: it belongs to the state sector, offers quasi-state education and has an interim nature. Under the local government’s low-cost and inferior schooling approach, the whole system is treated as an emergency mechanism for solving the floating children’s schooling problem, rather than as regular schools offering high quality education. While realising the children’s right to education, this system does not guarantee them a “good” education.

The current scholarship on inequality of occupational attainment between rural migrant workers (RMW) and urban resident workers (URW) is largely dominated by evidence suggesting a landscape of occupational segregation, whilst there is a lack of studies researching the equality of occupational mobility. To fill this gap, this study compares the occupational mobilities between RMW and URW in China’s urban labor market. Three heatmaps are used to visualize the differences between these two groups in the outflow distributions of occupational mobility. The results show a marked disadvantage of RMW’s mobility into white-collar occupations and a relatively high tendency for them to move to or to stay in the manual and agricultural occupations.
